A RESOLUTION AUTHORIZING THE CITY MANAGER
TO WORK IN COOPERATION WITH THE NATURE
CONSERVANCY AND OTHER INTERESTED PARTIES
TO PURSUE THE POTENTIAL PURCHASE AND/OR
PRESERVATION OF THE SHAWAN FALLS PROPERTY,
AND DECLARING AN EMERGENCY
WHEREAS, the Shawan Falls and adjacent land has been
identified as a scenic area and a site of great historical and
cultural significance; and,
WHEREAS, acquisition of this property would be an essential
component in developing a beautiful corridor of parkland
extending from Coffman Farm to Old Dublin; and,
WHEREASq the Old Dublin Association has endorsed the concept
of this project; and
WHEREAS II the Nature Conservancy of Ohio and others may be
willing to work in cooperation with the City of Dubl in to
secure purchase of the land in order to preserve this
beautiful, scenic and historical site; and
WHEREAS, the Parks and Recreation Advisory Committee has
recommended that city Council pursue the opportunity to
acquire the Shawan Falls property with the aid and assistance
of the Nature Conservancy.
NOW II THEREFORE, BE IT RESOLVED by the Council of the City of
Dublin, state of Ohio, ~ of the elected members
concurring that:
section 1. The City Manager is hereby directed to work in
cooperation with the Nature Conservancy and other interested
parties to pursue the potential purchase and/or preservation
of the Shawan Falls property 0
section 2~ This resolution is declared to be an emergency
measure for the preservation of the public peace, health or
welfare of the residents of this City, and therefore this
Resolution shall take effect and be in force immediately upon
its passageo

ChcrIes W. Krmstlber we are interested in further investigating the possibility

REGARDING: ACQUISITION OF SHAWAN FALLS AND ADJACENT LANDS
Dear Mayor Campbell and Council Members;
It is our understanding that the "Dublin Community Plan - July
1988" is presently under review by Council and will be revised in
the near future. We have taken the opportunity to read the 1988
plan and are writing to urge you to incorporate in the "Revised
Dublin Community Plan" the aquisition of land on which Shawan Falls
and the South Fork of Indian Run are located and the lands west of
and adjacent to the South Fork of 'Indian Run for use as public
parkland and bike path. We also strongly urge that immediate
acquisition of this property(s) b~ given a high priority. We view
this matter as urgent because the falls and the adjacent properties
are presently for sale and we believe the city should make every
effort to preempt its sale for commercial or other uses.
This is one of the most beautiful sites in central Ohio. We
believe that this beautiful area with natural water falls, scenic
deep gorge and endangered plant species should be preserved for all
the residents of Dublin and future generations to enjoy. We
believe that there could be no higher use for this land than
parkland with hiking trails, walking paths and bikepath. It would
be a travesty for the city to allow any other development to occur;
it would be a terrible waste of our natural resources and our
childrens' heritage.
It is also our understanding that the western bank of the falls, at
the confluence of the South and North Forks of Indian Run, was an
annual summer encampment site for the Wyandot Indians. There is
written evidence of this fact in "The Reminiscences of William
Henry Sells, a Franklin County pioneer" (written in 1870), and
similar references to such encampments in History of Franklin and
Pickaway Counties (1880).
One might say that it is sufficient that the school district owns
much of the property across from the falls on the east side of the
South Fork of Indian Run and that Dublin residents could therefore
still view the falls and the gorge even if the city does not own
the above mentioned property. However, this argument is seriously
flawed and fails to consider that the beauty of the falls is
dependent upon its natural surroundings. In addition, the historic
and cultural significance of this landmark site requires that
measures be taken to protect and preserve the entire area.
Furthermore, acquisition of this property would be an essential
component in developing a beautiful corridor of parkland extending
from Coffman Farm along the entire length of the South Fork of
Indian Run, along Indian Run past the high school 1 the Dublin
Library and on to Old Dublin. How delightful it would be to walk,
hike, run or bike along this entire distance.
We cannot overstate the critical role this proposal could have in
the economic development and revitalization of Old Dublin and in
the enhancement of quality of life for all Dublin. Connection of
a proposed "Northwest Quadrant" development (at the Intersection of
SR 161 and SR 745) and the historic shopping district with Dublin
ci ty Hall, Coffman House, Dublin High School, Ri verview Park,
Indian Run cemetary, and the Dublin Library via several paths along
beautiful Indian Run would integrate park and recreational
facilities with the historic district to create a unique and
appealing destination for residents and visitors alike.
FOllowing acquisition of the property, we would envision extension
of a walking path along Indian Run, from the current rustic
footpath from the mouth of Indian Run to the path beginning at the
northwest corner of Indian Run Cemetary. This path would either
cross under Dublin Road, or cross Dublin Road to link up with a
walking path across the ridge to the West banks of South and North
branches of Indian Run (see attached location maps). A bike path
could be added to parallel the west banks of the South and North
branches of Indian Run from Shawan Falls Drive.to Coffman High
School, and continuing all the way to Brand Road. At the site on
the west bank, we envision picnic tables, playgrounds and plantings
along the boundary of the back of the post office to soften the
landscape.
It will undoubtably be costly to purchase the necessary property to
preserve Shawan Falls. Our understanding is that the current
owners are asking in the $850,000 range for the approximately 10
acres currently for sale. There may be reason to believe that the
owners may be willing to sell their properties for a considerably
smaller sum.
We appreciate that City Council may be reluctant to spend as much
at one time as it may take to purchase the property. To try to
address this and other concerns, we have contacted the Nature
Conservancy of Ohio to try to secure additional support. We have
learned that this organization might be interested in helping
Dublin purchase the property. We understand that if Council sends
a formal request and works with the Nature Conservancy, the
Conservancy may be willing to purchase the land (hopefully at a
significantly reduced price), and hold the land until Dublin can
appropriate enough monies to purchase the land. In addition,
Dublin could work with the Nature Conservancy to insert severe deed
restrictions on the use of these properties.

The historical and cultural significance of the site may also
create additional funding options for acquisition. For example, it
may be possible to pursue funding from the National Park Service,
or locally, from Bed Tax funds, to complete a package.
We also should add that the Old Dublin Association has endorsed the
concept of this project.
We welcome the opportunity to work with Council and staff to make
this proposal a reality. Time is of the essence. If the land is
sold to a developer, there may be little the City can do to prevent
permanent loss of one of the most beautiful, scenic and historic
sites in Central Ohio.
