I i II i I, WHEREAS, a petition for the annexation of 38.171+/- acres from 1.1' Washington Township was duly filed by Harrison W. Smith, Jr., I agent for petitioners Stephen A. Young and Sally Young; and I III' WHEREAS, a public hearing has been scheduled by the Franklin , I County Commissioners at 10:00 a.m. on Wednesday, April 3, I 'I I " 1996. and I 'I ' I ii ! II I II, WHEREAS, Section 709.031 of the Ohio Revised Code requires I I . that, prior to said hearing, the Municipal Authority shall I adopt a statement indicating what services, if any, the I I Municipal Corporation will provide to the territory proposed I I, . , for annexat1on; and II WHEREAS, Dublin City Council adopted an interim annexation policy on June 20, 1994 to provide policy direction regarding proposed annexations to the City of Dublin. ,I NOW, THEREFORE, BE IT RESOLVE,& by the Council of the City of Ii DUblin, State of Ohio, of the elected members II concurr ing: " ['.1' Section 1. The City of Dublin will provide or make available I the following municipal services for 38.171+/- acres in :, Washington Township, Franklin County if the subj ect property i is annexed to the City of Dublin, Ohio: Police. The City provides Police and Communications service on a full twenty-four hour basis and also has I mutual aid agreements with other municipalities. The " annexation area lies approximately two miles southwest of Dublin's Police Division Headquarters. Dublin operates I with a minimum of three cruisers on duty. A response I time of approximately three minutes for an emergency I situation should be expected for this area. I I Fire. Fire protection is currently provided by well- 'I staffed departments in Washington and Perry Townships. They, too, have mutual aid agreements with other I municipalities. This annexation would not change fire I department jurisdictional boundaries, and therefore I I response times for fire and emergency medical services will not be affected. The Washington Township Fire I station is approximately one mile southeast of the I annexation area and normal response times should be , approximately three minutes. , Sanitation. Residential refuse collection services are contracted by the City and are currently provided at no additional charge. Street Maintenance. The City has a Street Maintenance Department which provides excellent services in the area of street and road maintenance. This department also I provides curbside leaf pick-up at no additional charge. The City has SEWER and WATER service area II! contracts with the City of Columbus and the subj ect property I' is within said service areas. Conditioned on the ability of I, the City of Columbus to provide WATER and to provide II sufficient SEWERAGE disposal capacity, the City will have the ! ability to service the area. Water and sewer lines are ! generally accessible to the subject property. ! I Section 3. The proposed annexation appears to be consistent . with the City's interim annexation policy if the proposed land uses are commercial or industrial in character. Section 4. This resolution is declared to be an emergency measure necessary for the immediate preservation of the public peace, health, safety or welfare of the city, and for the further reason that action must be taken prior to the public hearing scheduled by the Franklin County Commissioners on April 3, 1996, and therefore this resolution shall be effective upon passage. is L.l11. day of ~t?..rc"'- ,1996.
