A RESOLUTION TO SET FORTH A STATEMENT OF SERVICES
TO BE PROVIDED TO THE AREA IN A PROPOSED ANNEXATION
OF 2.697+/ ACRES FROM WASHINGTON TOWNSHIP, FRANKLIN
COUNTY TO THE CITY OF DUBLIN, OHIO AS REQUIRED BY
SECTION 709.031 OF THE OHIO REVISED CODE.
WHEREAS, a petition for the annexation of 2.697+/- acres from Washington Township was
duly filed on March 22, 2002 by Stephen J. Smith, Agent for Petitioners City of Dublin,
Marsha Grigsby, Interim City Manager and Christopher Mohr, Treasurer & Director of
Business Affairs, Dublin City School District; and
WHEREAS, a public hearing has been scheduled before the Franklin County
Commissioners on Wednesday, June 5 at 10:00 a.m.; and
WHEREAS, Section 709.031 ofthe Ohio Revised Code requires that, prior to the hearing
of the annexation petition, the Municipal Authority shall adopt a statement indicating what
services, if any, the Municipal Corporation will provide to the territory proposed for
annexation; and
WHEREAS, the area proposed for annexation lies within Dublin's exclusive water and
sewer service extension area, as provided under the agreements with the City of Columbus;
and
WHEREAS, the proposed annexation is in conformance with the annexation strategy
contained in the Dublin Community Plan, adopted by Council on November 17, 1997.
NOW ~REFORE, BE IT RESOLVED by the Council ofthe City of Dublin, State of
Ohio, of the members concurring that:
Section 1. The City of Dublin will provide the following municipal services for the 2.697+/-
acres in Washington Township, Franklin County upon the annexation ofthe area to the City
of Dublin, Ohio:
Police. The City provides Police and Communications service on a full twenty-four
hour basis and also has mutual aid agreements with other jurisdictions. The
annexation area lies approximately 2 miles southwest of Dublin Police Division
headquarters. Dublin operates with a minimum of four cruisers on duty. A response
time of approximately 3 minutes for an emergency situation should be expected for
this area.
Fire. Fire and emergency medical services protection is currently provided by a well-
staffed department in Washington Township. They, too, have mutual aid agreements
with other jurisdictions. This annexation would not change fire department
jurisdictional boundaries, and therefore response times for fire and emergency
medical services will not be affected. Station 91 is located approximately .5 miles
from the annexation area, and normal response time would be approximately 2
minutes
Sanitation. Residential refuse collection services are contracted by the City and are
currently provided at no additional charge.

Street Maintenance. The City has a Streets and Utilities Division which
provides excellent service in the area of street and road maintenance.
Section 2. The City has SEWER and WATER service area contracts with the City
of Columbus, and the subject property is within the service areas. Conditioned on
the ability of the City of Columbus to provide WATER, and to provide sufficient
SEWERAGE disposal capacity, the City of Dublin will have the ability to service the
area.
Section 3. This resolution shall be in force and effect immediately upon its passage
as provided under Section 4.04(a) of the Revised Charter.

RE: Ordinance Authorizing City Manager to Sign Annexation Petition
In the upcoming weeks, this office intends to file a petition with the Franklin County
Commissioners in order to annex 2.697 acres of Shier-Rings Road into the City of Dublin. This
portion of roadway is located in front of the City Service Complex, which is under construction
and located at 6665 Shier-Rings Road. The City intends to build a turn lane in this roadway,
which will be built to City specifications.
This roadway is owned by three landowners: the City of Dublin, the Dublin City School
District, and the Alvin Rings family. The attempts to contact the Rings family had been
unsuccessful. Therefore, the decision was made to secure the signatures of the City and School
District in order to have a majority of the landowners sign the petition. Christopher Mohr,
Treasurer and Director of Business Affairs for the School District, has already signed the petition
on behalf of the School District. This ordinance would authorize the City Manager to sign the
annexation petition on behalf of the City of Dublin.

AN ORDINANCE AUTHORIZING THE CITY MANAGER
TO SIGN A PETITION TO ANNEX 2.697 ACRES, MORE OR
LESS, LOCATED ON SHIER-RINGS ROAD IN FRONT OF
NEW SERVICE COMPLEX, AND DECLARING AN
EMERGENCY.
WHEREAS, the City of Dublin has determined that there is the necessity to annex the
portion of Shier-Rings Road ("roadway"), consisting of 2.697 acres, more or less, which is located
in front of the new service complex, into the City; and
WHEREAS, the City will construct a left-hand turn lane, which will be built to City
engineering specifications, within the portion of roadway that is currently owned by the City; and
WHEREAS, the portion of roadway, as depicted in Exhibit "A" and described in Exhibit
"B", is currently owned by the City of Dublin, the Dublin City School District, and Alvin A.
Rings, Jr.; and
WHEREAS, the City will need a majority of landowners under the current Ohio law,
therefore requiring two (2) of the three (3) landowners, to sign the petition in order to submit the
annexation petition to the Franklin County Commissioners.
NOW, THEREFORE, BE IT ORDAINED by the Council, of the City of Dublin, State of
Ohio, _ of the elected members concurring that:
Section 1. Dublin City Council authorizes the City Manager to sign a petition on behalf of the
City to be one of the landowners in an annexation of 2.697 acres, more or less,
located on Shier-Rings Road in front of the new service complex.
Section 2. This Ordinance is declared to be an emergency measure for the immediate
preservation of the public peace, health, safety or welfare, and for the further reason
of signing the petition; therefore, this Ordinance shall take effect and be in force
immediately upon its passage.

The undersigned, petitioners in the premises, and being a MAJORITY OF OWNERS OF
REAL EST A TE in the territory hereinafler described, consisting of 2.697 acres, more or less, in
the Township of Washington, which area is contiguous and adjacent to the City of Dublin, do
hereby pray that said territory be annexed to the City of Dublin, Ohio, according to the statutes
of the State of Ohio.
A full and accurate description and a plat of said territory so prayed to be annexed arc
attached hereto and made part hereof.
In support of said Petition, your petitioners state that there are within the territory so
prayed to be annexed THREE (3) OWNERS OF REAL ESTATE.
Attorney Stephen J. Smith is hcreby appointed agent for the undersigned Petitioncrs as
required by Ohio Rcvised Code Scction 709.02, with full power and authority granted to said
Agcnt to amcnd, alter, change, correct, withdraw, refile, substitute, compromise, increase or
dclete the arca, to do any and all things essential thereto and to take any action necessary for
obtaining the granting of this Petition. Said amendment, alteration, change, cOlTection,
withdrawal, refiling, substitution, compromise, increase or deletion or other thing or actioll
nccessary for the granting of this PctitiOll shall be made in the Petition, description or plat by said

AN ORDINANCE AUTHORIZING THE CITY
MANAGER TO SIGN A PETITION TO ANNEX 2.697
ACRES, MORE OR LESS, LOCATED ON SI-HER-
RINGS ROAD IN FRONT OF NE\V SERVICE
COMPLEX, AND DECLARING AN EMERGENCY.
\VlIEREAS, the City of Dublin has detern1ined that there is the necessity to annex the
portion of Shier-Rings Road ("roadway"), consisting of2.697 acres, more or less, which
is located in front of the new service complex, into the City; and
\VlIEREAS, the City will construct a left-hand turn lane, which will be built to City
engineering specifications, within the portion of roadway that is currently owned by the
City; and
\VHEREAS, the portion of roadway, as depicted in Exhibit "A" and described in Exhibit
"B", is currently owned by the City of Dublin, the Dublin City School District, and Alvin
A. Rings, Jr.; and
\VIIEREAS, the City will need a majority of landowners under the current Ohio law,
therefore requiring two (2) of the three (3) landowners, to sign the petition in order to
submit the annexation petition to the Franklin County Commissioners.
NO\V, THEREFORE, BE IT ORDAINED by the Council, of the City of Dublin, State
of Ohio, ~ of the elected members concuning that:
Section 1. Dublin City Council authorizes the City Manager to sign a petition on
behalf of the City to be one of the landowners in an annexation of2.697 acres, more or
less, located on Shier-Rings Road in front of the new service complex.
Section 2. This Ordinance is declared to be an emergency measure for the immediate
preservation of the public peace, health, safety or welfare, and for the further reason of
signing the petition; therefore, this Ordinance shall take effect and be in force
immediately upon its passage.

Situated in the State of Ohio, County of Franklin, Township of Washington, located in Virginia Military Survey
Nos. 3004, :M52, and :M53, and being part of tracts conveyed to Alvin Rings Jr. Trustee (Auditor's Tax Parcel
No. 272-000116 and 272-000117, of record in Instrument No. 200201040004516), part of a :M.295 acre tract
conveyed to the Dublin City School District Board of Education (Auditor's Tax Parcel No. 274-000157, of record
in Official Record 11693, Page A05), and part of a 3.307 tract conveyed to the City of Dublin (right of way take
of record in Instrument No. 2001 08090184:MO), and being more particularly described as follows:
Beginning at a point in the south line of the existing right of way of Shier Rings Road (50 feet wide) at the
intersection of the existing City of Dublin Corporation Line as established by Ordinance No. 9-70 (Misc. Rec.
148, Pg. 509) and ordinance No. 69-90 (O.R. 16105, Pg. A01);
Thence in a westerly direction, approximately 2364 feet, along a portion of the south right of way line of Shier
Rings Road and said existing City of Dublin Corporation Line and also the existing City of Dublin Corporation
Line as established by Ordinance No. 42~98 (Instrument No. 199807130174498) and Ordinance No. 27-00
(Instrument No. 200004270082022), to a point 25 feet south of the southwest comer of said Alvin A. Rings 59
acre tract;
Thence in a northerly direction, approximately 50 feet, to a point in the existing north right of way line of Shier
Rings Road and west line of said Rings 59 acre tract;
Thence in a easterly direction, approximately 2364 feet. along the existing north right of way line of Shier Rings
Road, to a point in the west line of said existing City of Dublin Corporation Line (Ordinance No. 9-70 (Misc. Rec,
148, Pg. 509));
Thence in a southerly direction, approximately 50 feet, along said existing City of Dublin Corporation Line, to the
place of beginning. containing 2.697 acres more or less.
