Resolution No. 03-95 (ADlende.d) Passed 19n --=i I Ii A RESOLUTION PROVIDING FOR CONSOLIDATION AND , " RESTRUCTURING OF THE STANDING COMMITTEES OF COUNCIL, :1 I II 'j AND DECLARING AN EMERGENCY :i I :i " I :1 I Ii WHEREAS, Council previously established standing Committees of I II Council under Resolution No. 02-86 (Amended) ; and ) il Ii i 'i WHEREAS, the standing Committees of Council are currently I II I I comprised of Finance Committee; Public Safety Committee; i Ii I Public Service Committee; Land Use, Planning and Economic i Development Committee; Goal Setting Committee; Parks and , i !i Recreation Committee; Personnel Committee; and ! '! :1 I I! WHEREAS, Council has determined that restructuring of the Ii i II Committees is necessary in order to eliminate redundancy and , , it to clarify the responsibilities of each Committee; II Ii i WHEREAS, the Committees as reconstituted will consider and I II I '[ report on issues referred to the Committee by Council as a I, il whole and those items will comprise the agenda of each such I Committee; Committees will continue to report to Council as a I I regular part of the meeting agenda. I i I , j I BE IT RESOLV~ by the Council of the City of II NOW, THEREFORE, Dublin, State of Ohio, of the elected members II concurring: II ]1 [i Section 1. The Public Service, Public Safety and Parks and II Recreation Committees of Council will be combined into a new :1 'I committee be "Public Services Committee". The I, to named, II II Public Services Committee shall review issues relating to pOlice, fire and emergency services; traffic and related II issues; public health and human services; parks and ,I [I recreation; utilities, telecommunications and energy; and i/ engineering. I, Section 20 The Personnel and Goal Setting Committees of II Council will be combined into a new committee to be named, I "Administrative Committee". The Administrative Committee shall review issues relating to Council employee evaluations; City personnel policies, compensation and benefits; board and I commission appointments; strategic planning; goals setting; policy process; marketing and communications; and Council procedures and operations. Section 3. The Land Use, Planning and Economic Development Committee will be renamed, "Community Development Committee". The Community Development Committee shall review issues I relating to economic development, growth management and transportation systems. Section 4. The Finance Committee shall review issues relating to taxation policy; budget development and review; and fees. Section 5. Council shall make a determination regarding referral of issues which overlap the above-described areas of responsibility of the individual standing Committees. Ad hoc committees may be established as Council deems appropriate to address specific issues. Section 6. The membership of each Committee will be comprised of three members of Council, one of whom shall be a chairperson. II Thereafter, members shall be appointed by Council for two-year II terms during January of the year in which the Mayor and Vice- !i Mayor are elected. Vacancies on standing Committees may be i I filled at any time by a majority vote of Council. I 'I , il Ii Section 8. The Committees of Council will consider and report lion issues referred to the committee by Council as a whole and Ii those items will comprise the agenda of each such committee; ii committees will continue to report to Council as a regular I :1 part of the Council meeting agenda. ii i Section 9.
