A RESOLUTION AUTHORIZING THE CITY MANAGER
TO EXTEND AN AGREEMENT WITH THE SOLID WASTE
AUTHORITY OF CENTRAL OHIO (SW ACO) FOR THE
AUTOMATED REFUSE AND RECYCLING COLLECTION
PILOT PROGRAM
WHEREAS, the City of Dublin desires to continue employing innovative techniques to
achieve higher rates of waste diversion pursuant to the State of Ohio, Central Ohio and its
own goals; and
WHEREAS, the City of Dublin agrees to continue a cooperative relationship with the
Solid Waste Authority of Central Ohio by extending an existing agreement an additional
twelve months; and
WHEREAS, the continuation of services provided by the Solid Waste Authority of
Central Ohio for the pilot program will supply information needed to enable the City of
Dublin to evaluate the feasibility of providing such a collection system to all single and
some multi-family households jointly in the City; and
WHEREAS, the City of Dublin has a desire to be innovative and proactive in the area of
solid waste management; and
WHEREAS, the City of Dublin desires to recognize its residents in the said pilot areas
for their participation and feedback and for partnering successfully with the City of
Dublin,
NOW, THEREFORE, BE IT RESOLVED by the Council ofthe City of Dublin, State
of Ohio, .!1- members concurring, that:
Section 1. The Solid Waste Authority is hereby authorized to continue their services to
the City of Dublin for an additional twelve months.
Section 2. The City Manager is hereby authorized to execute any necessary documents
with the Solid Waste Authority of Central Ohio for the provision of the pilot program.
Section 3. This Resolution shall take effect and be in force on the earliest date
permitted by law.

City staff is pleased to report the extension of an agreement with the Solid Waste Authority of
Central Ohio to provide consultant services for evaluation of a second year's data for the City's
automated collection pilot program. SW ACO will provide the dual collection, split-bodied,
single-pass automated vehicle as a backup truck, whereas previously SW ACO was not
considering a partnership with Rumpke and the City of Dublin in year two of the pilot program.
The City of Dublin is thankful for SW ACO's continued partnership and financial commitments
regarding the automated program, which allows the City of Dublin to continue being innovative
and proactive in the area of solid waste management.
The second year of the pilot program will utilize a front load "box" type automated truck
supplied by Rumpke, which will operate in the pilot area south of Brand Road and along Brand
Road. The north area residents will not experience a change in the type of truck servicing their
area. Preliminary results have been tabulated for fifty-seven percent of the residents in the pilot
p , area. Seventy-two percent of the fifty-seven percent polled responded to the survey; eighty-two
."-.," percent are in favor of continuing with automated collection. A seventy-two percent is a
phenomenal response rate for any survey, and the City of Dublin desires to recognize the
residents for their outstanding response.
One concern conveyed by some residents in the south area, which is serviced by the dual-
compartment SW ACO truck, is that their recycling is being collected as refuse. Although the
truck is designed tor eceive refuse and recycling from t he sa me collection p oint, a divider is
switched over inside the truck. Some residents are not aware of that design.
A detailed report regarding year one of the pilot program will follow in the latter part of January.
Recommendation
Staff recommends passage of Resolution 47-03.
