WHEREAS, a petition for the annexation of29.56+/- acres from Jerome Township was I

duly filed on December 12,2000 by Harrison W. Smith, Jr., 37 W. Broad Street, Suite 1
i
725, Columbus, Ohio 43215, Agent for Petitioners Richard S. and Elaine E. Valentin, i
6707 Paul Road, Westerville, OH 43082; and
WHEREAS, a public hearing has been scheduled before the Union County
Commissioners on Monday, March 12, 2001 at 1:30 p.m.; and
WHEREAS, Section 709.031 of the Ohio Revised Code requires that, prior to the hearing
of the annexation petition, the Municipal Authority shall adopt a statement indicating what
services, if any, the Municipal Corporation will provide to the territory proposed for
annexation; and
WHEREAS, the area proposed for annexation lies within Dublin's exclusive water and
sewer service extension area, as provided under the agreements with the City of Columbus;
and
WHEREAS, the proposed annexation is in conformance with the annexation strategy
contained in the Dublin Community Plan, adopted by Council on November 17, 1997.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State
of Ohio,~of the members concurring that:
Section 1. The City of Dublin will provide the following municipal services for the
29.56 + / - acres in Jerome Township, Union County upon the annexation of the area to the
City of Dublin, Ohio:
Police. The City provides Police and Communications service on a full twenty-
four hour basis and also has mutual aid agreements with other municipalities. The
annexation area lies approximately 2 miles northwest of Dublin Police Division
headquarters. Dublin operates with a minimum of four cruisers on duty. A
response time of approximately three minutes for an emergency situation should be
expected for this area.
Fire. Fire and emergency medical services protection is currently provided by
well-staffed departments in Jerome and Washington townships. They, too, have
mutual aid agreements with other municipalities. This annexation would not
change fire department jurisdictional boundaries, and therefore response times for
fire and emergency medical services will not be affected. The Jerome Township
Fire Station is located approximately 3-1/2 miles from the annexation area, and
normal response time would be approximately eight minutes. However, due to an
existing automatic response agreement, the area is also served by the Washington
Township Fire Station 93 which is located approximately 1-1/2 miles to the east,
and normal response time would be approximately three minutes.
Sanitation. Residential refuse collection services are contracted by the City and are
currently provided at no additional charge.

Section 2. The City has SEWER and WATER service area contracts with the City of i
, Columbus, and the subject property is within the service areas. Conditioned on the ability i
of the City of Columbus to provide WATER, and to provide sufficient SEWERAGE i
I disposal capacity, the City of Dublin will have the ability to service the area.
Section 3. This resolution shall be in force and effect immediately upon its passage as
provided under Section 4.04(a) of the Revised Charter.

As requested at the January 2, 2001 City Council meeting, the Columbus and Franklin County
Metropolitan Part District (the District) was contacted with regard to the requested annexation. Larry
Peck, Deputy Director, stated the District was aware of the requested annexation. He stated the
District was not interested in acquiring this site for the future metro park; however, they have talked
with Mil Schottenstein about obtaining a strip of land through the 29 acre site for the construction
of a bikeway that will connect the "Smith property", the first parcel acquired by the District, and the
remainder of proposed park.
A copy of the concept plan for the northwest metro park is attached for reference. The requested
annexation area is highlighted. If you have any additional questions or need additional information,
please do not hesitate to contact Marsha.

NOTICE BY AGENT FOR PETITIONERS
Notice is hereby given that there was presented to the Board of County Commissioners of Union
County, Ohio and filed with them on the 12th day of December. 2000 , a Petition signed by a majority of the
owners of real estate in the territory hereinafter described praying that said territory be annexed to the City
of Dublin , Ohio, in the manner provided by law. The substance of that petition reads as follows:

The undersigned, petitioners in the premises, and being a MAJORITY OF OWNERS OF REAL
ESTATE in the territory hereinafter described, consisting of 29.56::1: acres, more or less, in the
Township of Jerome which area is contiguous and adjacent to the City of Dublin , do
hereby pray that said territory be annexed to the City of Dublin , according to the statutes of
the State of Ohio.
A full and accurate description and a plat of said territory so prayed to be annexed are attached hereto
and made a part hereof.
In support of said Petition, your petitioners state that there are within the territory so prayed to be
annexed -L OWNER(S) of REAL ESTATE.
Harrison W. Smith, Jr. is hereby appointed Agent for the undersigned Petitioner(s), as required
by Section 709.02 of the Ohio Revised Code. Said agent is hereby authorized to make any
amendment and/or deletion which in his absolute and complete discretion is necessary or proper
under the circumstances to correct any discrepancy or mistake noted by the Union County
Engineer in his examination of the Petition and Plat. Said amendment shall be made by the
presentation of an amended plat and description to the Board of County Commissioners on,
before, or after the date set for hearing on this Petition."
The territory sought to be annexed is described as follows:
Situated in the State of Ohio, County of Union, Township of Jerome, Virginia Military Survey Number
3452 and described as follows:
Beginning, for reference, at the intersection of the southerly right-of-way line of Mitchell-Dewitt Road
(County Road 9-E) with the easterly right-of-way line of Hyland-Croy Road (County Road 2-D;)
thence South 090 00' East, with said easterly right-of-way line, a distance of approximately 739 feet to the
True Point of Beginning for this description, also being on the south line of a 11.333 acre tract owned by Jon P.
Riegle Trustee recored in Official Record 96 Page 761, and North line of a 30.5 acre tract owned by Richard S. and
Elaine E. Valentine recorded in Deed Book 288, Page 653;
thence North 800 08' East, with the southerly line of the Jon P. Riegle, Trustee 11.333 acre tract, a distance
of approximately 936 feet to a point ofthe northeast comer of said Valentine 30.5 care tract, and westerly line of
a 29.218 acre tract owned by the Board of Park Commissioners of Columbus and Franklin County Metro Parks
recorded in Official Record 212, Page 304;
thence South 090 00' East, with the westerly line of the Board of Park Commissioners of Columbus and

distance of approximately 996 feet to a point on the easterly right-of-way of Hyland-Cory Road;

A motion was made by Tom McCarthy and seconded by Don Fraser to adopt the
following:
WHEREAS, a petition for annexation was filed on December 12, 2000, praying for
annexation to the City of Dublin, Jerome Township, Union County, Ohio; and
WHEREAS, said petition represents real estate situated in Jerome Township, Union
County, Ohio, being a total of29.56 acres, more or less, which is contiguous and' adjacent to the
City of Dublin. There are 2 owners of real estate in the territory so prayed to be annexed.
THEREFORE, BE IT RESOLVED, that said petition for annexation be and is hereby
received pursuant to Section 709.02 of the Ohio Revised Code, and shall be advertised by
publication as required by law, and that public hearing on said petition shall be held in the office
of the Board of Union County Commissioners at 1 :30 p.m. on Monday, March 12,2001.

City of Dublin. There are 2 owners of real estate in the territory so prayed to be annexed.
THEREFORE, BE IT RESOLVED, that said petition for annexation be and is hereby
received pursuant to Section 709.02 of the Ohio Revised Code, and shall be advertised by
publication as required by law, and that public hearing on said petition shall be held in the office
of the Board of Union County Commissioners at I :30 p.m. on Monday, March 12,2001.
