A RESOLUTION ACCEPTING THE LOWEST
AND BEST BID FOR THE POST ROAD WATER
TOWER DECOMMISSIONING PROJECT
WHEREAS, the City of Dublin has constructed the Darree Fields water tower and
performed adequate water system modeling to determine that the Post Road water
tower is no longer needed to operate the Post Road pressure district properly; and
WHEREAS, the City of Columbus agrees that the Post Road water tower is not
needed to provide proper water service; and
WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Revised Charter and Chapter 37 of the
Dublin Codified Ordinances for the Post Road Water Tower Decommissioning
project; and
WHEREAS, Council has determined that the bid submitted by Iseler Demolition, Inc.
constitutes the lowest and best bid.
NOW THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
,
of its elected members concurring, that:
Section 1. The bid submitted by Iseler Demolition, Inc. in the total amount of
$6,500.00 is hereby accepted.
Section 2 . The City Manager is hereby authorized to enter into contracts with Iseler
Demolition, Inc. for performance and completion of the Post Road Water Tower
Decommissioning project, pursuant to the Advertisement, Proposal and Contract
Documents for said project on file in the office of the City Engineer.
Section 3. This Resolution shall take effect and be in force upon passage in
accordance with Section 4.04(a) of the Revised Charter.

Acceptance
Background
Six (6) proposals were received and opened for the Post Road Water Tower Decommissioning Project on July
6, 2011. Staff has reviewed all of the proposals submitted for the Project. The 2011 budgeted funds for this
project are $85,000 (EW l 102). Iseler Demolition, Inc. submitted the lowest and best proposal at a cost of
$6,500.00. A summary of the proposals is listed below.

Staff thoroughly reviewed the proposal of Kosinski Demolition, Inc. Unfortunately, neither a properly
completed bid bond, nor a corporate affidavit was included with this proposal. In addition, Kosinski failed to
submit any form of written project plan — a fundamental requirement of the solicitation for proposals. The
omission of these items causes the City to regard the Kosinski proposal as non - responsive to the solicitation.
As such, staff moved to the next lowest and most responsive bidder.
Staff has thoroughly reviewed the Iseler Demolition, Inc. proposal. The City does not have previous
experience with this contractor. Staff contacted several of the provided references and found that all had
favorable experiences with Iseler Demolition, Inc. For Council reference and review, a copy of Iseler
Demolition, Inc.'s written project plan is attached.
Based on discussions with Iseler Demolition, Inc., staff anticipates that the water tower will be taken down in
September. The work will take approximately four days. Staff will notify the surrounding property owners
and tenants of the commercial buildings with the project schedule and appropriate contact persons.
Recommendation
Staff recommends approval of Resolution 39 -11, accepting the proposal of Iseler Demolition, Inc. in the
amount of $6,500.00 as lowest and most responsive, and authorizing the City Manager to enter into a contract
with Iseler Demolition, Inc. for this project.

1. Arrive early, have a tailgate meeting streamlined to the job ( if necessary).
2. To control access & egress, we will surround the work area with barrier / safety tape
at a distance of at least 1.5 times the height of the tower. We will also post lead
hazard signs. Also, there are always 2 -3 people on the ground in case someone
goes through the tape.
3. Post emergency numbers and location of MSDS sheets.
4. Set out fire extinguishers and hook up a garden hose for fire watch.
5. Take necessary precautions to protect the adjacent properties, if any (IE: cover
roofs with canvas and sprinklers).
6. Secure oxygen and propane tanks to each other. They are not high - pressure
vessels.
7. Inspect tower for structural integrity, especially checking the anchor bolts that
secure the tower down to the concrete foundation.
S. gook the fall zone over very carefully, as well as the area beyond the fall zone, in
the direction of the tip.
9. If we are satisfied with the conditions of the tower and its anchor bolts /nuts, we
will proceed to prepare to tip.
a. We will cover the ground in the tip zone with fire resistant plastic to aid in the
capture of any paint chips which may come loose.
10. Notch the tank similar to how a lumberjack notches a tree, and then tip it over.
11.The front, or the side that gets notches, will have a narrow strip of steel (dead
center on the direction of the tip) left in place, going down to the anchor bolt.
12.The floor and all the front anchor bolts will be left in place.
13. Back anchor bolts will be cut and the tower will be pushed over, actually hinging on
the outside ring.
14. Even though it is a free fail, it is a controlled (direction -wise) free fall. (We will
have employees during this time, stationed on the perimeters making certain no
innocent bystander wander into harm's way).
15. Once the tank is toppled, we will leave the caution tape up and proceed to cut the
structure into manageable size pieces to load and haul away.
a. Most of the steel will be moved to the concrete floor of the tank to be cut up.
This will aid in the containment of the paint chips (We will have some burn
marks on the concrete, Our price is based upon this being acceptable).

16. All bolts/ pins will be cut flush with the foundation slab.
17. Clean up the job site.
Iseler Demolition utilizes 100 tie off. Employees wear full body harnesses. We utilize
shock absorption devices hooked to a D -ring, in the center of the back, and 5' cable
lanyards. Employees exposed to lead fumes wear PAPR's and have quarterly blood
tests for lead (we have never had anyone removed due to high lead levels in their
blood). To hook our safety cables, we simply hook to a part of the water tower that is
solid. Since the entire structure is to be sold as scrap iron, we can cut holes in the
plate steel or beams, as necessary, and hook our carabineers /lanyards into. We use
large carabineers so we can leave massive amounts of steel to attach to. Our
carabineers have over a 2" throat opening, for this reason.
All aspects of the demolition will be in full compliance with Federal, State, OSHA, and
EPA Regulations. This includes, but is not limited to, Fall Protection and working with
Lead Based Paint. Our safety personal will be on the ground to keep people back and
for fire watch. We adhere to OSHA Regulations 1926.62 (cutting tanks with lead based
paint). All employees who will be torch cutting steel will be wearing PAPWs and
disposable protective clothing. Employees exposed to lead fumes wear PAPRs and have
their blood levels tested quarterly. (We have never had to remove anyone due to high
lead levels in the blood stream.) Our engineering controls are mainly using longer
demolition torches, keeping the employee further away from the fumes.
The worksite hazards (I.E. lead based paint, fall hazard, working with torches, proper
use of PPE, etc.) are all addressed in our safety programs and yearly training.
We will have fire extinguishers on hand; however, the best fire prevention is at ground
level using garden hoses. We have enough hose to get us to with in 300'; we would
need access to a hookup. This will be also used to wet down the plywood cut up area.
We have tipped well over 100 4-6 leg water towers in our career, as well as one 7 -leg,
8 -leg tanks, one 9 -leg tank, three 104eg tanks, and one 12 -leg tank as well as multiple
spheroids and standpipes.
