" A RESOLUTION TO SET FORTH A STATEMENT OF
SERVICES TO BE PROVIDED TO THE AREA IN A I
PROPOSED ANNEXATION OF 99+/- ACRES FROM
JEROME TOWNSHIP, UNION COUNTY TO THE CITY OF I
DUBLIN, OHIO AS REQUIRED BY SECTION 709.031 OF
THE OHIO REVISED CODE.
WHEREAS, a petition for the annexation of 99+/- acres from Jerome Township,
Union County was filed in the offices of the Union County Commissioners on
September 27, 2001 by Robert E. Albright, 600 S. High Street, Columbus, OH
432l5,Agent for Petitioners Susan K. Woerner, Trustee of the Susan K. Woerner
Marital Trust, 5796 Haddingtonshire Lane, Dublin, Ohio 43016; John Carroll
Woerner aka John C. Woerner, 9447 Jerome Road, Dublin, OH 43017 by Susan K.
Woerner, his Attorney in Fact; Lillian Irene Woerner, 9447 Jerome Road, Dublin,
OH 43017 by Susan K. Woerner, her Attorney in Fact; and Periodical Charter &
Leasing, Inc., 5131 Post Road, Dublin, OH 43017;
WHEREAS, a public hearing has been scheduled before the Union County
Commissioners on Monday, December 17, 2001 at 9:00 a.m.; and
WHEREAS, Section 709.031 of the Ohio Revised Code requires that, prior to the
hearing of the annexation petition, the Municipal Authority shall adopt a statement
indicating what services, if any, the Municipal Corporation will provide to the
territory proposed for annexation; and
WHEREAS, the area proposed for annexation lies within Dublin's exclusive water
and sewer service extension area, as provided under the agreements with the City of
Columbus; and
WHEREAS, the proposed annexation is in conformance with the annexation
strategy contained in the Dublin Community Plan, adopted by Council on November I
17, 1997.
NOW, THEREFORE BE IT RESOLVED by the Council of the City of Dublin,
State of Ohio, -a..- of the elected members concurring that:
Section 1. The City of Dublin will provide the following municipal services for
the 99+/- acres in Jerome Township, Union County upon the annexation of the area
to the City of Dublin, Ohio:
Police. The City provides Police and Communications service on a twenty-
four hour basis and also has mutual aid agreements with other municipalities.
The annexation area lies approximately five miles northwest of Dublin's
Police Division Headquarters. Dublin operates with a minimum of four
cruisers on duty. A response time of approximately five minutes for an
emergency situation should be expected for this area.

Fire. Fire and emergency medical services protection is currently provided
by well-staffed departments in Jerome and Washington townships. They,
too, have mutual aid agreements with other municipalities and townships.
This annexation would not change fire department jurisdictional boundaries,
and therefore response times for fire and emergency medical services will not
be affected. The Washington Township Fire Station #93 is located
approximately four and one-half miles from the annexation area and normal
response times should be approximately three minutes.
Sanitation. Residential refuse collection services are contracted by the City
and are currently provided at no additional charge.

,: Section 2. The City has SEWER and WATER service area contracts with the City

I of Columbus, and the subject property is within the service areas. Conditioned on
the ability of the City of Columbus to provide WATER, and to provide sufficient
SEWERAGE disposal capacity, the City of Dublin will have the ability to service the
area.
Section 3. This resolution shall be effective immediately upon its passage as
1 provided under Section 4.04(a) of the Revised Charter.

CITY OF DUBLIN - JEROME TOWNSHIP, UNION COUNTY - 99 ACRES, MORE OR
LESS - ROBERT ALBRIGHT, AGENT
A motion was made by Tom McCarthy and seconded by Don Fraser to adopt the
following:
Whereas, a petition for annexation was filed on September 27,2001, naming Robert E.
Albright, Agent for the Petitioners, and praying for annexation to the City of Dublin, Ohio in
Jerome Township;
And Whereas, said petition represents real estate situated in Union County, Ohio, being a
total of99 acres, more or less, and being adjacent and contiguous with the City of Dublin. There
are 4 owners of real estate in the territory sought to be annexed to the City of Dublin, Ohio.
Therefore, Be It Resolved, that said petition for annexation be and is hereby received, and
pursuant to Section 709.02 of the Ohio Revised Code, shall be advertised by publication as
required by law and that a public hearing on said petition shall be held in the Commissioners
Hearing Room, County Office Building, 233 West Sixth Street, Marysville, Ohio on Monday,
December 17,2001 at 9:00 a.m.

Now come the undersigned, petitioners in these premises and being
the owners of a certain area as hereinafter described, consisting of 99 acres,
more or less, in Jerome Township, Union County, Ohio, which is contiguous
and adjacent to the City of Dublin, Ohio, according to the statutes of the
State of Ohio. Said area is situated in the Township of Jerome, County of
Union and State of Ohio, and an accurate description of said territory is
attached hereto and made a part hereof as Exhibit "A".
A plat of the above-described territory in Jerome Township, Union
County, Ohio, is attached hereto and made a part hereof as Exhibit "B".
The number of owners in the territory sought to be annexed is four (4),
Robert E. Albright, of 600 South High Street, Columbus, OH 43215, is
hereby appointed agent for the undersigned petitioners, as required by
Section 709,02, Ohio Revised Code; and said agent is hereby authorized to
make any amendments by way of additions or deletions which in his

and adjacent to the City of Dublin, Ohio, according to the statutes of the
State of Ohio. Said area is situated in the Township of Jerome, County of
Union and State of Ohio, and an accurate description of said territory is
