SAM SMILEY WHEREAS, Dr. Sam Smiley currently owns certain property located at 5156 Blazer Memorial Parkway, Dublin, Ohio 43017 which is described in more detail in the attached illustration and is commonly known as the Blazer Professional Campus; and WHEREAS, Dr. Smiley has offered to donate approximately 1.59 acres of that property to the City of Dublin for use as a passive park that will mainly serve the surrounding corporate neighborhood and WHEREAS, it is a stated goal of the City to obtain additional parkland in the City of Dublin and WHEREAS, once the City has accepted the property, the City will be responsible for making all improvements on the property and maintaining the property; and NOW, THERE~, BE IT RESOLVED, by the Council of the City of Dublin, State of Ohio, of the elected members concurring, that: Section 1. The donation of that land described in the attached illustration is hereby accepted; and Section 2. The City will not compensate Dr. Smiley for this donation in any way; and Section 3. The City will make such improvements to the property as are necessary; and Section 4. All necessary surveys, legal descriptions, and flood plain studies will be obtained upon passage of this resolution. Section 5. The City Manager is authorized to execute all documents necessary to transfer the donated property to the City of Dublin. Section 6. This resolution shall take effect and be in force from and after the earliest date provided by law. dayof~,2001. Recently staff was approached by Dr. Sam Smiley regarding the possibility of donating land to the City of Dublin for the u ose of creatin a ark that would mainly serve the surroundin corporate neighborhood. The area IS located north of Blazer Par ay be In r. mI ey's new office development. e amount 0 land is approximately 1.6 acres and is fairly heavily wooded with a significant amount of underbrush. The idea of the park development would be to clear out much of the underbrush and create picnic groves that could be used by the surrounding office personnel. Staff thought this might be an opportunity to thank our corporate residents by providing a comfortable area in which they could take a break in a relaxing environment. Attached is a conceptual drawing showing the area and the type of development that could occur. The preliminary budget estimate is $130,000.00. Staff is seeking direction from Council on whether to pursue this idea. We will need to work with other landowners in the area to secure easements to provide adequate public access to this site. Readier DATE: September 27, 2001 RE: Resolution Accepting Donation of Property from Dr. Sam Smiley As you know, at the last Council meeting on September 17, 2001, the Division of Grounds and Facilities introduced the attached memorandum regarding the donation of property by Dr. Sam Smiley to the City of Dublin. This property equals roughly 1.59 acres and its current proposed use is as a passive park for the nearby corporate residents. It is our understanding that Council approved this donation in concept at the September 17 Council meeting. This office was asked to prepare the attached resolution accepting the property.
