WHEREAS, the City has adopted the 1997-2001 five-year Capital Improvement Plan;
and i

WHEREAS, the City has included the Frantz Road/S.R. 1611Post Road Intersection I
I
Improvements project in the five-year Capital Improvement Plan; and I
I
WHEREAS, the City has filed applications with the Ohio Public Works Commission to I
acquire grant funds through the State Capital Improvement Program/Local I
Transportation Improvement Program; and I
I
WHEREAS, it is necessary for the City to designate a City official as its authorized
representative to submit the applications and execute contracts.
NOW, THEREFO& BE IT RESOLVED, by the Council of the City of Dublin, State
of Ohio, elected members concurring:
SectioILL That the City Manager is hereby designated as the City's official
representative on applications to the Ohio Public Works Commission for the State
Capital Improvement Program/Local Transportation Improvement Program.
Section 2. That the City Manager is hereby authorized to execute on behalf of the
City applications, agreements and any and all other documents necessary to process
applications with the Ohio Public Works Commission.
Section 3. That this resolution shall take effect and be in force from and after the
earliest period allowed by law.

I SUBJECT: SR 161 /Frantz Road/Post Road
As you are aware, we have submitted an application for financial assistance to the
Public Works Integrating Committee for OPWC funds in an amount of $3,035,158,
which is 82% of the established total project cost of $3,701,412.
The result of the grant request will be announced early in 1 997. This request was
also submitted last year. Though this project was ranked high, we were only able
to obtain grant money for the Coffman Road project totalling $2,213,221.
Attached, please find part of the application for your information and a copy of the
resolution, for approval by City Council, designating the City Manager to act as the
City's official representative. Approval of this resolution by City Council at its next
regularly scheduled meeting will be most appreciated.

I 611Post Rd Intersection Improvement project. The design on this project is 97 percent
complete. The city has started the right-of-way/easement acquisition process. The City of
Dublin has programmed construction for this project in 1997.
I understand that supporting documentation received from us in last years application will
be reused with this year's application. We are also providing you additional supporting
documentation for your use.

2.1 PROJECT NAME: Frantz RdlS.R. 161/Post Rd Intersection Improvements
2.2 BRIEF PROJECT DESCRIPTION - (Sections a through d):
a: SPECIFIC LOCATION: City of Dublin, Frantz Rd from near Corbins Mills Dr
to S.R. 161, S.R. 161 at Frantz Rd, Post Rd from 1-270 to S.R. 161.

b: PROJECT COMPONENTS: Providing additional turn lanes and longer
stacking capacity for the Frantz RdlS.R. 161/Post Rd intersection, the OCLC /Post
Rd intersection, and the Metro Place North, Corbins Mill Dr/Frantz Rd
intersection in response to growing traffic demand. Install new signalization at
the OCLC/Post Rd intersection. Improve signalization at the Frantz RdlS.R.
161/Post Rd intersection and Metro Place North, Corbins Mill Dr! Frantz Rd
intersection.
c: PHYSICAL DIMENSIONS / CHARACTERISTICS: Improvements include:
reconstruction ofthe intersection at Frantz RdlS.R. 161/Post Rd and Metro Place
North, Corbins Mill Dr/Frantz Rd with modifications to the existing turn lanes
and existing signalization; providing curb and gutter with the lane widening;
landscaped medians and shoulders; street lighting; modifying and improving as
needed watermains, sanitary sewers, and storm sewers; sidewalks and bikeways.
Construction will involve approx. 1,800 LF of Frantz Rd, 1,800 LF of Post Rd,
and 1,200 LF of S.R. 161. A new signal will be constructed at OCLC/Post
Road intersection.
d: DESIGN SERVICE CAPACITY:
IMPORT ANT: Detail shall be included regarding current service capacity vs proposed
service level. If road or bridge project, include ADT. If water or wastewater project, include
both current residential rates based on monthly usage of 7,756 gallon per household.
Attach current rate ordinance.
An extensive traffic study report dated July 15, 1994 was performed by Barton-
Aschman, Inc. to analyze existing conditions of this road network in Dublin and
recommend improvements based on existing and projected commercial and
retail growth. The unsignalized intersection from the exit of OCLC at Post Road
currently has a LOS rating of F for PM peak. This intersection currently operates
extremely poorly. This project includes signalizing this intersection. The
intersection of Frantz RdlS.R. 161/Post Rd presently has LOS during peak hours
of D to F depending on approach. The recommended improvements will raise
the LOS from some approaches from E and F to D.
The Frantz RdlS.R. 161/Post Rd intersection is one of the busiest and congested
in Dublin and the region. OCLC has recently expanded their work force by 500
employees. Other commercial employers and new development along Frantz
Road and in the immediate Dublin area creates a strong traffic demand and will
continue to add to traffic volumes. 1990 ADT counts for Post Road near S.R. 161
were 17,000. S.R. 161 had a 1990 ADT of24,800 near Frantz Road. Estimated
2020 ADT counts for Frantz RdlS.R. 161/Post Rd are 37,000,38,000 and 16,000
respectively which are way over current design capacities.. Please see traffic
study in supporting documentation.

application are true and correct; (3) that all official documents and commitments ofthe applicant that are part of this
application have been duly authorized by the governing body of the applicant; and, (4) should the requested financial
assistance be provided, that in the execution of this project, the applicant will comply with all assurances required by Ohio
Law, including those involving minority business utilization, Buy Ohio, and prevailing wages.
IMPORTANT:Applicant certifies that physical construction on the project as defined in the application has NOT
begun, and will not begin until a Project Agreement on this project has been executed with the Ohio Public Works
Commission. Action to the contrary will result in termination of the agreement and withdrawal of Ohio Public
Works Commission funding of the project.
