A RESOLUTION IN SUPPORT OF ISSUE 7, FUNDING THE EXPANSION
OF PUBLIC TRANSPORTATION SERVICES PROVIDED BY THE
CENTRAL OHIO TRANSIT AUTHORITY (COTA)
WHEREAS, the Central Ohio Transit Authority (COTA) is the organization charged
with administering and managing public transportation in the Central Ohio area; and
WHEREAS, the Long Range Transit Plan adopted by COTA has four major
components: expansion of fixed-route bus service; increased service for persons with
disabilities; introduction of technologies to make transit more convenient and user-
friendly; and planning for future transit investments, including transit centers, park &
rides, acquisition of rights-of-way in strategic corridors and other transit initiatives; and
WHEREAS, COT A operates 234 buses across routes of 500 square miles, resulting in
14.6 million rides last year alone, including 3,000 rides each week for persons with
disabilities; and
WHEREAS, the region's economy is bolstered by the vital transportation services
COT A provides for workers and a need has been identified for more bus service to the
suburbs and to accommodate second and third shift workers; and
WHEREAS, public transportation connects people with jobs and plays a vital role in
attracting new business to communities; and Dublin employers concur with the need
for improved public transportation for their workers; and
WHEREAS, the COT A buses use an environmentally friendly bio-diesel fuel blend,
thereby reducing greenhouse gases and improving air quality for all Central Ohio
citizens; and
WHEREAS, Section 5739.023 of the Ohio Revised Code authorizes a regional transit
authority to levy a tax upon certain retail sales within the territory of the transit authority
for the purpose of providing general revenues for the transit authority; Issue 7, a ten-
year sales and use tax is proposed on the November 7,2006 ballot and if approved,
will provide funding for COTA from April 1 ,2007 through March 31,2017.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State of
Ohio, 7 of the elected members concurring that:
Section 1. Dublin City Council hereby supports the Central Ohio Transit Authority
and its endeavor to expand bus service in Central Ohio.
Section 2. Dublin City Council encourages citizens to vote YES on Issue 7 on
November 7,2006.
Section 3. This Resolution is effective upon passage in accordance with Section
4.04(a) of the Revised Charter.

Discussion
Issue 7 requests funding for the expansion of public transportation services provided by the
Central Ohio Transit Authority (COT A) through a ten-year 0.25% retail sales tax. This issue
will provide for additional bus service including new routes to outlying communities and
extended hours to accommodate transportation needs of second and third shift workers. This
issue will appear before central Ohio voters at the November 7,2006 election.
COT A provides vital public transportation service to Dublin and the metropolitan area residents
through 200+ buses connecting across central Ohio. The expansion of service will provide a
valuable link to assist employers, such as Dublin Methodist Hospital, in bringing a qualified
workforce into Dublin. Further, expansion will provide residents choices for reaching
destinations throughout central Ohio and continue to provide persons with disabilities access to
reliable transportation.
Recognizing the positive social, environmental and economic impacts of expanded service, staff
recommends supporting Issue 7.
Recommendation
Staff recommends approval of resolution 75-06.
