HomeMy WebLinkAbout17-03 Resolution RECORD OF RESOLUTIONS Daylon legal Blank Co., Form No. 30045 . 17-03 Resolutwn No. HHHHHHHH Passed H .........., YE.....R A Resolution Designating The City Manager As The City's Authorized Agent To Apply For And Accept A Grant From The Public Assistance Grant Program Under The Federal Emergency Management Program (FEMA), WHEREAS, Franklin County, Ohio, was among those counties declared a federal disaster area following record snowfalls from February 14 through February 17,2003; and WHEREAS, that declaration results in eligibility for local governments within those counties to apply for federal and state financial assistance for extraordinary costs associated with snow and ice removal incurred during that time period; and WHEREAS, the City of Dublin desires public assistance from the Federal Emergency Management Agency (FEMA) through the Ohio Emergency Management Agency (OEMA) to reimburse a portion of these extraordinary costs; NOW, THERE lORE, BE IT RESOLVED by the council of the City of Dublin, State of Ohitf Members of the elected officials concurring that: Section 1. The City of Dublin approves filing an application for the Public Assistance Grant Program from the Federal Emergency Management Agency through the Ohio Emergency Management Agency. Section 2. The City Manager is hereby designated as the City's Authorized Agent to file an application for the Public Assistance Grant Program with the Ohio Emergency Management Agency and to provide all information and documentation required to become eligible for funding under this program. Section 3. This resolution shall be effective upon passage in accordance with section 4,04(a) of the Revised Charter. ~ . day of ,2003. Hoyle, Director of Fiscal Administration ~ i(\\~ Re: Resolution No. 17-03, Designating the City Manager as the City's Authorized Agent to apply for and accept a grant from the Federal Emergency Management Agency for snow and ice removal. SUMMARY: Resolution No, 17-03 designates the City Manager as the City's Authorized Agent to apply for and accept a grant if awarded from the Public Assistance Program of the Federal Emergency Management Agency. Because Franklin County was among those Ohio counties declared a federal disaster area due to record snowfall, the City is eligible to request funds under this program, This grant, if successful, will provide reimbursement for up to 75% of the City's extraordinary costs associated with snow and ice removal during the snowstorms that occurred from February 14-17, 2003, The City is required to notify the Ohio Emergency Management Agency (EMA) of our intent to apply for assistance within 30 days of the disaster declaration, or by April 13, 2003, in this case. At that time, we will be contacted by a field officer of the Ohio EMA to determine for which of the City's costs we will be authorized to apply, After that determination is made, the City will have sixty days to complete the application process. Each jurisdiction may request reimbursement for a 48-hour period of its choice during the designated snow emergency. Our initial estimate of our costs for snow and ice removal on Sunday, February 16 and Monday, February 17 totals approximately $40,000, making our possible grant approximately $30,000. RECOMMENDATION: We recommend passage of Resolution 17-03.
