A RESOLUTION AUTHORIZING A
$10,000 CONTRIBUTION TO THE
"NO ON STATE CONTROL
OF PROPERTY RIGHTS"
WHEREAS, Senate Bill 5 has been passed by the Ohio Legislature and signed by
Governor Robert Taft;
WHEREAS, the Dublin City Council has expressed its concern over and
opposition to provisions contained in the new legislation;
WHEREAS, a proposed referendum of this legislation has been organized by the
"NO ON STATE CONTROL OF PROPERTY RIGHTS" Committee; and

II WHEREAS, the Dublin City Council has previously supported the proposed

il referendum of Senate Bill 5;

il NOW, THEREjDRE, BE IT RESOLVED by the Council ofthe City of Dublin,
II State of Ohio, 2::L- members concurring:

I Section 1. That a $10,000 contribution be made to the "NO ON STATE
:1 CONTROL OF PROPERTY RIGHTS" Committee for the purpose of covering
I expenses to place the proposed referendum on the November 2002 ballot with the

'I State of Ohio; and

il Section 2. That this Resolution is effective upon passage in accordance with

II Section 4.04(a) of the Revised Charter.

Re: Contribution to "NO ON STATE CONTROL OF PROPERTY RIGHTS"

As Council is aware, a proposed referendum of SB5 has been organized by the "NO ON STATE
CONTROL OF PROPERTY RIGHTS" Committee. Council has previously authorized a $1,500
contribution to cover legal expenses in preparing and submitting the preliminary petition to the
State for certification. We previously reported to Council that this has been accomplished and
that petitions are now in circulation. An additional contribution is being requested to assist with
legal and consulting fees to obtain the necessary signatures (6% oflast gubernatorial vote across
the State, representing at least 44 counties with at least a 3% gubernatorial vote from the last
election). It should be noted that the use of City funding could only be applied to efforts to place
this issue on the ballot. . . not to support or defeat the measure.
