I A RESOLUTION OF SUPPORT AND RECOGNITION FOR
Ii "KIDS VOTING USA" - OHIO/CENTRAL REGION !

:, WHEREAS, Kids Voting USA is a dynamic program that brings the democratic process and :

, the privilege of voting to life for students through a combination of school and family-based I
activities, and the actual experience of voting at official polling sites on Election Day; and
WHEREAS, for more than a decade, Kids Voting programs in 40 states have a proven
record of increasing informed voter participation of 180year olds and adults alike; and
WHEREAS, Kids Voting USA is the only program of its kind that introduces education
acclaimed curriculum into classrooms that integrates information gathering and critical
thinking skills, giving youth the opportunity to cast their own ballots on real candidates and
issues at the official polling site; and
WHEREAS, in the November 2000 election, Kids Voting USA - Ohio/Central Region
reached over 45,000 students, 83 schools, 500 teachers, and 600 volunteers.
NOW, TJiEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State of
Ohio, ~ members concurring that:
Section 1. The City of Dublin hereby recognizes and honors Kids Voting USA -
Ohio/Central Region for regenerating civic involvement by helping to educate young people,
and for building their understanding and support of American democracy.
Section 2. The City of Dublin congratulates Kids Voting USA - Ohio/Central Region for
the successful completion of its first Kids Voting Election, and for effective efforts to
promote meaningful partnerships and collaborations among families, schools and entire
communities that emphasize the importance of lifelong active and informed participation.
Section 3. This Resolution is effective upon passage in accordance with Section 4.04(a)
of the Revised Charter.

Kids Voting Fact Sheet
The Problem Addressed by Kids Voting
The decline in voter participation and the lack of effective civics education are serious problems
facing central Ohio and other communities around the country. In 1996, 48 percent of the
nation1s eligible voters went to the polls. Turnout among those aged 18-24 was under 20
percent in state and local elections in 1998.
Fewer than half of Ohio's registered voters cast a ballot for Governor in 1998. In fact, Franklin
County voters turned out in lower numbers than those in any other urban county in Ohio.
In 1999, the National Association of Secretaries of State conducted a national poll of 15 to 24-
year olds to determine the reasons for low civic participation. The causes they identified:
. Lack of education in the schools
. Lack of parental involvement in the political process
. Fear of the voting procedure itself
A 1999 article by David S. Broder, published in the Washington Post, described the widespread
cynicism among young people regarding government and voting. He cited Kids Voting as an
organization addressing this problem and stimulating higher voter turnout in communities
where it operates.
What is Kids Voting?
Kids Voting Ohio is a nonprofit, nonpartisan 501(c)(3) grassroots organization created to
encourage greater civic involvement for young adults through a school-based educational
program. Students learn about responsible citizenship and the democratic process using an
award winning curriculum developed by Kids Voting experts and classroom teachers.
Kids Voting programs in 38 states are helping to create a new generation of citizens who are
fully engaged in the political process - able to cast informed votes and helping solve the
problems facing neighborhoods and communities.
Kids Voting:
. Educates students about the importance of voting
. Develops lifetime habits of civic participation in youth
. Creates an informed electorate
. Increases adult voter turnout
Kids Voting History
Kids Voting began as a small project in Arizona in 1988 and expanded nationally in 1992. The
Kids Voting USA network now reaches five million students, 200,000 teachers, 6,000 schools,
16,000 voter precincts and 80,000 volunteers.
Kids Voting came to Ohio as a pilot project in Dayton in 1992. The program now operates in 11
Ohio counties: Butler, Clark, Clermont, Clinton, Green, Hamilton, Miami, Montgomery, Seneca,
Warren and Wood. In 1998, Ohio Kids Voting projects reached nearly 500,000 Ohio students.
The Columbus area has been missing out on Kids Voting. This is especially distressing given
that Franklin County had the lowest voter turnout of any of the state's metropolitan counties
and, in fact, was 84th of 88 counties in turnout for the 1998 general election.
Kids Voting Ohio/Central Region
Kids Voting Ohio/Central Region was created to establish the program in schools in Franklin,
Delaware, Licking, Fairfield, Pickaway, Madison and Union counties in the next two years.
The Columbus City Schools have committed to conduct Kids Voting programs in nine schools,
representing about 10 percent of the student population for the 2000 election. Westerville City
Schools also are participating in Kids Voting for 2000. Dublin and Gahanna-Jefferson schools are
expected to join in the weeks ahead.
Presentations are being made to other suburban school systems in Franklin County, with a goal
of reaching 50,000 students next fall.
Kids Voting Works!
National research conducted by leading universities demonstrates that the program has a
positive impact community-wide. Kids Voting increases adult voter turnout by 5-10 percent.
Kids Voting has a "trickle-up effect" - kids energize their parents and other adults and lead
them to the polls. Researchers at Stanford University found that Kids Voting makes solid
citizens out of youth and makes political news relevant to parents. Children act as change
agents for non-voters in their families.
Teachers and administrators involved with Kids Voting are nearly unanimous in their desire to
continue the program, in part because they find that it energizes students and increases parental
involvement in the schools. And students who participate in Kids Voting programs at school
become adults who vote.
In communities around the country Kids Voting is creating successful partnerships with civic
and service groups, educators, elected officials, businesses and thousands of concerned citizens.
Kids Voting has built a record of success and community support for energizing the voting
public and helping to develop a new generation of citizens who are fully engaged in the
political process.
