A RESOLUTION ACCEPTING THE LOWEST AND
BEST BID FOR THE BALLANTRAE SECTION 9
12 -INCH WATER MAIN, THE DUBLIN AND GLICK
ROAD 12 -INCH WATER MAIN, AND THE EMERALD
PARKWAY— CARDINAL HEALTH 8 -INCH WATER
MAIN IMPROVEMENTS PROJECT
WHEREAS, the City desires to improve the water distribution system for improved
levels of service for domestic service and fire protection; and
WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Revised Charter and Chapter 37 of the
Dublin Codified Ordinances, for the Ballantrae Section 9 12 -inch water main, the
Dublin and Glick Road 12 -inch water main, and the Emerald Parkway — Cardinal
Health 8 -inch water main improvements project; and
WHEREAS, Council has determined that the bid submitted by the Come
Construction Company constitutes the lowest and best bid.
N(M, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
_/ of its elected members concurring, that:
Section 1. The bid submitted by the Conie Construction Company in the total
amount of $785,912.25 is hereby accepted.
Section 2 . The City Manager is hereby authorized to enter into contracts with the
Conie Construction Company for performance and completion of the Ballantrae
Section 9 12 -inch water main, the Dublin and Glick Road 12 -inch water main, and the
Emerald Parkway — Cardinal Health 8 -inch water main improvements project pursuant
to the Advertisement, Proposal and Contract Documents for said project on file in the
office of the City Engineer.
Section 3. This Resolution shall take effect and be in force on the earliest date
permitted by law.

Background
On August 10, 2011 five (5) bids were received, publicly opened and read for Ballantrae Section 9
12 -inch water main, the Dublin and Glick Road 12 -inch water main, and the Emerald Parkway —
Cardinal Health — 8 -inch water main improvements. Staff has reviewed all bids.
The Engineer's estimate was $820,000.00. The Conie Construction Company submitted the lowest
and best bid of $785,912.25. A summary of the bids is listed below.

Staff has thoroughly reviewed the Conie Construction Company bid. While they have not done any
recent capital improvement projects for Dublin, the Conie Construction Company has favorable
recommendations from the cities of Gahanna, Bexley and Columbus (Division of Power and
Water). Staff has also had satisfactory past experience with the Conie Construction Company on
public improvements in residential neighborhoods (which includes waterline installations),
including many of the early sections of Muirfeld Village.
The following describes each component of the project and the sources of funding:
The Ballantrae Section 9 12 -inch water main is needed to improve service to southwest
Dublin from the Darree Fields water tower. It will be funded by the Water fund and was
budgeted at $170,0000 (EW1501) in 2015 of the 2011 -2015 Capital Improvements Program
(CIP). The City will be reimbursed for this work by the Edwards Golf Communities, LLC
per the Infrastructure Agreement approved by Council with Resolution 07 -11 on February
28, 2011. The reimbursement amount is to be based on the bid amount less 15% (for

prevailing wages). The Conic Construction Company's bid includes $200,202 for this work.
This will equate to a reimbursement of $174,088.70. This payment will be due within thirty
days of City Council approval of the Final Plat for the final phase of Ballantrae, Section 9 or
by December 31, 2013, whichever comes first.
The Dublin and Glick Road 12 -inch water main is needed to provide the water to the Dublin
Road water tower and create an additional loop in the distribution system. Of the
$2,700,000 of the funds programmed in the current CIP with project EW 1201 for the Dublin
Road Water Tower, approximately $447,500 is for the cost of this water main connection.
The cost for this work in the Conie Construction Company bid is $468,716.25.
The 8 -inch extension from Emerald Parkway, through the high school property and to the
end of Forest Run Drive is needed to provide a looped, redundant system for the area around
Coffman High School. This project will be funded by the McKitrick TIF fund, which has
adequate funds. The Conic Construction Company's bid included a cost of $116,994.00 for
this work.
Staff anticipates no traffic interruptions with the Ballantrae project. The work will be in the area of
a future phase of Ballantrae and is to be performed between September 6, 2011 and October 31,
2011.
The Emerald Parkway work requires disruption of both the schools property and the southern end of
Forest Run Drive. Staff has secured the appropriate easements for this work. Notification will be
provided to the impacted residents of Forest Run Drive prior to initiating work in this area. Also,
staff has coordinated with the Schools regarding the time period to cause the least disruption to the
practice fields. We have specified that the contractor is to do this work between October 31, 2011
and November 18, 2011.
Minimal lane closures will be needed with the Dublin and Glick Road water main project. The
contractor will be required to follow the approved maintenance of traffic plans. In accordance with
the project specifications, this work is to be performed between September 6, 2011 and October 31,
2011. Staff has also contacted the Village of Shawnee Hills and obtained a right -of -way permit
from them for the work along Dublin Road.
Again, Engineering staff will work with Community Relations staff to keep immediately impacted
residents and the general public informed regarding these projects.
For Council reference and review, a reduced set of project construction drawings has been placed in
the Council Planning Room detailing the three components described above.
Recommendation
Staff recommends approval of Resolution 42 -11 at the August 22, 2011 Council meeting, accepting
the lowest and best bid of the Conic Construction Company in the amount of $785,912.25 and
authorizing the City Manager to enter into a contract with the Come Construction Company for this
project.
