A RESOLUTION AUTHORIZING THE CITY MANAGER
TO ENTER INTO AGREEMENT WITH THE OHIO
DEP ARTMENT OF TRANSPORTATION FOR THE
PURPOSE OF INSTALLING A CABLE BARRIER IN THE
MEDIAN ON PORTIONS OF 1-270 WITHIN THE
CORPORATION LIMITS OF THE CITY OF DUBLIN
WHEREAS, the Ohio Department of Transportation (ODOT) has identified the need
for and has requested cooperation from the City of Dublin (City) for the installation of a
cable barrier in the median on portions ofI-270. The project limits extend through the
corporate limits of the City on 1-270 from 0.15 miles north of Trabue Road to SR 161;
and
WHEREAS, the City hereby agrees to cooperate with the ODOT Director of
Transportation in the planning, design and construction of the identified highway
improvement project and grants consent to ODOT for its development and construction
of the project in accordance with plans, specifications and estimates as approved by the
Director; and
WHEREAS, ODOT shall assume and bear one hundred percent (100%) of the
necessary costs of the State's highway improvement project; and
WHEREAS, the City agrees to assume and bear one hundred percent (100%) of the
total cost of those features requested by the City, which are not necessary for the
improvement, as determined by the State and Federal Highway Administration; and
WHEREAS, the City agrees that all right-of-way required for the described project will
be acquired and/or made available in accordance with current State and Federal
regulations. The City also understands that right-of-way costs include eligible utility
costs. The City agrees that all utility accommodation, relocation and reimbursement
will comply with the current provisions of 23 CFR 645 and the ODOT Utilities Manual;
and
WHEREAS, upon completion of the project, and unless otherwise agreed, the City
shall: (1) provide ample financial resources, as necessary, for the maintenance of the
right-of-way, keeping it free of obstructions, and (2) hold said right-of-way inviolate for
public highway purposes; and
WHEREAS, upon completion of the project, and unless otherwise agreed, ODOT shall:
(1) provide adequate maintenance for the project in accordance with all applicable state
and federal law, including, but not limited to Title 23, U.S.C., Section 116; and
WHEREAS, the Community Plan promotes working cooperatively with surrounding
jurisdictions to promote regional transportation planning and programming;
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin of
the State of Ohio, 2-- of the elected members concurring that:
Section 1. The City Manager be, and hereby is, authorized to enter into an
agreement with the ODOT for the purpose of installing a cable barrier in the median on
portions ofI-270.
Section 2. The City Manager is further authorized and directed to request
appropriation of funds for any features requested by the City in connection with the
installation of cable barriers within the corporate limits of the City of Dublin, which are
not necessary for the improvement, as determined by the State and Federal Highway

Administration, and for funds necessary for ongoing maintenance of the right-of-way,
keeping it free of obstructions.
Section 3. That this Resolution is effective upon passage in accordance with
Section 4.04(a) of the Revised Charter.

Summary:
The Ohio Department of Transportation (ODOT) has identified the need for the installation of
tensioned cable guardrail (cable barrier) in the median on portions of 1-270. The project limits on
1-270 extend north from 0.15 miles north of Trabue Road to the concrete median barrier, which begins
near the SR 161 eastbound ramp (approximately 7 miles). Several crossover accidents have occurred
over the entire length of the project on 1-270 and ODOT is trying to be proactive in preventing future
crossover accidents, thus improving motorist safety. ODOT has requested cooperation from the City
of Dublin to advance the completion ofthis project in 2004.
The proposed tensioned cable guardrail consists of three strands of tension cable installed in socketed
posts (see attached photographs). The proposed tensioned cable guardrail will be located on one side
of the 32-foot grass median (see attached photographs), approximately two-foot from the edge of the
14- foot paved shoulder. The proposed location within the median is as follows: on the northbound
side of 1-270 from 1 mile south of Roberts Road to the first railroad overpass, then shifts to the
southbound side of 1-270 to Hayden Run Road, and then shifts back to the northbound side from
Hayden Run Road to SR 161. Thus, the portion located within the City of Dublin will all be along the
northbound side ofI-270. All existing crossovers located within the median shall be maintained.
All costs associated with this ODOT led highway improvement project will be paid for one hundred
percent (100%) by ODOT. This includes maintenance responsibilities. Any features requested by the
City, which are necessary for the improvements, as determined by the State and Federal Highway
Administration, will be paid for one hundred percent (100%) by the City of Dublin. Staff is not
anticipating the City will request any added features.
Recommendation:
Staff recognizes that while the tensioned cable guardrail does not especially enhance the aesthetics of
1-270, it does provide an added measure of safety to vehicular traffic traveling on 1-270. Staff
recommends Council's approval of Resolution 00-03 authorizing the City Manager to enter into an
agreement with the Ohio Department of Transportation for the installation of a cable barrier in the
median on portions ofI-270 located within the City of Dublin.

The following is an Ordinance enacted by the City of Dublin, Franklin County, Ohio, hereinafter
referred to as the Local Public Agency (LPA), in the matter of the stated described project.
SECTION I - Project Description
WHEREAS, the STATE has identified the need for the described project:
This project proposes to install cable barrier in the median on portions ofSR315 and IR270. Project
limits extend through the corporate limits ofthe City of Dublin on IR270 from 0.15 miles north of
Trabue Road to SR161 eastbound.
NOW THEREFORE, be it ordained by the City of Dublin, Ohio.
SECTION II - Consent Statement
Being in the public interest, the LP A gives consent to the Director of Transportation to complete the
above described project.
SECTION III - Cooperation Statement
The LP A shall cooperate with the Director of Transportation in the above described project as
follows:
The City hereby agrees to cooperate with the Director of Transportation ofthe State of Ohio
in the planning, design and construction of the identified highway improvement project and
grants consent to the Ohio Department of Transportation for its development and
construction of the project in accordance with plans, specifications and estimates as approved
by the Director;
The Ohio Department of Transportation shall assume and bear one hundred percent of the
necessary costs of the State's highway improvement project;
The City agrees to assume and bear one hundred percent (100%) of the total cost of those
features requested by the City which are not necessary for the improvement as determined
by the State and Federal Highway Administration.

SECTION IV - Utilities and Right-of-Way Statement
The LP A agrees that all right -of-way required for the described project will be acquired and/or made
available in accordance with current State and Federal regulations. The LP A also understands that
right-of-way costs include eligible utility costs.
The LP A agrees that all utility accommodation, relocation and reimbursement will comply with the

SECTION V - Maintenance
Upon completion of the project, and unless otherwise agreed, the LPA shall: (1) provide adequate
maintenance for the project in accordance with all applicable state and federal law, including, but

the maintenance of the project; (3) maintain the right-of-way, keeping it free of obstructions, and (4)
hold said right-of-way inviolate for public highway purposes.
SECTION VI - Authority to Sign
The City Manager of said City is hereby empowered on behalf of the City of Dublin to enter into
contracts with the Director of Transportation necessary to complete the above described project.

This Ordinance is hereby declared to be an emergency measure to expedite the highway project(s)
and to promote highway safety. Following appropriate legislative action, it shall take effect and be
in force immediately upon its passage and approval, otherwise it shall take effect and be in force
from and after the earliest period allowed by law.
