WHEREAS, an amended petition for the annexation of 220.522+/- acres from Jerome
Township was duly filed on October 26, 2001 by Dennis A. Schulze, 110 S. Main Street,
P.O. Box 562, Marysville, OH 43040, Agent for Petitioners Anna James; Jon
Shoemaker; Leslie H. Gates; Mary S. Gates; Shirley Gates, Trustee; Robert Gates; Shirley
Gates; Herbert Hoffman, Trustee; and Shirley A. Bergemann; and
WHEREAS, a public hearing has been scheduled before the Union County Commissioners
on Monday, January 7, 2002 at 1 :00 p.m.; and
WHEREAS, Section 709.031 of the Ohio Revised Code requires that, prior to the hearing
of the annexation petition, the Municipal Authority shall adopt a statement indicating what
services, if any, the Municipal Corporation will provide to the territory proposed for
annexation; and
WHEREAS, the area proposed for annexation lies within Dublin's exclusive water and
sewer service extension area, as provided under the agreements with the City of Columbus;
and
WHEREAS, the proposed annexation is in conformance with the annexation strategy
contained in the Dublin Community Plan, adopted by Council on November 17, 1997.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State
of Ohio, --2- of the members concurring that:
Section 1. The City of Dublin will provide the following municipal services for the
220.522+/- acres in Jerome Township, Union County upon the annexation of the area to
the City of Dublin, Ohio:
Police. The City provides Police and Communications service on a full twenty-
four hour basis and also has mutual aid agreements with other jurisdictions. The
annexation area lies approximately 3 miles northwest of Dublin Police Division
headquarters. Dublin operates with a minimum of four cruisers on duty. A
response time of approximately 3 minutes for an emergency situation should be
expected for this area.
Fire. Fire and emergency medical services protection is currently provided by
well-staffed departments in Jerome and Washington townships. They, too, have
mutual aid agreements with other jurisdictions. This annexation would not change
fire department jurisdictional boundaries, and therefore response times for fire and
emergency medical services will not be affected. The Jerome Township Fire
Station is located approximately 2 miles from the annexation area, and normal
response time would be approximately 3 minutes. However, due to an existing
automatic response agreement, the area is also served by the Washington Township
Fire Station 93 which is located approximately 2 miles to the southeast, and normal
response time would be approximately 3 minutes.
Sanitation. Residential refuse collection services are contracted by the City and are
currently provided at no additional charge.

Now come the petitioners, who are all of the adult resident freeholds of this area of
land in Jerome Township, which is contiguous and adjacent to the City of Dublin and,
according to the statutes of the State of Ohio, present this petition. An accurate description of
this land is attached and made part of this annexation.
A plat of the above described land in Jerome Township, Union County, Ohio, is
attached and also made a part of this annexation.
SCHULZE & PHILLIPS LAW OFFICE is appointed agent for the petitioners, as
required by Section 709.02 of the Revised Code of Ohio. The agent is authorized to make any
amendment and/or deletion which, under the circumstances then existing, as necessary to
correct any discrepancy or mistake noted by the Union County Engineer in his examination of
the petition and plat. This amendment shall be make by the presentation of an amended plat
and description to the Board of County Commissioners on, before, or after the date set for
hearing on any petition.

Anna James and Jon Shoemaker's 81.1 acres parcel has now been split into two tracts 40.00
acres of which is owned by Anna James and 41.1 acres of which is owned by Jon Shoemaker.

The following property has been added to the original petition:
Being a 4.865 acre tract of ground out of an original 15 acre tract, VMS # 2991, Jerome
Township, Union county, Ohio as said 15 acre tract is recorded in Deed Volume 267, page 201
and said parcel to be conveyed is more particularly described as follows:
Beginning at a railroad spike set in the centerline of the Dublin-Frankfort Road and said railroad
spike is S 5 deg. DO' 00" E 1400.31 feet from a railroad spike found marking the intersection of
Brock Raood and the Dublin -Frankfort Road and also S 5 deg. DO' 00" E 143.70 feet from the
NE comer of the said original 15 acre tract;
thence continuing S 5 deg. DO' 00" E 60.00 feet, wiht the centerline of the Dublin-Frankfort Raod,
to a railroad spike set;

Begilming for reference at an iron rod found at the centerline intersection of McKitrick
Road (County Road 10) and Hyland-Croy Road (County Road 2).
Thence South 15 deg.-45'-20" East, 1514.81 feet along said centerline of Hyland-Croy
Road to a mag nail set, being the TRUE POINT OF BEGINNING.

Beginning at an iron rod found at the centerline intersection of McKitrick Road (County
Road 10) and Hyland-Cl'OY Road (County Road 2), being the TRUE POINT OF
BEGINNING.
Thence North 80 deg.-OO'-OO" East (assumed bearing), 1223.20 feet along said centerline

SCHULZE, AGENT FOR THE PETITIONERS
A motion was made by Don Fraser and seconded by Jim Mitchell to approve the
following:
WHEREAS, an amended petition for annexation was filed on October 26, 2001, praying
for annexation to the City of Dublin, Jerome Township, Union County, Ohio and
WHEREAS, said petition represents real estate situated in Jerome Township, Union
County, Ohio being a total of220.522 acres, more or less, which is contiguous and adjacent to the
City of Dublin. There are 10 properties and 7 owners of real estate in the territory so prayed to be
annexed.
THEREFORE, BE IT RESOLVED, that said petition for annexation be and is hereby
received pursuant to Section 709.02 of the Ohio Revised Code, and shall be advertised by
publication as required by law, and that a public hearing on said petition shall be held in the
office of the Board of Union County Commissioners at I :00 p.m. on Monday, January 7, 2002.

land in Jerome Township, which is contiguous and adjacent to the City of Dublin and,
according to the statutes of the State of Ohio, present this petition. An accurate description of

AGENT FOR THE PETITIONERS
A motion was made by Don Fraser and seconded by Tom McCarthy to approve the
following:
WHEREAS, a petition for annexation was filed on October 18,2001, praying for
annexation to the City of Dublin, Jerome Township, Union County, Ohio and
WHEREAS, said petition represents real estate situated in Jerome Township, Union
County, Ohio being a total of215.657 acres, more or less, which is contiguous and adjacent to the
City of Dublin. There are 8 properties and 6 owners of real estate in the territory so prayed to be
annexed.
THEREFORE, BE IT RESOLVED, that said petition for annexation be and is hereby
received pursuant to Section 709.02 of the Ohio Revised Code, and shall be advertised by
