The regular meeting of the Village of Dublin Council was held March 5, 1973.
Council President Bill Ulrey called the meeting to order with the following
members answering roll call: Charles Coffman, present; Lewis Geese, present;
Robert Karrer, present; Gerald Macklin, present; Robert Schontzler, present;
and Bill Ulrey, ~resent.
The minutes of the February 19 meeting were read and approved. Karrer moved
approval, Coffman seconded,'all in favor.
The treasurer's report was given showing February receipts totaling $15,002.46
and expenditures of $10,215.07 with a balance of $165,609.78.

Schontlzer moved payment of the bills, Coffman sem nded. All voted in
Mayor Dixon assumed leadership of the meeting at this time.
Resolution #04-73 adopting the Shamrock and the official village emblem WaS
introduced by Scholtzler, Schontzler moved to dispense with the three time
re9ding rule, Geese seconded. All voted for the motion and the resolution.

Ordinance "14-73 amending ordinance #21-70 of the zoning code to create a
Planned Unit Development district was introduced by Macklin, after the ordinanC3
was read, Sehontzler moved to dispense with the three time reading rule, Coffma1
seconded, all voted infavor of the motion and the ordinance. Harrigen Smith,
Jr. spoke in behalf of the Nie~aus group in favor of the ordi~nce, Jerry
Tanner asked for further clarificat~on of some of the points in the ordinance.
Ordinace #15-73 amending the signs and billboards section of the zoning code
waS introduced by Karrer. After the first reading Schontzler moved to table
the ordiance for further study concerning eliminating previous controls,
Coffman seconded the motion. William Hare, representing the Columbus Sign
Contractors and Charles Solomon, representing the Columbus Sign Control Ass'n
questioned the ordinance as beinG overly restrictive and prohibiting off

Ordinance #16-73 establishing a ",ay scale and benefits for all employees was
introduced by Ulrey, Schontzler moved to dispense with the three time reading
rule, Karrer seconded. All voted for the motion and the ordinance.
Karref moved, and Geese seconded a motion to refer an ordinance to E~end part
of ordinance #21-70 to permit uses \4thin the office labratory and research
district facilities for trainingpersonel :,involved in electronic equinNent
