A RESOLUTION ACCEPTING THE LOWEST AND
BEST BID FOR THE PERIMETER DRIVE/
COMMERCE PARKWAY ROUNDABOUT PROJECT
WHEREAS, formal advertising and competitive bidding procedures have been
conducted pursuant to Section 8.04 of the Dublin Charter and Chapter 37 of the
Dublin Code for the Perimeter Drive /Commerce Parkway Roundabout project; and
WHEREAS, Council has determined that the bid submitted by Double Z
Construction in the amount of $1,113,834.60 constitutes the lowest and best bid; and
WHEREAS, Council has determined that there may be a legitimate need to declare
the relocation of the utilities in connection with the above - referenced project as a
"single source" procurement, for reason that the company owning the utilities in
question has the exclusive rights to relocate such utilities.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
of its elected members concurring, that:
Section 1. The bid submitted by Double Z Construction in the total amount of
$1,113,834.60 is hereby accepted.
Section 2 . The City Manager is hereby authorized to enter into contracts with
Double Z Construction for performance and completion of the Perimeter Drive/
Commerce Parkway Roundabout project pursuant to the Advertisement, Proposal and
Contract Documents for said project on file in the office of the City Engineer.
Section 3. This Resolution shall take effect and be in force immediately upon
passage in accordance with Section 4.04(a) of the Revised Charter.

Roundabout Project
Background
On April 5, 2011 eight (8) bids were received, publicly opened and read for the Perimeter Drive/
Commerce Parkway Roundabout project, which involves the construction of a modern roundabout
consisting of asphalt pavement, truck apron with brick pavers, sidewalk, asphalt shared -use path,
storm sewers, street lights and dry -laid stone walls.
The Engineer's estimate was $1,300,000. The 2011 budgeted funds for construction of this project
are $1,500,000. Double Z Construction submitted the lowest and best bid of $1,113,834.60. Staff
has reviewed all bids and a summary of the bids is listed below.

For Council reference and review, a reduced set of project construction drawings has been placed in
the Council Planning Room.
Staff has thoroughly reviewed the Double Z Construction bid. Previous experience with Double Z
Construction with the Dublin Methodist Hospital Ingress Lane project (2007) was favorable.
Staff anticipates the construction to commence in May. The contractor will be permitted to work
during the Memorial Tournament and the Dublin Irish Festival. Access shall be maintained at all
times to the Dublin Justice Center and Delta Energy through a temporary access drive connected to
Perimeter Drive. In August or September, for approximately 30 days (dependent upon the schedule),

Perimeter Drive traffic east of Venture Drive will be restricted to one -way, east bound only.
Vehicles traveling on Emerald Parkway to Perimeter Drive will be detoured to Shier -Rings Road and
Avery Road. Notification of this detour will be communicated at least two weeks in advance and
direct communication will occur with businesses adjacent to the project. The projected completion
date for the project is September 30, 2011.
Recommendation
Staff recommends approval of Resolution 20 -11, accepting the bid of Double Z Construction in the
amount of $1,113,834.60 and authorizing the City Manager to enter into a contract with Double Z
Construction for this project.
