A RESOLUTION AUTHORIZING THE CITY MANAGER TO FILE AN
APPLICATION AND ENTER INTO AN AGREEMENT WITH THE OHIO
DEPARTMENT OF TRANSPORTATION FOR THE PURPOSE OF
ACQUIRING FUNDS THROUGH THE TRANSPORTATION ENHANCEMENT
PROGRAM, FOR THE LANDSCAPING OF THE 1-270 AND US 33/SR
161 INTERCHANGE, AND DECLARING AN EMERGENCY
WHEREAS, the City of Dublin recognizes that beautifying public
property and gateways to the community enhances the quality of
urban life; and
WHEREAS, city Council identified the landscaping of the I-270/
US 33/SR 161 interchange as a goal for 1993; and
WHEREAS, the city of Dublin is willing to share in the
beautification cost; and
WHEREAS, the city of Dublin will agree to accept
responsibility for the continued maintenance of the
interchange landscaping; and
WHEREAS, funding for the highway beautification is available
through the Transportation Enhancement Program administered by
the Ohio Department of Transportation (ODOT) .
NOW, THEREFORE, BE IT RESOLVED ~y the Council of the City of
Dublin, state of Ohio, t of the elected
members concurring:
SECTION 1. That the City Manager is authorized to apply for
and, if awarded, enter into agreement with OOOT to administer
funds for said program, and that the City Manager is
authorized to sign said agreement.
SECTION 2. That the city of Dublin hereby requests that ODOT
consider and fund its application for I-270 and us 33/SR 161
Interchange Landscaping.
SECTION 3. That this resolution is declared to be an
emergency measure for the residents of this City, and
therefore this resolution shall take effect and be in force

MEMORANDUM

SUBJECT: Resolution #26-95 - Transportation Enhancement Application for the 1-270
and US33/SR161 Landscaping Project
INITIATED BY: The Planning Division
Council initially identified the landscaping of the 1-270 and US33/SR161 interchange as a
Council goal at the February 1993 goal-setting session. In February 1994, the City submitted
an application for matching funds through the Transportation Enhancement Program which is
administered by MORPC and ODOT. Unfortunately, that application did not receive funding.
During recent Council discussions regarding the Capital Improvement Program, this landscaping
project was discussed again. At Council's request, the Dublin Tree and Landscape Advisory
Commission reviewed this project at the August 16, 1995 meeting and forwarded its
recommendations to Council regarding the phasing of this project and funding (refer to a~ched
memo of August 18, 1995).
On September 1, 1995, planning staff submitted another Transportation Enhancement Application
for this project. The application requires a resolution from Council stating that Dublin will share
in the cost of the project and take responsibility for its maintenance. Staff has applied for a
grant of $360,000, with a local share of $240,000, for a total project cost of $600,000. It is
expected that MORPC will forward its list of recommended projects to ODOT by December 1,
I 1995. ODOT should complete their review by March 1, 1996.
Staff is respectfully requesting approval of the resolution and its passage as an emergency.

At the August 16th m.eeting of the Tree & Landscape Advisory Commission., the Commission discussed
e landscaping of the I 270 &US 33/161 Interchange. AB directed by you, we discussed in generalities the
laSing of the project and alternate funding sources. Below is a result of our conversation.
It is our understanding .that Council would like our Commission to research and recommend a plan to. . ~
implement phases of lai1dscaping for this area. Ideas would be to also include any public and private.... .
participation along with volunteers to accomplish the planting ~d maintenance of the.plantings.
The City of Dublin currently bas a conceptual landscape plan for the interchange that was developed..
by William Behnke & ABsociates. This plan, which uses both deciduous and evergreen trees along with shrubs.
and perennials, gives the general location of plant material. The plant material numbers needed to complete
this design. are also included.
Since the conceptual design. was drawn and submitted ODOT has planted evergreen trees in the
interchange. These trees were not taken in account in the Behnke plan nor the estimate of number of trees in
the Bed Tax Application. . Webelieve that a more thorough accounting of the number of trees required for this
area needs to be done in order to refine the cost of the landscape material.
The Tree & Landscape Advisory Commission believes that other sources of funding are available.
Within the next month an application will be submitted to ISTEA (Intermodal Surface Transportation Efficiency-.
Act). Grants through the Ohio Department of Natural Resources are another possibility and will be further
researched as a funding avenue. One of our members, Ruth Meeker Reiss, has proven experience in working
l/ith corporate and private organizations in recruiting them for sponsorship. She will be researching this
)rospect of funding. Use of volunteers to do the installation work is also possible but verification of liability
pertaining to the City and ODOT must first be investigated.
Our recommendation for the project is a phased approach. It was mutually agreed upon that Phase I
should be the installation of the trees in all quadrants. Phase II could then be the addition of the shrubs an~
perennials.
The issue of cost both concerning installation and long term maintena!lce was not discussed at this time .
but in our future meetings the details will be considered. It is our understanding that ODOT will not maintain
the area after it has been landscaped so we will investigate the maintenance implications on City staff and will
include this in our report.
We would appreciate any feedback and advice you may have during this time. We will keep you abreast
of any developments. Thank you for the opportunity to comment on vital issues concerning our community.
