I' .....J ==c''===cc======#' - YEAR , i' ii A RESOLUTION TO SET FORTH A STATEMENT OF SERVICES Ii " TO BE PROVIDED TO THE AREA IN A PROPOSED ANNEXATION OF 50.8+ /- ACRES FROM JEROME TOWNSHIP, UNION COUNTY TO THE CITY OF DUBLIN, OHIO AS REQUIRED BY SECTION 709.031 OF THE OHIO REVISED CODE WHEREAS, a petition for the annexation of 50.8+/- acres from Jerome Township was duly filed on June 30, 1999 by Harrison W. Smith, Jr., 37 W. Broad Street, Suite 725, Columbus, Ohio 43215, Agent for Petitioners Jon P. Riegle, 7597 Tenbury Drive, Dublin, Ohio 43017, Trustee for the Deane Bishop and Suzanne Feasel Bishop C. R. U. T. and Deane Bishop, 7751 Hyland Croy Road, Plain City, Ohio 43064,Trustee for the Leland Bishop Trust; and WHEREAS, a public hearing has been scheduled before the Union County Commissioners on Monday, August 30, 1999 at 2:00 p.m.; and WHEREAS, Section 709.031 of the Ohio Revised Code requires that, prior to the hearing of the annexation petition, the Municipal Authority shall adopt a statement indicating what services, if any, the Municipal Corporation will provide to the territory proposed for annexation; and WHEREAS, the area proposed for annexation lies within Dublin's exclusive water and sewer service extension area, as provided under the agreements with the City of Columbus; and WHEREAS, the proposed annexation is in conformance with the annexation strategy contained in the Dublin Community Plan, adopted by Council on November 17, 1997. NOW, T~FORE, BE IT RESOLVED by the Council of the City of Dublin, State of Ohio, of the members concurring that: Section 1. The City of Dublin will provide the following municipal services for the 50.8 + / - acres in Jerome Township, Union County upon the annexation of the area to the City of Dublin, Ohio: Police. The City provides Police and Communications service on a full twenty- four hour basis and also has mutual aid agreements with other municipalities. The annexation area lies approximately 1-1/2 miles northwest of Dublin Police Division headquarters. Dublin operates with a minimum of four cruisers on duty. A response time of approximately three minutes for an emergency situation should be expected for this area. Fire. Fire and emergency medical services protection is currently provided by well-staffed departments in Jerome and Washington townships. They, too, have mutual aid agreements with other municipalities. This annexation would not change fire department jurisdictional boundaries, and therefore response times for fire and emergency medical services will not be affected. The Jerome Township Fire Station is located approximately 3-1/2 miles from the annexation area, and normal response time would be approximately eight minutes. However, due to an existing automatic response agreement, the area is also served by the Washington Township Fire Station 93 which is located approximately 1-1/2 miles to the east, and normal response time would be approximately three minutes. The City has a Streets and Utilities Division which provides excellent service in the area of street and road maintenance. Section 2. The City has SEWER and WATER service area contracts with the City of Columbus, and the subject property is within the service areas. Conditioned on the ability of the City of Columbus to provide WATER, and to provide sufficient SEWERAGE disposal capacity, the City of Dublin will have the ability to service the area. Section 3. This resolution shall be in force and effect immediately upon its passage as provided under Section 4. 04( a) of the Revised Charter. Passed this ff ,1999. SMITH, JR. - AGENT FOR THE PETITIONERS A motion was made by Tom McCarthy and seconded by Jim Mitchell to adopt the following: WHEREAS, a petition for annexation was filed on June 30, 1999, praying for annexation to the City of Dublin, Jerome Township, Union County, Ohio; and WHEREAS, said petition represents real estate situated in Jerome Township, Union County, Ohio, being a total of 50-8 acres, more or less, which is contiguous and adjacent to the City of Dublin. There are 2 owners of real estate in the territory so prayed to be annexed. THEREFORE, BE IT RESOLVED, that said petition for annexation be and is hereby received pursuant to Section 709,02 of the Ohio revised Code, shall be advertised by publication as required by law, and that public hearing on said petition shall be held in the office of the Board of Union County Commissioners at 2:00 p.m. on Monday, August 30, 1999.
