Fan No 34065 30 -11 Resolution No. Passed 20 A RESOLUTION TO ADOPT THE SOLID WASTE AUTHORITY OF CENTRAL OHIO SOLID WASTE MANAGEMENT PLAN UPDATE WHEREAS, the City of Dublin is located within the jurisdiction of the Solid Waste Authority of Central Ohio ( SWACO); and WHEREAS, the SWACO Board of Trustees prepared and adopted a final draft of the Solid Waste Management Plan Update in accordance with Ohio Revised Code Sections 3734.53, 3734.54 and 3734.55; and WHEREAS, SWACO has provided a copy of the draft Final Solid Waste Management Plan Update for ratification by each of the legislative authorities of the District within 90 days; and WHEREAS, it is in the best interest of all citizens of the District to approve the Solid Waste Authority of Central Ohio Solid Waste Management Plan Update. 77� NO ,THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, of its elected members concurring, that: Section 1. The foregoing recitals are incorporated herein by reference. Section 2. The SWACO Solid Waste Management Plan Update is hereby adopted Section 3 . The Clerk of Council is hereby authorized and directed to promptly deliver a certified copy of this Resolution to SWACO, 4239 London Groveport Road, Grove City, Ohio 43213. Section 4 . It is found and determined that all formal actions of the Council of the City of Dublin concerning and relating to the passage of this Resolution were adopted in an open forum of this Council and of any of its subcommittees in compliance with all legal requirements, including Section 121.22 of the Ohio Revised Code. Section 5 . This Resolution shall be effective upon passage in accordance with Section 4.04(a) of the Revised Charter. Burns, Director of Streets and Utilities ll Re: Resolution No. 30 -11 - Adopting the Solid Waste Authority of Central Ohio ( SWACO) Solid Waste Management Plan Update Summary The Ohio Environmental Protection Agency (OEPA) requires all Ohio solid waste districts to update their Solid Waste Management Plan every five years. The Solid Waste Authority of Central Ohio ( SWACO) has prepared and communicated their draft Solid Waste Management Plan Update to the OEPA. Based on the OPEA's initial comments, SWACO believes the Plan will be formally approved by the OEPA. SWACO is now soliciting approval of the Plan by central Ohio governing bodies. SWACO's Solid Waste Management Plan Update is a 15 -year plan covering years 2011 through 2025. Although the plan is very comprehensive, it focuses on goals provided in their mission statement as follows: Manage the District municipal solid waste stream to achieve environmentally responsible and cost - effective disposal, treat solid waste as a resource capable of yielding recovered materials and energy, reduce reliance on landfilling, and plan future disposal capacity for the District In the updated solid waste management plan, much emphasis is placed on the following: ➢ A reduction of recyclable materials entering the landfill. ➢ Support of recycling programs. ➢ Continuous support of hazardous waste disposal programs such as the Household Hazardous Waste event held annually in Dublin. ➢ Education and Grants. This update is a requirement of Ohio law. The Draft Plan Update was completed in July 2010 and submitted to the Ohio Environmental Protection Agency (OEPA) for comments. After addressing OEPA comments, SWACO held a thirty -day public comment period during March 2011 and a public hearing was held on April 7, 2011 for interested residents, businesses or political jurisdictions to provide comments on the Draft Plan Update. Enclosed is a CD of the Draft Solid Waste Management Plan Update for your review. Within ninety days of receiving a copy of the Draft Plan Update, the Franklin County Commissioners and the legislative authority of each municipal corporation and township may approve or disapprove the draft plan by ordinance or resolution SWACO requests that you provide such resolution or ordinance to SWACO on or before Tuesday, August 2, 2011. A sample resolution /ordinance is enclosed for your convenience.
