Ii 'I Ii 11 " Ii II WHEREAS, the State of Ohio, through the Ohio Department of Natural Resources, II II administers financial assistance for public recreation purposes, through the State of Ohio II II NatureWorks Program, and I' WHEREAS, the City of Dublin desires financial assistance under the NatureWorks Program to reimburse a portion of the construction costs for the Shawan Falls Park Development Project. NOW, THEREFORE BE IT ORDAINED by the Council of the City of Dublin, State of Ohio, 7 members of the elected officials concurring that: Section 1, The City of Dublin approves filing an application for NatureWorks financial assistance, Section 2. The City Manager is hereby authorized and directed to execute and file an application with the Ohio Department of Natural Resources and to provide all information and documentation required to become eligible for possible funding assistance. Section 3. The City of Dublin does agree to obligate the funds required to satisfactorily complete the proposed project and become eligible for reimbursement under the terms and conditions of the NatureWorks Program. Section 4. Fax: 614.410.4490 Memo CITY OF DUBLIN To: Members of City Council From: Timothy Hansley, City Manager Date: May 21, 2001 Re: Resolution 31-01, Application For the NatureWorks Grant Shawan Falls Park Development Initiated By: Marsha Grigsby, Director of Finance ~~ Melody Kennedy, Financial Analyst Please find attached a Resolution authorizing the City Manager to file a grant application with the Ohio Department of Natural Resources (ODNR) NatureWorks Program. The NatureWorks Program provides reimbursement grants to eligible political subdivisions of up to 75% for land acquisition, development, and major rehabilitation of public recreation areas. The NatureWorks Program was established subsequent to passage of State Issue #1, which authorized the State of Ohio to issue bonds to be retired from General State Revenues to finance capital improvements for state and local parks and recreation areas, and to preserve Ohio's natural areas and habitats, By law, each of Ohio' s 88 counties receives a fixed allocation of Nature Works dollars. Therefore, our project will be competing with other project applicants for Franklin County's share of the allocation. Staff from the Department of Finance and the Division of Grounds & Facilities have worked together to select a project that we feel will warrant funding through the NatureWorks Program. The project that has been selected is the Shawan Falls Park Development Project, currently programmed in the City's Capital Improvement Program (CIP) for the year 2005. Should the City secure grant funding through the NatureWorks Program, the park project can be completed in an earlier year. The Shawan Falls Park Development Plan features a handicapped-accessible environmental awareness walking path that will link the park with Old Dublin through an easement on the Sells Middle School property. Additionally, there is an asphalt bike path that will eventually link with the City's alternative transportation network on State Route 161. Other site amenities will include a small parking lot, two shelters, three picnic groves, several scenic overlooks, bridge, and native landscaping. City staff is currently working with Dublin City Schools to complete the surveys to secure the necessary scenic easement. Aside from the beauty of Shaw an Falls, the City of Dublin's 1997 Community Plan documents the existence of an endangered plant species known as Arabis Patens (spreading rock cress) in the area of the Falls. On May 14, 2001, a botanist from the Ohio Department of Natural Resources accompanied City staff on a field visit through the City-owned property at Shawan Falls and the easement area, ODNR's botanist identified numerous native plant species on the site, From this field visit, it is our understanding that the botanist from ODNR agreed that in order to preserve, and possibly propagate the native plant species found in the woods and on the limestone ravine, the City must manage the woods and eliminate the threatening invasive vegetation. Besides the abundant native and endangered plant life found in the area, the site is a natural habitat for wildlife. Residents report seeing fox, deer, owls, and hawks at the Falls. Although this area is reportedly not a fish habitat, residents have reported seeing crustaceans such as snails, and some very interesting fossils. City volunteers, Bird Box volunteers, Boy Scouts, and Sells Middle School children have built, erected, and monitored bird boxes on the site attracting many Eastern Blue Birds, as well as nesting boxes for the Tree Swallow, House Wren, Carolina Chickadee, and other small birds that compete for nesting. \\CUMULUS\vOL 1 \PER\KENNMM\NatureWorks-8th round\memo J,doc Members of City Council Page 2 Our grant application will be submitted to the Ohio Department of Natural Resources prior to the deadline of July 1, 2001, and the City will be notified in the Spring of 2002 of any program funding. The project must be completed within 16 to 20 months of project approval. There has been a great deal of community support for the project especially from the Natural Resource Advisory Commission, Parks and Recreation Advisory Commission, Friends of Shawan Falls, and the Historic Dublin Association. The Administration is very excited about the potential of Nature Works grant funding to aid in the effort to construct the Shawan Falls Park at an earlier date, Additionally, the City of Dublin has made a commitment to preservation, and intends to develop the Shawan Falls Park with the utmost respect for its inhabitant wildlife and native plant communities, Should you have any questions or concerns with regard to this project, please do not hesitate to contact the Department of Finance. \\CUMULUS\vOLl \PER\KENNMM\Nature Works-8th round\memo I.doc
