A RESOLUTION AUTHORIZING THE CITY MANAGER TO SUBMIT AN
APPLICATION TO THE DISTRICT 3 INTEGRATING COMMITTEE OF THE
OIDO PUBLIC WORKS COMMISSION AND TO ENTER INTO AGREEMENT
WITH THE OHIO PUBLIC WORKS COMMISSION FOR THE PURPOSE OF
ACQUIRING GRANT FUNDS THROUGH THE STATE CAPITAL IMPROVEMENT
PROGRAM/LOCAL TRANSPORTATION IMPROVEMENT PROGRAM FOR THE
DUBLIN ROAD/BRAND ROAD INTERSECTION IMPROVEMENT PROJECT
WHEREAS, pursuant to Article VIII, Section 2k of the Ohio Constitution, the State of Ohio
is authorized to issue bonds and other obligations of the state for the purpose of financing
public infrastructure capital improvements of political subdivisions as designated by law; and
WHEREAS, pursuant to Section 164.06 of the Ohio Revised Code, the District Three Public
Works Integrating Committee has been created to accept, evaluate, and recommend
applications for state financing of capital infrastructure improvement projects of political
subdivisions in Franklin County; and
WHEREAS, pursuant to Section 164.05 of the Ohio Revised Code, the Ohio Public Works
Commission has been created to accept and approve applications for state financing of capital
infrastructure improvement projects of political subdivisions in Franklin County; and
WHEREAS, the City of Dublin has conducted a capital inventory and needs assessment and
has determined that it is necessary to submit applications for financial assistance for capital
infrastructure improvement projects; and
WHEREAS, the City of Dublin wishes to apply to the District 3 Integrating Committee of the
Ohio Public Works Commission for Round 18 State Capital Improvements Program (SCIP)
and/or Local Transportation Improvement Program (L TIP) Grant Funds is for the Dublin
Road/Brand Road Intersection Improvement Project.
WHEREAS, the City of Dublin has adopted the Capital Improvements Program for 2004-
2008, and has included the Dublin RoadlBrand Road Intersection Improvement Project in the
five year program.
NOW, THERFORE, BE IT RESOLVED, by the Council, ofthe City of Dublin, of the State
of Ohio, 7 of the elected members concurring that:
Section 1: The City Manager is hereby authorized and directed to apply to the District Three
Public Works Integrating Committee and the Ohio Public Works Commission for financial
assistance for the following capital infrastructure improvement project:
DUBLIN ROAD/BRAND ROAD INTERSECTION IMPROVEMENTS PROJECT
~ Section 2: The City Manager is further authorized and directed to enter into any agreements as
may be necessary and appropriate for obtaining this financial assistance in conjunction with
the recommendations of the City Engineer, and approved as to form by the City Law Director,
in accordance with all authority granted to and limitations upon by the City Director of
Finance.
Section 3: This Resolution is for the preservation 0 f public health, safety and welfare and
shall take effect and be in full force from the earliest time permitted by law.

Dublin Road/Brand Road Intersection Improvement Project
Ohio Public Works Commission Round 18 Grant Application
SUMMARY:
The District Three Public Works Integrating Committee of the Ohio Public Works Commission
(OPWC) has available grants and/or loans for infrastructure improvements through the State
Capital Improvements Program (SCIP) and/or the Local Transportation Improvement Program
(LTIP). Pursuant to Council's concurrence on July 21,2003 to submit the Dublin Road/Brand
Road Intersection Improvement Project as the City's OPWC Round 18 grant application, staff
is preparing the necessary documentation to complete the required application.
The two funding sources available through this grant application are L TIP and SCIP. LTIP
funds are available through the federal government via the federal gas tax paid on every gallon
of gas bought through retail gas stations. This money becomes available July 1, 2004 and is
distributed through grants only. No local match is required under this funding alternative. The
total project cost is approximately $707,000, which includes final design, bidding, construction
inspection services, construction, right-of-way acquisition, and contingencies. In order to
secure the best possible scoring, staff is requesting approximately $388,000, or 54.9% of total
project cost in grant money under this funding mechanism. SCIP funds are supported by the
sale of state bonds. This money is also available July 1, 2004 and is distributed in the form of
grants and loans. A 10% local match is required for under the SCIP scenario. In order for this
project to receive the most benefit under this alternative, staff is requesting approximately
$158,400 in grant money and $477,900 in loan money, for a total of 90% of total project cost.
The loan is a 0% interest loan for 10-years.
RECOMMENDATION:
Staff is requesting Council Approval of Resolution 31-03 authorizing and directing the City
Manager to apply to District 3 Public Works Integrating Committee and the Ohio Public Works
Commission for financial assistance for the Dublin Road/Brand Road Intersection
Improvement Project. Further, Resolution 31-03 will authorize and direct the City Manager to
enter into any agreements as may be necessary and appropriate for obtaining this financial
assistance should the grant receive favorable consideration.
