'" Passed ............ .... ....., YEAR A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO AGREEMENT WITH THE UNION COUNTY ENGINEER FOR THE PURPOSE OF IMPROVING THE POST ROAD/INDUSTRIAL PARKWAY/EITERMAN ROAD INTERSECTION WHEREAS, the Union County Engineer has requested cooperation from the City of Dublin in solving a mutual traffic concern which exists at the Post Road/Industrial Parkway/Eiterman Road intersection; and WHEREAS, an Intersection Operation Improvement Study of the Post Road/Industrial Parkway/Eiterman Road intersection prepared for the Ohio Department of Transportation recommended improvements to increase the intersection level of service, decrease vehicular congestion and delay, and enhance motorist safety; and WHEREAS, mutual cooperation between the City of Dublin and Union County may result in the Ohio Department of Transportation accelerating the programming of recommended improvements at the intersection. NOW, THEREFO&, BE IT RESOLVED by the Council of the City of Dublin of the State of Ohio, _ of the elected members concurring that: Section 1: The City Manager is hereby authorized to enter into an agreement with the Union County Engineer for the purpose of improving the Post Road/Industrial Parkway/Eiterman Road intersection; Section 2: The City Manager is further authorized and directed to enter into any agreements as may be necessary and appropriate for obtaining financial assistance for the improvement from either the Ohio Department of Transportation or the Ohio Department of Development. Section 3: This Resolution is for the preservation of public health, safety and welfare and shall take effect and be in full force from the earliest time permitted by law. . ,2003. Re: Post Road/Industrial Parkway/Eiterman Road Intersection Improvement Request for City of Dublin Cooperation Summary: The Union County Engineer, Steve Stolte, P.E., P.S., has requested cooperation from the City of Dublin in solving a mutual traffic concern existing at the Post Road/Industrial Parkway/Eiterman Road intersection. Currently, all adjoining roads to this signalized intersection are two-lane with no designated left-turn lanes. Additionally, the signal is not interconnected with those signals on Post Road at the U.S. 33 interchange. Regarding jurisdictions of the adjoining roads, Post Road is State Route 161 under the responsibility ofODOT, Eiterman Road is within the City of Dublin corporate limits and Industrial Parkway is Union County Road 1. In 2000, ODOT funded an Intersection Operation Improvement Study to analyze the intersection and determine if the intersection warrants signalization, and to recommend improvements to the traffic signal and traffic control devices within 1000 feet of in each direction of the intersection. The completed study dated August 2000 concluded the intersection warrants signalization, exclusive left-turn lanes should be constructed on all approaches, the signal timing should be improved, and the length of taper on the westbound approach should be increased from one lane to two to reduce the risk of rear-end collisions (see attached exhibit). The estimated cost of the improvements is approximately $600,000. Certainly ODOT recognizes the need for the improvements, however the project has not yet been programmed for implementation. ODOT has indicated the project programming may occur sooner based on local commitments and is willing to allow Union County to lead the project from design through construction. Additionally, the Union County Engineer has had several discussions with representatives of the Ohio Department of Development (ODOD) regarding the availability of funds for a portion of the improvements and preliminary indications are $150,000 may be available. Union County has committed $50,000 toward construction, with ODOT expected to fund the remaining $400,000. The Union County Engineer is requesting the City of Dublin provide all the necessary professional services up to and including the preparation of the detailed construction plans and specifications for the project, estimated to be approximately $75,000. Also, construction inspection assistance by the City of Dublin during the construction is being requested. Once the City of Dublin has indicated their commitment to the project, the Union County Engineer and the Dublin City Engineer will approach Memo to Members of Dublin City Council Post Road/Industrial Parkway/Eiterman Road Request for City of Dublin Cooperation April 3, 2003 Page 2 ODOT regarding the project programming. Thereafter, coordination with ODOD will commence and the City can proceed with securing the engineering services necessary to design the improvement. Recommendation: Staff is requesting Council approval of Resolution 15-03 authorizing the City Manager to enter into an agreement with the Union County Engineer for the purpose of improving the Post Road/Industrial Parkway/Eiterman Road intersection. Further, Resolution 15-03 will authorize and direct the City Manager to enter into any agreements as may be necessary and appropriate for obtaining financial assistance for the improvement from either ODOT or ODOD.
