Passedu u_--::.::.~~.:......:.::=..nJ!!u~;;:+= 'I _ ____..._ __.___...___~._._____ ._m._;_______~~______'____.._____._.____ ---.----.---.--"-.----.~-.- -------------------------------.'71 . --------..-------..----------.-----.---..-...---------~-------..------- I' I A RESOLUTION DESIGNATING THE CITY MANAGER AS THE CITY'S i OFFICIAL REPRESENTATIVE AND AUTHORIZING THE CITY TO I I FILE A GRANT APPLICATION AND ENTER INTO AN AGREEMENT I I WITH THE OHIO DEPARTMENT OF NATURAL RESOURCES FOR THE i PURPOSE OF ACQUIRING FUNDS THROUGH THE DIVISION OF [ i FORESTRY'S URBAN FORESTRY ASSISTANCE PROGRAM. i i I WHEREAS, the State of Ohio, through a ~ooperative effort of the Ohio Bicentennial i Commission, the Ohio Environmental Protection Agency (OEP A) and the Ohio Department of Natural Resources - Division of Forestry, is providing community funding for the purchase and planting of trees, under the Urban Forestry Grant Program; and WHEREAS, the City of Dublin desires financial assistance under the Ohio Bicentennial Legacy Tree Planting Initiative to reimburse a portion of the Wellington Place/Brand Road Scenic Roadway Beautification Project; and WHEREAS, the proposed woodland design theme for the Wellington PlaceIBrand Road Project places an emphasis on the woodland plantings and the beautification of a scenic roadway; and WHEREAS, funding for the purchase, installation and care of trees and other urban vegetation is available through the Ohio Department of Natural Resources, Division of Forestry; and WHEREAS, the quality of urban life is enhanced by the proper management of the urban forest resource. NOW, THEREtORE BE IT RESOLVED by the Council ofthe City of Dublin, State of Ohio, members concurring that: Section 1. The City of Dublin approves filing an application for the Ohio Bicentennial Legacy Tree Planting Initiative for tree funding. Section 2. The City of Dublin is hereby authorized and directed to execute and file an application with the Ohio Department of Natural Resources and to provide all information and documentation required to become eligible for possible funding assistance. Section 3. The Legacy Tree Program provides reimbursable grants to eligible communities for up to 50 percent of tree purchasing and planting. This initiative is part of Governor Bob Taft's ongoing program to provide a "true and lasting legacy" of trees and urban forests for future generations of Ohioans. The challenge to state agencies is to plant one new tree for each Ohio school child-more than two million - by the state's Bicentennial in 2003. Funding for this initiative is provided through a percentage of air pollution fines collected by the Ohio Environmental Protection Agency. Last year Council made a motion to appropriate $15,000 dollars for the Wellington Place/Brand Road Scenic Beautification Project. Residents from the Wellington Place subdivision were directed to work with Dana McDaniel and Fred Hahn to complete the design, selection and planting of several trees along Brand Road. Staff from the Division of Planning, and the Division of Grounds and Facilities have agreed that this program would be an excellent choice to complete the design intent of this project and provide additional trees along Brand Road. The application will be submitted to the Ohio Department of Natural Resources prior to the deadline of May 4, 2001 and the City will be notified by late August 2001 of any program funding. The project must be completed by June 1, 2002. The $15,000 allocated by Council will purchase several of the trees listed in the design, however we are excited at the possibility of finding alternate funding to help complete this project.
