WHEREAS, the City of Dublin and the Northwest and Northern portions of the Central I i ii Ohio Metropolitan Area is vibrant and rapidly developing; and ! ! :1 i! WHEREAS, the allocation oflocal telephone numbers is projected to expire by the first ! quarter of 1998; and WHEREAS, the Central and Southeastern Ohio Telecommunications Industry Team has been researching ways to provide additional telephone numbers to the area; and WHEREAS, the original Geographic Split Plan as proposed would have two area codes within the City of Dublin; and WHEREAS, the Telecommunications Industry Team with input from effected counties and communities has developed a 614 Alternative Split Plan that will best serve the City of Dublin and in Dublin's opinion will best serve the Central Ohio Metropolitan Area and current 614 area collectively; and WHEREAS, the 614 Alternative Split Plan maintains the current western 614 area code boundary keeping the City of Dublin and its growth area in one area code; and WHEREAS, the City of Dublin recognizes that the 614 Alternative Split Plan will be relatively short-lived and that another similar process will need to be undertaken in the immediate future; NOW, THEREFORE, BE IT RESOLVED by the Council ofthe City of Dublin, State of Ohio, .!l- members concurring that: Section 1. The City of Dublin will petition the support ofthe PUCO and Industry Team for the 614 Alternate Split Plan. Section 2. The City of Dublin will petition the PUCO to incorporate an improved public process to be used when altering area codes in the future. Section 3. The City of Dublin will petition MORPC to take a central leadership role in any future process regarding area code changes which may effect the Central Ohio Metropolitan Area. Section 4. This Resolution shall take effect and be in force from and after the earliest date permitted by law. AI<o Admitt<lcJ in Indiana Attorney-CIient Work Product Mr, Dana McDaniel, Service Director City of Dublin 6351 Shier Rings Road Dub~ Ohio 43017 Re: Proposed Area Code Change Dear Dana: At your request, I attended yesterday's "information sessiorr~ sponsored by the Southeastern Ohio Telecommunications Industry Team regarding recommendations that the Team will make regarding providing a new area code for the 614 area.. The problem that the Team is dealing with is that the 614 3{e3. code is rapidly exhausting all of its availahle telephone nmnbers. Therefor~ anew area code is needed within the 614 area code. This can be accomplished one of two ways: 1. The 614 area code could be split geographically; or 2, An overlay of a new area code on the 614 area code could occur, wherein everyone in the 614 area code would use a 10-digit number to call1oca11y, and when all of the 614 numbers were used up, anew area code (possibly 740) would be used.. This, of course. could lead to the same busines~ Or actually the same residents, having two numbers that have separate area codes. 2800().J APR-11-87 08.34 FROM.CRABBE BROWN JONES 10.2 PAGE 3/4 , Mr, Dana McDaniel Page 2 April 11 , 1997 The Team then appeared to reject the overlay plan as being unpopular, and focused on a geographic split plan. Initial plans included large areas of central Ohio in the 614 area code, with the rest of the 614 area. code turning into the 740 area code. Some of these plans included all of the five counties SU1l'ounding Franklin COl.IDty. The problem with each of these plans was that because the Central Ohio region is generating over 70% of the new phone numbers in the 614 area code, another area code JIUlIlber would have to be introduced in a short time frame if the geographic split contained too large an area for the 614 area code. In other words, the 614 area code that was split out needed to be much smaller so that area code would not quickly exhaust its available numbers. The standard set by BellCore (the company charged with keeping track of the North American Numbering Plan) is that: any area code corrections should last at least eight years. The five COWlty 614 area. code and the other plans only lasted between 5-6 years. Therefore, the Team came up "With what they call Plan Four, which is to take all of the exchanges in Franklin County and any areas of the SDrrolmding counties which are served by Franklin County telephone exchanges, and split that group oft" into the 614 area code. The remaining area would be the 740 area code, For example, the Westerville exchange serving southern Delaware County would be considered part of the 614 area code. Likewise, the Dublin exchange, serving southern Delaware County, would be part of the 614 area code. At your request, I inquired in detail regarding the GTE area and Plain City, west of Avery Road. To my dismay, I discovered that there appeared to be one exception to the Franklin Connty rule which was. of oomse, the Plain City exchange, The plan is to have the area west of A very Road be included in the new 740 area code. To my knowledge. this is the only portion of Franklin COlmty that would not be part oftbe 614 area code. The Team was genuinely pu:aled by my comments, as they were unaware that the border of Franklin COl.ttlty was not Avery RoaCL In fact, their maps were inconsistent on this point, They indicated that they appreciated the input. and they would re-look at the situation regarding the Plain City exchange, and the area in Franklin County, west of Avery Road. Yon should also be aware that Delaware County is absolutely livid about this proposed plan foW". Under this p~ Delaware County would be split into the 614 area code for the areas that are served by the Dublin, Westerville, and Worthington exchanges. and would be 740 north of there. Additionally, Delaware has a section of the 937 area code extending out ofDnion County in their northern section. This would give Delaware Comrty three area codes. I will need to get with you and look at a. map that I believe it's possible that Dublin could be extending into the Union COlUlty portion of the 937 area code in the near future, if you have not extended there already. Mr. Dana McDaniel Page 3 April!!, 1997 Clearly, this situation is completely unacceptable, and I let the Team know that at the meeting, We need to work fast to see if we can affect any changes in this. '\ \~j The Team's current plan is to brief the PUCO on April 16 at 1 :30 at the PUCO. The puca ~~ meeting will be a briefing. similar to the one that they provided to us yesterday. However. they are " anticipating a fonnal announcement of the recommendation of the Plan Four. and in submission to t,J1 ..1) BellCore later this month. Once this is submitted to BellCore, I do not think we have much chance ~ of overturning this. Changes must be effective now for us to get relief. I will begin today to make contact with the Team members to set up a meeting early next week so that we can work. with them to get this area changed. Although we seem to have a very co:rcmon interest with Delaware County regarding the changes. I believe it is much more likely that the small changes we need may be made, rather than the very large changes that Delaware County needs, Therefore. for strategic reasons, we may not want to be too closely aligned with Delaware County moving fOIWard. McDaniel City Staff strongly encourages Council to pass Resolution 27-97, a resolution in support of the ill Alternate Split Plan. As you may know, the Southeastern Ohio Telecommunications Industry Team (Industry Team) has evaluated nine area code "split plans" and one overlay plan to implement a new "740" area code in what is currently the 614 area code. The Industry Team presented two alternatives: 1. An overlay plan 2. A 614 Geographic Split Plan An overlay plan approach would provide a new area code (740) in the 614 area code wherein everyone in the 614 area code would use a 10-digit number to call locally. The Industry Team rejected this plan anticipating that it would be unpopular. The Industry Team then focused on the geographic split plan. The initial geographic split plan included large areas of central Ohio in the 614 area code with the remainder of the 614 area code being assigned a 740 area code. The particular geographic split plan initially proposed by the Industry Team would have placed those Dublin residents served by GTE (Plain City exchange) in the new 740 area code. It goes without saying that an area code change like this would have added "insult to injury" for our residents in that exchange, Splitting the City with two area codes is simply unacceptable. (Attachment 1, 614 Geographic Split Plan). We learned about these proposals at a meeting held by the Industry Team one week prior to the introduction of the plan to the PUCO. The staff, with major assistance from Greg Dunn, Special Legal Counsel, was able to slow down what was a "fast track" process and provided input on behalf of our residents. (Attachment 2). As a result of raising issues at the initial meeting, testifying before the Public Utilities Commission of Ohio (PUCO), and meeting directly with the Industry Team as recently as last week, it appears an alternate plan will be proposed by the Industry Team, Attachment 3 is the 614 Alternate Split Elan, which we are confident the Industry Team will recommend. Essentially, this plan will maintain the current Southwest, West, North and Northeast 614 area code boundaries. The new 740 area code will be imposed on those counties east and southwest of Franklin County. The ill Alternate Plan, as proposed, is estimated to last only 6 years (or less) instead of the 8 years desired by BellCore (the company charged with keeping track of the North American Numbering Plan). Should City Council pass Resolution 27-97, staff will forward a copy with a letter from the City Manager and/or Mayor to MORPC, the PUCO, the Industry Team, our State Representative, and our State Senator.
