A RESOLUTION DIRECTING THE DEVELOPMENT
OF A MUNICIPAL ELECTRIC AGGREGATION PROGRAM
PLAN OF OPERATION AND GOVERNANCE AND TO
CONDUCT NECESSARY PUBLIC HEARINGS
WHEREAS, Dublin City Council directed Dublin's Community Services Advisory
Commission to review the concept of municipal aggregation of electricity; and
WHEREAS, the Dublin Community Services Advisory Commission thoroughly reviewed
the concept of municipal electric aggregation and further researched natural gas aggregation;
and
WHEREAS, the Dublin Community Services Advisory Commission submitted a report with
recommendations to Dublin City Council; and
WHEREAS, Dublin City Council adopted the Community Services Advisory Commission's
report with recommendations at its meeting of February 5,2001.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State of
Ohio, r; of the elected members concurring that:
Section 1. Dublin City Council endorses the concept of becoming a Governmental
Aggregator for electricity and endorsing the concept of advocating a natural gas provider.
Section 2. The City Manager is hereby directed to create a Proposed Plan of Operations and
Governance for an "opt-in" program.
Section 3. The Dublin Community Services Advisory Commission is hereby directed to
conduct two public hearings on the Proposed Plan of Operations and Governance.
Section 4. The City Manager is hereby authorized to work with other municipalities, seeking
Governmental Aggregator certification or otherwise possessing such certification, to monitor
their actions towards aggregating and/or forming a governmental buying group/pool.
Section 5. This Resolution shall take effect and be in force from and after the earliest date
permitted by law.

Re: Municipal Electric Aggregation and Natural Gas Aggregator
Council adopted the Community Services Advisory Commission's recommendations at its February
5, 2001 Council Meeting. As a result, please find attached, Resolution number 12-01. This
Resolution, if adopted by Council, gives specific direction as to initial steps regarding municipal
electric aggregation. Staff desires to emphasize that adopting this Resolution does not commit
Council to this program. At the completion of these initial steps, staff will submit an Ordinance
to Council to take this program to the next level. Staff and CSAC believe these initial steps to be
important to the formulation of a more complete program, which Council will consider as an
Ordinance at a later date.
