A RESOLUTION DESIGNATING THE CITY MANAGER AS THE CITY'S
OFFICIAL REPRESENTATIVE AND AUTHORIZING THE CITY TO FILE A
GRANT APPLICATION WITH THE OHIO DEPARTMENT OF NATURAL
RESOURCES NATUREWORKS PROGRAM.
WHEREAS, the State of Ohio, through the Ohio Department of Natural Resources,
administers financial assistance for public recreation purposes, through the State of Ohio
NatureWorks Program, and
WHEREAS, the City of Dublin desires financial assistance under the NatureWorks
Program to reimburse a portion of the construction costs for the bike path tunnel at the
intersection of Dublin Road and Memorial Drive.
NOW, THEREFORE BE IT ORDAINED by the Council of the City of Dublin, State
of Ohio, 7 members of the elected officials concurring that:
Section 1.
The City of Dublin approves filing an application for NatureWorks financial assistance.
Section 2.
The City Manager is hereby authorized and directed to execute and file an application
with the Ohio Department of Natural Resources and to provide all information and
documentation required to become eligible for possible funding assistance.
Section 3.
The City of Dublin does agree to obligate the funds required to satisfactorily complete the
proposed project and become eligible for reimbursement under the terms and conditions
of the NatureWorks Program.
Section 4.
This Resolution shall be effective upon passage in accordance with section 4.04(a) of the
Revised Charter.

Dublin Road Bike Tunnel at Memorial Drive

Please find attached a Resolution authorizing the City Manager to file a grant application with the Ohio Department
of Natural Resources NatureWorks Program. The NatureWorks Program provides reimbursement grants to eligible
political subdivisions of up to 75% for land acquisition, development and major rehabilitation of public recreation
areas. The NatureWorks Program was established subsequent to passage of State Issue #1 which authorized the
State of Ohio to issue bonds to be retired from General State Revenues to finance capital improvements for state
and local parks and recreation areas and to preserve Ohio's natural areas and habitats. By law, each of Ohio's 88
counties receives a fixed allocation of Nature Works dollars. Therefore, our project will be competing with other
project applicants for Franklin County's share of the allocation.
Staff from the Department of Finance, the Division of Engineering and the Division of Grounds & Facilities have
worked together to select a project that we feel will warrant funding through the NatureWorks Program. This type
of funding is more flexible than other forms of State and Federal funding without such stringent standards on
widths, alignments, and profile grades. The project that has been selected is the construction of the Dublin Road
bike path tunnel at Memorial Drive. Keith Willis from the City's Division of Engineering has met with a
representative from the Ohio Department of Natural Resources (ODNR) to discuss the project and the potential for
funding. ODNR's Engineering Department performed a cursory review ofthe construction documents ofthe bike
path tunnel, and as a result of his review, he did not find any facet that was unusual or unacceptable.
The tunnel at Dublin Road and Memorial Drive is a part of a larger multi-year project known as the "Dublin Road
bike path." Dublin Road is a heavily traveled State Route, making an underpass essential for pedestrians and
bicyclists. There are over 7,000 children in Dublin elementary schools, and more than 4,000 children in Dublin
middle schools using the bike paths to get to school, friends' houses, the municipal swimming pool, Dublin
Community Recreation Center, and the public parks. Due to the large volume of heavy truck traffic using State
Route 745, and its 45 mile per hour posted speed, a "bike path" tunnel is a much safer alternative than a traditional
"at grade" pedestrian intersection. The tunnel would provide unrestricted movement of pedestrians from bike paths
proposed on the east and west sides of Dublin Road, hence entirely removing the pedestrian conflict from the
intersection.
Our application will be submitted to the Ohio Department of Natural Resources prior to the deadline of July 1,
2000, and the City will be notified in the Spring of 2001 of any program funding. The project must be completed
within 16-20 months of project approval. This project has been programmed into the five-year CIP, but not quite
at the level of funding that will cover the cost of construction and any easement acquisition that may be necessary.
Therefore, we are excited about the possibility of finding alternative funding to help complete this project.
