A RESOLUTION ACCEPTING THE LOWEST AND
BEST BID FOR THE PROCUREMENT OF ROCK
SAL T AND AUTHORIZING THE CITY MANAGER
TO ENTER INTO A CONTRACT FOR SAID
COMMODITY
WHEREAS, after conducting formal advertising and competitive bidding
procedures for rock salt; and
WHEREAS, Council has determined that the bid submitted by Cargill, Inc.
for said commodity, in the amount of $49.39/ton for piled delivery,
constitutes the lowest and best bid.
NOW, THEREFORE ~ RESOLVED by the Council of the City of
Dublin, State of Ohio, of the elected members concurring:
Section 1. That the bid submitted by Cargill, Inc. for the above
referenced commodity, in the amount of $49.39/ton for piled delivery, is
hereby accepted.
Section 2. That the City Manager is hereby authorized to enter into a
contract with Cargill, Inc. for the procurement of said commodity as
specified above and within said bidder's bid proposal on file in the
Department of Finance.
Section 3. That this Resolution shall take effect and be in force at the
earliest date permitted by law.

Re: Rock Salt
Summary:
Attached for your consideration please fmd Resolution No. 69-06 accepting the lowest and best bid for
rock salt and authorizing the City Manager to enter into a contract for the procurement of said
connnodity. Bids were requested based upon an estimated quantity of 8000 tons, which is consistent
with the estimated quantity under the past contract. The following bids were received and opened on
July 20, 2006:
~ North American Salt Company $402,000 $50.25/ton
~ Morton Salt $450,880 $56.36/ton
~ Cargill Deicing Technology $395,120 $49.39/ton
The City of Dublin's contract price for rock salt in 2005 was $47.39/ton for piled delivery, also
awarded to Cargill, Inc. With the increase in transportation costs due to rising fuel costs, this 4%
increase is acceptable. Other entities received bids ranging from the lowest, received by Delaware
County ($47.75), to the highest. for Franklin County ($52.11). Compared with other Central Ohio area
government agencies, Dublin's bid price is mid-range. Total expenditures for rock salt in 2005 were
approximately $402,310.
Recommendation:
As noted. the bid submitted by Cargill in the amount of $49. 39/ton for piled delivery is the lowest bid
In addition, Cargill's bid is also in full compliance with the terms, conditions and requirements within
the City's bid documents. The City's present storage arrangement dictates that the bid for piled
delivery be accepted; therefore, staff recommends that Cargill's bid in the amount of$49.39/ton be
accepted
