Form No 3000.5 Resolution No. 15 -11 Passed 20 A RESOLUTION ACCEPTING THE LOWESTBEST BID FOR THE 2011 PAVEMENT MARKING SERVICES PROJECT WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Revised Charter and Chapter 37 of the Dublin Code, for the 2011 Pavement Marking Services project; and WHEREAS, Council has determined that the bid submitted by Griffin Pavement Striping, Inc. constitutes the lowest and best bid. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, of its elected members concurring, that: Section 1. The bid submitted by Griffin Pavement Striping, Inc. in the total amount of $113,930.30 is hereby accepted. Section 2 . The City Manager is hereby authorized to enter into contracts with Griffin Pavement Striping, Inc. for performance and completion of the 2011 Pavement Marking Services project, pursuant to the Advertisement, Proposal and Contract Documents for said project on file in the office of the City Engineer. Section 3. This Resolution shall take effect and be in force immediately upon passage in accordance with Section 4.04(a) of the Revised Charter. Passed this /(: f4 day of 2011. Hammersmith, P.E., Director of Engineering/City Engineer Background Re: Resolution 15 -11 - 2011 Pavement Marking Services Bid Acceptance On Tuesday, March 29, 2011 two (2) bids were received, publicly opened and read for the 2011 Pavement Marking Services project. Staff has reviewed all bids. The Engineer's estimate was $115,000. Griffin Pavement Striping, Inc. submitted the lowest and best bid of $113,930.30. A summary of the bids is listed below. The 2011 Operating Budget included an allocation of $100,000 for this project. As a result of price increases in thermoplastic and paint products over the past several months, the engineer's estimate was increased to $115,000. It is anticipated that the additional funds of $13,930.30 beyond those allocated for this project will be available from other accounts (i.e. Repair and Maintenance). An internal amendment will be processed as required. This contract is to perform the annual long-line pavement marking maintenance program. This work maintains pavement markings such as lane lines and centerlines. This is a one -year contract with an optional renewal period for two additional years. Extension of the contract will be based on the satisfaction of the City Engineer with the service provided by the contractor. Staff has thoroughly reviewed the Griffin Pavement Striping, Inc. bid. Previous experience with Griffin Pavement Striping has been favorable, including the following projects: 2010 Pavement Striping project; 2009 Street Maintenance Program; Avery Road Widening; Avery- Muirfield/Post Road Roundabout; and Emerald Parkway /Innovation Drive Intersection Improvements. Recommendation Staff recommends approval of Resolution 15 -11, accepting the bid of Griffin Pavement Striping, Inc. in the amount of $113,930.30 and authorizing the City Manager to enter into a contract with Griffin Pavement Striping, Inc. for this project.
