F No, 30045 Resolution No 22 -11 Passed 20 A RESOLUTION ACCEPTING THE LOWEST AND BEST BID FOR THE 2011 STORMWATER MAINTENANCE PROGRAM WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Revised Charter and Chapter 37 of the Dublin Codified Ordinances for the 2011 Stormwater Maintenance Program; and WHEREAS, on April 26, 2011, three bids were received for the 2011 Stormwater Maintenance Program - General Construction Service Contract project; and WHEREAS, Council has determined that the bid submitted by Danbert, Inc. constitutes the lowest and best bid. NOW ) THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, = of its elected members concurring, that: Section 1. The bid submitted by Danbert, Inc. in the total amount of $1,511.99 per unit hour for providing labor and equipment is hereby accepted. Section 2 . The City Manager is hereby authorized to enter into contracts with Danbert, Inc. for performance and completion of the 2011 Stormwater Maintenance Program, pursuant to the Advertisement, Proposal and Contract Documents for said project on file in the office of the City Engineer. Hammersmith, P.E., Director of Engineering/City Engineer Barbara Cox, P.E., Engineering Manager — Development Todd Garwick, P.E., Civil Engineer Re: Resolution 22 -11 — 2011 Stormwater Maintenance Program Bid Acceptance Background The annual Stormwater Maintenance Program provides for the maintenance, construction and repair of storm sewers, curb inlets, catch basins, ditches, man -made channels and other structures that discharge stormwater runoff into surface waters. This program was first implemented in 2000 and is an important component of the City's efforts to comply with our NPDES (National Pollutant Discharge Elimination System) Phase II stormwater permit established with Ohio Environmental Protection Agency (OEPA) on January 30, 2009. The annually budgeted funds ($300,000 for 2011 and for 2012) for this program represent an annual not -to- exceed amount for labor, equipment and material costs to repair storm sewer system deficiencies identified during routine system inspection or on an emergency basis. Condition assessment data, now being gathered on an ongoing basis, may provide justification for possibly increasing the funds programmed in the future years beyond 2012. The previous three -year contract for this work ended in 2010. Staff reviewed the execution and implementation of this program and determined that separating out the individual curb and gutter inlet repairs would be beneficial. Therefore, for 2011, this contract will perform work up to $200,000 in cost. The remaining $100,000 will be managed through the 2011 Street Maintenance Program and used strictly for curb and gutter inlet repairs. On April 26, 2011, three bids were received, publicly opened and read for the 2011 Stormwater Maintenance Program — General Construction Services Contract. The bid and contract for this program are based on a per unit hour cost for providing laborers, foremen, and equipment (e.g., grader, dozer, backhoe, etc.) including equipment operators, mobilization and fuel. All bids have been reviewed. Danbert, Inc. provided the lowest and best bid of $1,511.99 per unit hour for providing labor and equipment. Material costs for this program are approved only after the Contractor obtains a minimum of three quotes. A summary of the bids is listed below. Staff was satisfied with their performance and quality of work. This program will commence in May, and work will be performed throughout the year as the funding allows. Recommendation Staff recommends adoption of Resolution No. 22 -11, accepting the bid of Danbert, Inc. as lowest and best in the amount of $1,511.99 per unit hour.
