LESS, TEMPORARY CONSTRUCTION EASEMENT, FROM POST HYLANDS
CO., LOCATED EAST OF LIGGETT ROAD AND SOUTH OF PERIMETER
DRIVE, CITY OF DUBLIN, COUNTY OF UNION, COUNTY OF FRANKLIN,
ST A TE OF OHIO.
WHEREAS, the City of Dublin is preparing to extend Perimeter Drive to Post Road,
extend Perimeter Loop to Perimeter Drive and widen Post Road between the Perimeter
Drive intersection and Liggett Road and improve related traffic circulation; and
WHEREAS, said improvement will require the City of Dublin to obtain a fee simple
interest, access and utility easement, permanent utility easements and temporary
construction easements in and to the premises described in the attached Exhibits "A", "B",
"C", "D", "E", "F" and "0" located in the City of Dublin, Franklin County, Ohio.
NOW TtEREFORE, BE IT RESOLVED by the Council, of the City of Dublin, State of
Ohio, of the elected members concuning that:
Section 1. Council considers it necessary and declares its intention to appropriate, for
the purpose of extending Perimeter Drive to Post Road, extending Perimeter Loop to
Perimeter Drive and widening Post Road between the Perimeter Drive intersection and
Liggett Road, a fee simple interest, access and utility easement, permanent utility easements
and temporary construction easements in and to the premises located in the City of Dublin,
Ohio, and more fully described in the legal descriptions attached hereto as Exhibits "A",
"B", "C", liD", "E", "Fit and "G".
Section 2. The City Manager is hereby authorized to cause written notice of the passage
of this Resolution to be served upon the owners and persons in possession or having an
interest of record in the above-described property. This notice shall be served according to
law.
Section 3. This Resolution shall take effect and be in force from and after the earliest
date permitted by law.

Virginia Military Survey Number 3452 and being 3.147 acres out of Virginia
Military Survey Number 3452, being 0.610 acres out of Franklin County, being
2.537 acres out of Union County, bein 0.801 acres out of an original 4.935 acre
tract as conveyed to Post Hylands Co. of record in Deed Book 244, Page 98,
being 1.736 acres out of an original 4.605 acre tract as conveyed to Post
Hylands Co. of record in Deed Book 244, Page 95 and being 0.610 acres out of a
3.682 acre tract as conveyed to Post Hylands Co. of record in Deed Book 3096,
Page 99 (all records being of the Recorder's Office, Franklin County, Ohio) and
being more particularly described as follows;
Beginning for reference at a found railroad spike being on the centerline of
Liggett Road (40.00 feet wide, County Road 41) also being a point on the
westerly Virginia Military Line of Survey Number 3452;
North 03051 '43" West with the centerline of said Liggett Road together with said
westerly line of Virginia Militarily line, passing a found railroad spike at a distance
of 846.52 feet for a total distance of 849.79 feet to the present centerline of Post
Road (60.00 feet wide);
Thence South 74027'36" East with the centerline of said Post Road, a distance of
80,04 feet to a set gear spike and being the true point of beginning;
Thence South 74027'36" East continuing with said centerline, a distance of 75.53
feet to a set gear spike;
Thence continuing with the centerline of said Post Road and the northerly
property line of said 4.935 acre tract and said 4.605 acre tract the following two
courses;
1) South 52027'12" East, a distance of 1073.30 feet to a railroad spike found;
2) South 71048'08" East, a distance of 20.30 feet to a P.K. nail set and being

Attached, please find six resolutions for Intent to Appropriate acquisitions of rights-of-
way and easements in order to begin the right-of-way acquisition process, as well as the
construction bid letting process for construction of Perimeter Drive and a portion of
Perimeter Loop road in connection with the Rail Van project.
Attached is a copy of graphic representation of the project between Avery-Muirfield
Drive and Post Road.
The construction contract is expected to be awarded in April, 2000.
