A RESOLUTION AUTHORIZING THE CITY MANAGER TO
ENTER INTO NEGOTIATIONS FOR THE PROVISION OF
POLICE SERVICES TO WASHINGTON TOWNSHIP
WHEREAS, Washington Township Trustees have indicated their interests in
negotiation of a contract with the City of Dublin to provide law enforcement services in
the unincorporated areas of Washington Township; and
WHEREAS, a proposal has been drafted, outlining the methodology by which the City
could provide such services and the estimated costs and this proposal has been reviewed
by the City Council.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
State of Ohio, S- ofthe elected members concurring that:
Section 1.
The City Manager is hereby authorized to enter into negotiations with Washington
Township regarding a contract for the City of Dublin to provide law enforcement services
in the unincorporated areas of Washington Township.
Section 2.
This Resolution shall take effect and be in force on the earliest date permitted by law.

RE: Providing Police Services to Washington Township

As you may recall this past spring we were approached by Washington Township Administrator Tom
Spring regarding the possibility of our Police Division providing services to the unincorporated areas of
Washington Township on a contractual basis.
Subsequently, Chief Epperson drafted a proposal, which he and I presented to the Township Trustees in
August (see attached proposal). This proposal outlined the methodology by which we could provide the
township with police services and the corresponding estimated costs of such a contract.
We recently received a letter from Administrator Tom Spring conveying the township's desire to move
forward with the development and negotiation of a contract with the hope we could start providing
services by mid 2004 (see attached letter).
Unless directed otherwise, it is our intent to prepare a resolution for Council's November 3,2003
meeting, directing stafIto begin negotiations with the Township concerning the provision of police
services by the City.

Based on our recent discussion and your request I have prepared a proposal regarding a
hone: 614-410.4800 potential contract between Washington Township and the City of Dublin for the purpose of

Methodology:
In preparing this proposal one question we had to ask ourselves internally was how we could
provide your residents with a level of police service without reducing the level of service we
offer to our residents and without changing our operational environment significantly.
I believe the best answer is for us to incorporate your areas into our existing police districts and
offer the same level of police services to your 1,400 residents as we do the rest of the City of
Dublin.
To do this we would re-align our current five districts (see attached map). The largest amount
of your unincorporated area borders our current district five in the southwest area of the city.
We would expand the boundaries of district five to incorporate this area of Washington
Township, which extends west to Houchard Rd. and south to Homestead Park. We would also
incorporate areas of Washington Township, which are north of Shier Rings into our district
four. Finally, the other "pockets" of unincorporated areas would easily fit into our existing
patrol districts.
Level of Service:
By re-aligning our current districts as described above the majority of your unincorporated area
would fit into either district four or five and these districts will become somewhat larger than
they currently are.
Under this proposal we would provide our usual district officer for each of the three shifts
twenty-four hours a day, seven days a week. In addition, Monday through Friday from 6:45
a.m. to 10:45 p.m., we would provide an additional officer to patrol both districts four and five
to account for the larger service demands during these hours and the expanded service area.
Essentia}ly, we would be adding one additional position to both our day and afternoon shifts
Monday through Friday. We feel this would allow us to offer your residents the same high level
of service we offer the rest of the city.
In terms of the specific services provided, I think you will find we are a comprehensive, full
service agency and will offer a multitude of law enforcement, crime prevention, educational and
service related initiatives. I have attached a brochure, which lists the majority of these services
and would also refer you to our web site at www.dublin.oh.us for additional information.

Costs:

To fulfill this proposal would require us to increase our staffing by 2.4 officers to address the
increased service area and additional calls for service. The.4 takes into account a relief factor
for time spent away from work (vacation, training, holidays, etc.). Our officers are covered by a
collective bargaining agreement and for pay purposes are on a four-step schedule with annual
increases each year. They ultimately "top out" at step four the beginning of their fourth year.
For this proposal I figured the cost of one officer at step two, one officer at step three and the .4
officer also at step three:

Total Officer Costs ($74,143.81 + $81,847.55 + $32,735.00) = $188,726.36
In addition to the officer's salary and benefits there are a multitude of other costs associated
with this proposal such as initial training, uniforms and equipment, ongoing training and legal
expenses. Some of these would be one time costs while others are re-occurring. Below I have
summarized and totaled these various additional costs.
Officer initial basic training (2 officers) $5,000.00*
Complete uniform issuance (2 officers - includes, uniforms,
weapon, body armor) 14,000.00*
Legal research / contract for policing services 5,000.00*
Annual training costs (2 officers) 1,500.00
Annual uniform costs (2 officers) 1,800.00
Annual vehicle costs (includes vehicle, equipment, computer -
amortized over 3 years) 10,666.00
Total Additional costs $37,966.00
*one time only costs
TOTAL COST
Total Officer Costs $188,726.36 + Total Additional Costs $37,966.00 = $226,692.36
The above total cost is the complete cost to implement this proposal for the first year. For each
additional" year I would anticipate an increase of approximately five percent, which would
account for salary and benefit increases as determined by collective bargaining agreement.

Timeline for implementation:
The timeline to implement this proposal is dependant upon two issues. First, is the length of
time it would take us to work out contractual details. It should be noted that this proposal is
meant to simply identify the costs associated with providing the officers as stated above. A
more comprehensive agreement including issues such as 911 change over, legal research into
powers / authority under the agreement, liability and other issues would have to be agreed to by
our legal staff and ultimately approved by Dublin City ~uncil prior to implementation.
Secondly, the timeliness of hiring new officers could impact how quickly we begin providing
services. At times we are delayed in our hiring process due to shortage of qualified candidates
or other administrative reasons. Hypothetically, if we were able to work out the terms of an
agreement by the end of 2003 we should be able to select and train two new officers near the
fall of 2004.
Summary:
In conclusion, I would like to thank Washington Township for the opportunity to present this
proposal. We certainly have enjoyed a good working partnership with your fire department for
many years and I believe the residents of Dublin have benefited greatly. It is my belief that the
implementation of this proposal would be another opportunity for us to improve the level of
local government services we both offer.
We would be willing to provide any additional information needed to assist you in making this
decision as well as presenting this to your Board of Trustees.

Dear Chief:
The Washington Township Trustees met today and directed me to convey to you their interests
and intent to proceed with the development and negotiation ofa contract with the City of Dublin
for law enforcement services in the unincorporated areas of Washington Township during fiscal
year 2004.
It is my understanding that, due to the time necessary to recruit and hire qualified personnel, the
City of Dublin may not be in a position to offer services for the entire year. Nevertheless, the
trustees feel that partnering with the city for such services is a worthy goal. Thus, you have our
support in including in the Police Division budget for next year the funds for the provision of
such services.
Our contract with the sheriff expires December 31. The contract contains a provision requiring a
90-day notice of cancellation. At this time, I would anticipate that the same provision would
apply to any agreement we sign with the sheriff for 2004. It may be easier to enter into such a
deal and subsequently cancel than to try to go on a month-to-month contract. At any rate, this is
something the township will need to research as we consider a proposal for continuing services
with the sheriff in the interim.
As you know, the township's unincorporated areas continue to shrink, even as the incorporated
areas of the township continue to grow. The trustees are looking to leverage the township's
remaining police levies in the best possible way while still providing for some level of law
enforcement protection. We appreciate the opportunity to work with you. Please call me at any
