A RESOLUTION ACCEPTING THE
LOWEST AND BEST BID FOR THE 2011
SIDEWALK MAINTENANCE PROGRAM
WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Revised Charter and Chapter 37 of the
Dublin Code for the 2011 Sidewalk Maintenance Program; and
WHEREAS, Council has determined that the bid submitted by P.J. Martin & Sons
General Contracting, Inc. constitutes the lowest and best bid; and
WHEREAS, Council has determined that there may be a legitimate need to declare
the relocation of the utilities in connection with the above- referenced project as a
"single source" procurement, for reason that the company owning the utilities in
question has the exclusive rights to relocate such utilities.
NOW THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,

of its elected members concurring, that:
Section 1. The bid submitted by P.J. Martin & Sons General Contracting, Inc. in the
total amount of $120,868.09 is hereby accepted.
Section 2 . The City Manager is hereby authorized to enter into contracts with P.J.
Martin & Sons General Contracting, Inc. for performance and completion of the 2011
Sidewalk Maintenance Program, pursuant to the Advertisement, Proposal and Contract
Documents for said project on file in the office of the City Engineer.
Section 3. This Resolution shall take effect and be in force immediately upon
passage in accordance with Section 4.04(a) of the Revised Charter.

Re: Resolution No. 19 -11— Bid for 2011 Sidewalk Maintenance Program
Background
On April 5, 2011 four (4) bids were received, publicly opened and read for the 2011 Sidewalk
Maintenance Program. The 2011 Sidewalk Maintenance Program will include sidewalk repairs
in the following subdivisions: Belvedere Green, Shannon Glen, Bristol Commons, Dublinshire,
Waterford Village, and Llewellyn Farms.
The Engineer's estimate for the project was $125,000. The 2011 budgeted funds for construction
of this project are $125,000. P. J. Martin & Sons General Contracting, hic. (P. J. Martin)
submitted the lowest and best bid of $120,868.09. Staff has reviewed all bids and a summary of
the bids is listed below.

For Council reference and review, the contract documents have been placed in the Council
Planning Room.
The City has no previous experience with P. J. Martin, therefore, staff has contacted and
thoroughly reviewed their references. The references provided favorable feedback on P. J.
Martin's concrete work and performance capabilities.
As in the past, the majority of the sidewalk repair locations are caused by tree roots heaving the
sidewalks. As part of the repair process, these roots will be pruned and removed. A few trees
that will have larger roots removed in the sidewalk repair process will also have their canopies
thinned and trimmed by forestry staff from the Parks Division. Engineering works closely with
the forestry staff on the sidewalk repair process to ensure impact to trees will be minimized.

Recommendation
Staff recommends approval of Resolution No. 19 -11, accepting P.J. Martin's bid in the amount
of $120,868.09 and authorizing the City Manager to enter into a contract with P.J. Martin for this
project.
