A RESOLUTION AUTHORIZING THE CITY MANAGER TO
ENTER INTO AGREEMENT WITH THE OHIO
DEPARTMENT OF TRANSPORTATION FOR THE
PURPOSES OF MILLING AND PLACING ASPHALT,
PERFORMING PARTIAL DEPTH PAVEMENT REPAIRS;
AND INSTALLATION OF PAVEMENT MARKINGS, RAISED
",",- PAVEMENT MARKERS, AND LOOP DETECTORS ON
PORTIONS OF STATE ROUTE 745 WITHIN THE
CORPORATION LIMITS OF THE CITY OF DUBLIN, OHIO.
WHEREAS, the Ohio Department of Transportation (ODOT District 6) has
identified the need for the following project: to mill and resurface pavement with
asphaltic concrete; perform partial depth pavement repairs; and replace
pavement markings, raised pavement markers, and loop detectors; and
WHEREAS, the project limits extend on S.R.745 (North High Street/Dublin Road)
from 0.04 miles north of US33/SR161 to Chaddington Drive; resuming on
S.R.745 from Limerick Lane to River Forest Road; resuming on S.R.745 from
0.08 miles north of River Forest Road and extending through the corporate limits
of the City of Dublin, ending at the junction of U.S.42/S.R.257; and
WHEREAS, the ODOT Director of Transportation further desires the cooperation
of the City of Dublin (City) in said project.
NOW, THEREF~RE, BE IT RESOLVED by the Council of the City of Dublin,
State of Ohio, of the elected members concurring, that:
Section 1. The City Manager be, and hereby is, authorized to enter into an
agreement with ODOT for purposes of filling and resurfacing; performing partial
and full-depth pavement repairs; installation of pavement markings, raised
pavement markers and loop detectors on portions of S.R. 745 within the
corporation limits of Dublin.
Section 2. The City hereby agrees to cooperate with ODOT in said project as
follows:
(a) Prior to the construction commencement date of the above-referenced
project, the City shall install and/or repair all curb ramps which are necessary to
ensure compliance with the Americans with Disabilities Act and the City agrees to
assume and bear one hundred percent (100%) of the cost of such installation
and/or repair of curb ramps.
(b) Per ODOT District 6 policy for Urban Paving Projects, the City will contribute
twenty percent (20%) of the total costs of the surface treatment for the portion of
the roadway project within its corporate limits; and
(c) The City will assume and bear one hundred percent (100%) of the cost of
curbs, gutters, utility relocations, partial and full-depth pavement repairs and
. - other non-surface related items.
(d) The City agrees to assume and bear one hundred percent (100%) of the
total cost of those features requested by the City which are not necessary for the
improvement as determined by the State and Federal Highway Administration.
Section 3. All right-of-way required for the described project will be acquired
and/or made available in accordance with current State and Federal regulations.
The City also understands that right-of-way costs include eligible utility costs.

The City agrees that all utility accommodation, relocation and reimbursement will
comply with the current provisions of 23 CFR 645 and the ODOT Utilities Manual.
Section 4. Upon completion of the project, and unless otherwise agreed, the
City shall:
(a) Provide adequate maintenance for the project in accordance with all
applicable state and federal law, including, but not limited to, Title 23, U.S.C.,
Section 116;
(b) Provide ample financial resources, as necessary, for the maintenance of the
project;
(c) Maintain the right-of-way, keeping it free of obstructions; and
(d) Hold said right-of-way inviolate for public highway purposes.
Section 5. The City Manager is further authorized and directed to request
appropriation of funds for any features requested by the City in connection with
the performance of pavement repair work within the corporate limits of the City of
Dublin which are not necessary for the improvement, as determined by the
ODOT and Federal Highway Administration.
Section 6. This Resolution is effective upon passage, in accordance with
Section 4.04 (a) of the Dublin Revised Charter.

Dear Mr. Hammersmith:
The Ohio Department of Transportation intends to resurface a portion ofSR 745 within the corporate
limits of the City of Dublin as part of its District Six Urban Pavement Program. The scope of work
for the project includes planing and placing asphalt concrete; performing partial depth pavement
repairs; installation of pavement markings, raised pavement markers and loop detectors. Project
limits extend on SR745 (North High Street/Dublin Road) from 0.04 miles north ofUS33/SR161 to
Chaddington Drive; resuming on SR745 from Limerick Lane to River Forest Road; resuming on
SR 745 from 0.08 miles north of River Forest Road and extending through the corporate limits of the
City of Dublin, ending at the junction ofUS42/SR257. This work is tentatively scheduled for State
Fiscal Year 2007, but may change depending upon development of plans and funding limitations.
The District Six policy for Urban Paving Projects requires that the local municipality contribute 20%
ofthe total cost of the surface treatment for the portion of the roadway project within its corporate
limits. Additionally, the local is required to contribute 100% ofthe cost of non-surface related items
such as curbs, gutters, utility relocation expenses, and partiaI- and full-depth pavement repairs. The
preliminary projection for the City of Dublin's contribution for this project is estimated to be
$50,000 at this point (this includes a 10% contingency for construction inspection costs). Note that
this is a preliminary figure and will change. Once final plans are developed and quantity splits are
determined, the City of Dublin will be invoiced for its share of project costs approximately six weeks
before the project's scheduled bid letting.
Enclosed are three copies oflegislation that are to be executed by the City. Please return two signed,
certified copies with the Clerk's seal affixed to the Certificate of Copy. Ifthe City does not have a
seal, include a note verifying this on City letterhead.

Re: Resolution 73-06, Consent Legislation for Resurfacing of S.R. 745
Summary
The Ohio Department of Transportation intends to resurface a portion of S.R. 745 within the corporate
limits of the City of Dublin as part of its District Six Urban Pavement Program in 2007. The scope of
the work for the project includes milling and placing 1.5-inches of asphalt; performing partial depth
pavement repairs; and installation of pavement markings, raised pavement markers and loop detectors.
Project limits extend on S.R. 745 (North High StreetlDublin Road) from 0.04 miles north of U.S.
33/S.R. 161 to Chaddington Drive; resuming on S.R. 745 from Limerick Lane to River Forest Road;
resuming on S.R. 745 from 0.08 miles north of River Forest Road and extending through the corporate
limits of the City of Dublin, ending at the junction of U.S. 42/S.R. 257. This work is scheduled for
summer 2007, but may change depending upon development of plans and funding limitations.
The District Six policy for Urban Paving Projects requires that the local municipality contribute 20% of

Additionally, the municipality is required to contribute 100% of the cost of non-surface related items
such as curbs, gutters, utility relocation expenses, and partial-and-full-depth pavement repairs. The
preliminary projection for the City of Dublin's contribution for this project is estimated to be $100,000
(this includes a 10% contingency for construction inspection costs). Note that this is a preliminary
figure and will likely change. In the 2007-2011 Capital Improvement Program, we have programmed
$150,000 in 2007 for this project. Once final plans are developed and quantity splits are determined, the
City of Dublin will be invoiced for its share of project costs approximately six weeks before the
project's scheduled bid letting.
No work shall begin on this project until after the Memorial Tournament. Existing rumble strips at the
north end ofthe Historic District will be removed with this work and not replaced.
Recommendation
Staff recommends approval of this resolution.
