A RESOLUTION TO ACCEPT A $600,000 GRANT
FROM THE STATE OF OHIO, DEPARTMENT OF DEVELOPMENT
ROADWORK DEVELOPMENT
ACCOUNT AND DECLARING AN EMERGENCY
WHEREAS, the Ohio Department of Development is prepared to provide the City of
Dublin with a preliminary commitment of $600,000 ($300,000 in FY 96 and $300,000
in FY97) from the Roadwork Development Account to be used to help defray the cost
of off-site public road improvements associated with the Cardinal Health, Inc. and
Cellular One projects; and
WHEREAS, the estimated cost of the off-site public road improvements will be
approximately $4,700,000; and
WHEREAS, the State of Ohio participation is contingent upon performance by Cardinal
Health, Inc. and Cellular One; and
WHEREAS, Phase I of Cardinal Health, Inc.'s project will involve the construction of
a 160,000 sq. ft. corporate headquarters facility on a 65 acre site at an estimated cost of
$12,800,000, and create 400 new jobs within a three-year period; and
WHEREAS, Cellular One's project will involve the construction of a 120,000 sq. ft.
corporate headquarters facility on a lO-acre site (adjacent to Cardinal Health, Inc.) at an
estimated cost of $10,800,000, and will result in the creation of 300 new jobs within a
three year period; and
WHEREAS, The City of Dublin will commit to funding the balance of the off-site public
road improvements.
NOW, THEREFORE, BE IT RESOLVED by Council of the City of Dublin, State of
Ohio, 7 of the elected members concurring that:
Section I.Council hereby accepts the $600,000 grant from the State of Ohio's Roadwork
Development account with the full understanding that approval from the State Controlling
Board must be obtained.
Section 2. That this Resolution be, and the same hereby is declared to be an emergency
measure for the purpose of having the matter placed on the State of Ohio Controlling
Board agenda, in order to obtain financial assistance toward the construction of Emerald
Parkway and for the preservation of the public peace, health and safety, and, therefore,
this Resolution shall take effect and be in force immediately upon its passage.

SUBJECT: State of Ohio Grant
The passage of resolution 01-96 is needed in order to formally accept the preliminary
$600,000 grant commitment from the State of Ohio which is being offered as the State's
participation to the Cellular One, Cardinal Health Inc. economic development efforts per
our agreements. Grant funds will be used to help defray costs for the construction of
Emerald Parkway.
The City of Dublin's acceptance must be provided to the State by January 31st, at which
time the State development staff will present the proposal to the State Controlling Board
for final release of funds. I therefore urge Council to approve the Resolution by
emergency.

Dear Mary:
The Ohio Department of Development is prepared to provide the City of Dublin with a preliminary commitment
of up to $600,000 ($300,000 in FY 96 and $300,000 in FY 97) from the Roadwork Development Account to be
used to defray the cost of off-site public road improvements associated with the Cardinal Health, Inc. and Cellular
One projects. It is estimated that the total cost of the off-site public road improvements will be approximately
$4,700,000.
Our participation in this project is contingent upon the following understanding of the project:
A. Phase I of Cardinal Health, Inc.'s project will involve the construction of a 160,000 sq. ft.
corporate headquarters facility on a 65 acre site at an estimated cost of $12,800,000.
B. Cellular One's project will involve the construction of a 120,000 sq. ft. corporate headquarters
facility on a 10 acre site (adjacent to Cardinal Health, Inc.) at an estimated cost of $10,800,000.
C. Completion of Cardinal Health, Inc.'s project will result in the creation of 400 new jobs within
a three year period.
D. Completion of Cellular One's project will result in the creation of 300 new jobs within a three
year period.
E. The City of Dublin will commit to funding the balance of the off-site public road improvements.
This preliminary commitment is also contingent upon the approval of the State Controlling Board. This commitment
will remain in effect for acceptance until January 31, 1996.
