II WHEREAS, a petition for the annexation of 520+/- acres from WashingtonTownship was
I duly filed in the offices of the Franklin County Commissioners on October 1, 1999 by
Christopher T. Cline, Agent for Petitioners Jay W. Liggett, et aI., c/o 5455 Rings Road,
Dublin, Ohio 43017; and
WHEREAS, a public hearing has been scheduled before the Franklin County
Commissioners on Wednesday, December 1, 1999 at 10:00 a.m.; and
I WHEREAS, Section 709.031 of the Ohio Revised Code requires that, prior to the hearing
i of the annexation petition, the Municipal Authority shall adopt a statement indicating what
I services, if any, the Municipal Corporation will provide to the territory proposed for
annexation; and
WHEREAS, the area proposed for annexation lies within Dublin's exclusive water and
sewer service extension area, as provided under the agreements with the City of Columbus;
and
WHEREAS, the proposed annexation is in conformance with the annexation strategy
contained in the Dublin Community Plan, adopted by Council on November 17,1997.
NOW, TryREFORE, BE IT RESOLVED, by the Council of the City of Dublin, State of
Ohio, of the members concurring that:
Section 1. The City of Dublin will provide the following municipal services for the 520+/-
acres in Washington Township, Franklin County upon the annexation ofthe area to the City
of Dublin, Ohio:
~. The City provides Police and Communications service on a full twenty-four
hour basis and also has mutual aid agreements with other municipalities. The
annexation area lies approximately 2-1/2 miles southwest of Dublin Police Division
headquarters. Dublin operates with a minimum of four cruisers on duty. A response
time of approximately three minutes for an emergency situation should be expected
for this area.
EiI:e. Fire and emergency medical services protection is currently provided by a well-
staffed department in Washington township. They, too, have mutual aid agreements
with other municipalities and townships. This annexation would not change fire
department jurisdictional boundaries, and therefore response times for fire and
emergency medical services will not be affected. The Washington Township Fire
Station #91 is located approximately one mile from the annexation area, and a normal
response time for this area should be approximately three minutes.
Sanitation. Residential refuse collection services are contracted by the City and are
currently provided at no additional charge.

the Township of Washington to the Village of Dublin was filed in the offices ofthe
Franklin County Commissioners on October 1, 1999.
A copy of the legal description attached to said petition for annexation and the annexation
plat is attached hereto for your review.
The Franklin County Commissioners have set the date of December 1, 1999 at 10:00
A.M. for the hearing on the annexation petition. Attached you will find a copy of the
public notice regarding the annexation prepared for publication according to law. Should

SOUTH OF SHIER-RINGS ROAD, NORTH OF RINGS ROAD
WASHINGTON TOWNSHIP, FRANKLIN COUNTY, OHIO
TO BE ANNEXED TO THE CITY OF DUBLIN
Situated in the State of Ohio, County of Franklin, Township of Washington, Virginia
Military Survey lands, being approximately 520 acres of land more particularly described as
follows:
Beginning at a point in the southerly right-of-way line of Shier-Rings Road, 25 feet south
of centerline, at an angle point in the existing City of Dublin corporation line established by
Ordinance No, 42-98 and filed for record in Instrument No. 199807130174498, in the Franklin
County Recorder's Office, being also in the easterly line of the Saundra Meeder and Robert
Southworth property;
Thence along said established corporation line the following courses:
I. In a southerly direction, along said easterly line, a distance of approximately
1668 feet to an angle point;
2. In a westerly direction, along the southerly line of said Meeder/Southworth
property, a distance of approximately 381 feet to an angle point;
3. In a southerly direction, along the easterly line of the Advantage Six Company
property, a distance of approximately 1228 feet to an angle point in the 110rtherly
right-of-way line of Woerner-Temple Road, 30 feet north of centerline;
4. In an easterly direction, along said right-of-way line, a distance of appr9ximately
1315 feet to a point of curvature;.
5. Continuing in an easterly direction along said right-of-way line, with the arc of a
curve to the right, a chord distance of approximately 135 feet to a point;

WHEREAS, the Ohio Revised Code in Section 709,031 stipulates that the County
Commissioners can ask the County Engineer for a report on the accuracy of the map or plat;
now, therefore, upon the motion of Commissioner Shoemaker , seconded by
Commissioner Teater .
BE IT RESOLVED BY TIIE BOARD OF COUNTY COMMISSIONERS OF FRANKLIN
COUNTY, omo:
Section 1_ That a hearing upon said petition shall be held in the County Commissionerst
Hearing Room, 26th Floor of the Franklin County, Courthouse at 10:00 A.M. on December 1,
1999; and
Section 2. That the Zoning Director to the Board of County Commissioners be and hereby is
directed to notifY the agent of the petitioners of the time and place of said hearing; and
Section 3. That the map or plat of Jay W. Liggett, et aI. is hereby referred to the County
Engineer of Franklin County, Ohio, for the checking of its accuracy of description.
