Passed .. ....., -~---~--,--"~._--- YK'\R ~-,---~----'-'- - 1 i I' I A Resolution Authorizing The Acceptance Of A $400,000 Grant From The I State Of Ohio, Department of Development ii Ii Ii WHEREAS, the Ohio Department of Development is prepared to provide the City of Dublin with a preliminary commitment of up to $400,000 from their Roadwork Development (629) Account to help defray the cost of eligible public road improvements associated with the future development of the 123 acre tract of land known as the Perimeter West TIF district; and WHEREAS, the Ohio Department of Development's participation is contingent upon Rail Van LLC consolidating and expanding its corporate headquarters on a 13 acre site included in the Perimeter West TIF district; and WHEREAS, the Ohio Department of Development's participation is further contingent upon the City committing to fund the balance of public road improvements identified in the request for funding. NOW, THEREFOREK IT RESOLVED by the Council of the City of Dublin, State of Ohio, of the elected members concurring that: Section 1, The City of Dublin hereby accepts the preliminary commitment from the Ohio Department of Development for a $400,000 grant from its Roadwork Development (629) Account. Section 2, The City of Dublin understands the Ohio Department of Development's participation is contingent upon Rail Van and the City meeting commitments identified in the attached Exhibit. Section 3. The City Manager is authorized to execute any necessary documents related to the grant. Passed ....................... ......,..,..,.."..................,... v " AN ORDINANCE TO ACCEPT THE LOWEST/ BEST BID FOR THE SR 161fUS 33 A VERY-MUIRFIELD DRIVE INTERCHANGEIMYROVEMENTS FOR THE CITY OF DUBLIN AND DECLARING AND EMERGENCY WHEREAS, after advertising, receiving and opening bids on July 14,1999 for the SR 161/US 33/Avery-Muirfield Drive Interchange Improvements; and WHEREAS, Council has determined that the lowest and best bid for said project is from Complete General Construction Company, in the amount of 58,841,100.85; and WHEREAS, Council has determined that there may be a legitimate need to declare the relocation of the utilities in connection with the above-referenced project as a "single source" procurement, for reason that the company owning the utilities in question has the exclusive rights to relocate such utili ties; and WHEREAS, the accelerated Capital Improvement Plan schedules require that the consultant services be retained for construction engineering, and for shop inspection and steel fabrication for this project at an estimated cost of S400,000; and WHEREAS, it is in the best interest of the City to execute this contract as soon as possible so that construction can take place during favorable weather conditions; and WHEREAS, it is necessary to amend the annual appropriations measure to provide adequate funding for the project. That the City Manager is hereby authorized and directed to execute a contract with Complete General Construction Company for completion of said project pursuant to the bid specifications and documents on file in the office of the City Engineer. Section 3, That there be appropriated from the unappropriated balance in the General Fund the amount of $1,000,000 to account 101-0230-810-2728 for the purpose of ""transferring funds to the Avery-Muirfield Interchange Improvement fund. Section 4, That there be appropriated from the unappropriated balance in the A very- Muirfield Interchange Improvement Fund the amount of 59,000,000. Of the tota!. Grigsby, Director of Finance'~~ The passage of Resolution No. 22-00 is necessary in order for the Ohio Department of Development (ODOD) to request approval from the State Controlling Board for their preliminary commitment of a $400,000 Roadwork Development grant. The City's acceptance needs to be submitted to ODOD prior to May 1, 2000, ODOD will present the proposal to the State Controlling Board at that time, I have attached a copy of the request that was submitted to ODOD. As we discussed, significant commercial development is anticipated west of Avery-Muirfield Drive and north ofS,R, 161. The City is currently improving the Avery-Muirfield DrivelU,S.33/S,R,16l interchange and will be extending Perimeter Drive to the west in an effort to "open-up" additional land for economic development. I have attached a map of the City (Exhibit 1) and highlighted the area where new commercial development is being proposed, In order to provide adequate access to the site, significant roadway improvements are needed. The first project or phase needed was to improve the existing Avery- MuirfieldlU.S, 33/S.R, 161 interchange and the second improvement needed is the extension of Perimeter Drive and Perimeter Loop Road. The interchange improvements are currently under construction. The improvements will increase the Avery-Muirfield Drive bridge overpass from two lanes to six lanes, add extra lanes to the entrance/exit ramps, and provide additional turn lanes on Avery-Muirfield Drive, The total cost of the project is approximately $9.9 million and is scheduled for completion in November, 2000, This project is being funded 100% with City income tax revenues. The City was awarded a loan through the State Infrastructure Bank loan program in the amount of $8,000,000, with the loan to be repaid over a period of 20 years, and the remainder of the project is being funded by available city resources, Tracy C. Allen March 8, 2000 Page Two The second roadway improvement project needed is the extension of Perimeter Drive from its current terminus to the US, 33/S.R. 161 interchange, reconstruction of existing Post Road to connect with the extended Perimeter Drive, extension of Perimeter Drive approximately 650 feet to provide access to the first office site, Rail Van LLC. This project is estimated to cost $4 million and is currently being designed with anticipation of awarding a construction contract in the second quarter of this year. This project will be funded by service payments generated from the development of the office sites, with any shortfall funded by City income tax revenues, The future goal for the area is to continue the extension of Perimeter Loop Road to connect wilh the existing western terminus and to improve the current Post Road and US, 33/S.R, 161 interchange including intersections of Post Road with Hyland Croy and Industrial Parkway. No estimates have been made with regard to these improvements. Exhibit 2 provides a recap of the estimated roadway improvement costs and the funding sources for the project. These roadway improvements are critical to the continued commercial development in the area. Commercial development has continued to occur along Venture Drive, an area east of the improvements, and the 123 acres west of Avery-Muirfield will become available for commercial development as a result of the roadway improvements, As you are aware, Rail Van LLC is working with the Ruscilli Development Co., Ltd. to construct a corporate headquarters of 106,000 square feet on a site south of the proposed Perimeter Drive extension. This facility will house approximately 700 employees, See Exhibit 3 for the location of the proposed Rail Van site. In addition to the Rail Van development, the remaining acreage in the area located between Avery-Muirfield Drive and US. 33/S,R, 161 could result in an additional 1,000,000 square feet of office development and 4,000 additional jobs in the City. These projections are based on the assumption of allowing a density of 9,000 square feet of office space per acre and a conservative estimate of 4 employees per 1,000 square feet of office space, See Exhibit 4 for location of the site. Allen March 8, 2000 Page Three Based on the Rail Van office building project and the other office development that is anticipated as a result of the roadway improvements, the City is requesting funding assistance from the Roadwork Development Account in the amount of $400,000.
