F?!~_tio. 3_Q~~__ Resolution No. 65-06 Passed .20_ ~- ---- A RESOLUTION ADOPTING A SIGN POLICY FOR CERTAIN RECOGNITION SIGNS IN THE CITY OF DUBLIN WHEREAS, the City of Dublin has placed great emphasis on the placement of orderly and aesthetically pleasing signs; and WHEREAS, the City of Dublin has placed great emphasis on maintaining aesthetically pleasing entryways to the City; and WHEREAS, the City of Dublin desires to recognize those school-sponsored teams, activities and organizations that have received statewide recognition by placing signage at the City's various entrances; and WHEREAS, Dublin City Council desires to adopt a policy regarding the uniform placement and administration of these signs. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State of Ohio, 7 of the elected members concurring that: Section 1. A state championship/recognition obtained by schools, located within the City of Dublin, will be recognized with the placement of a sign at the following entrances to the City: . Dublin Coffman High School recognition sign locations: - Dublin Road, south of Glick Road - Frantz Road at Tuttle Crossing Boulevard - Emerald Parkway, north of Rings Road . Dublin Scioto High School recognition sign locations: - US 33/Riverside Drive, south of Martin Road - Sawmill Road at Hard Road - SR 161 at Sawmill Road . Dublin Jerome High School recognition sign locations: - Avery Road, north of Woerner Temple Road - Glick Road/Manley Road/Avery Road at roundabout - Hyland-Croy Road, south of Brand Road Section 2. Signs at the City entrances will display three state championship recognitions at a time through the use of placards. The placards will be rotated out as new state championship recognitions are earned. Section 3. One additional sign will be placed in the right-of-way in front of the school receiving recognition. This sign will recognize one state championship recognition at a time on a single sign face. This sign will remain until either replaced by the next state championship recognition or for a two-year period, whichever occurs first. There will be no more than one sign at this location at any given time. Section 4. The signs will be of a traffic sign quality limited to 24" x 30" in size. The signs will bear the logo or artwork of no more than three colors and will be approved by the City Manager. Section 5. The City will bear the cost of making and installing the signs for the initial installation. The City will not replace signs lost, stolen, vandalized or otherwise removed after initial installation. Replacement will be at the cost of the school or sponsoring organization. Section 6. At the end of the display period, signs on display in the school right-of-way will be given to the school and may be disbursed in a manner determined by the school. Section 7. This Resolution shall be in force and effect immediately upon passage in accordance with Section 4.04(a) of the Revised Charter. Willis, P.E., Assistant Director of Engineering - Transportation Re: High School Recognition Signage Summary In response to a suggestion raised by Council, staff has met and investigated alternative type signage recognizing the achievements of the high school athletic teams. The current method of posting recognition signage is to prepare a sign for each achievement for each high school, and post at seven entry points into Dublin. This often results in numerous signs posted simultaneously and sign clutter. Currently, sign distinction is difficult, resulting in the inability for a driver to read or understand the slgnage. Council requested that staff research other methods to recognize the achievements of the teams which would not require such a large number of signs. Staff has worked with the Dublin Schools to determine potential placement locations for each of the three high schools. The Schools are in agreement with all locations proposed. The memo is organized into three sections: . Existing Policy . Proposed Policy . Proposed Changes Existing Policy The City's existing policy in placing the recognition signage includes the following parameters: . The signage is placed at these intersections: 1. Frantz Road at Tuttle Crossing Boulevard 2. SR 161 at Sawmill Road 3. Sawmill Road at Hard Road 4. US 33/Riverside Drive, south of Martin Road 5. Emerald Parkway, north of Rings Road 6. The City bears the cost of making and installing the signs for the initial installation . At the end of the display period, all signs on display are given to the school and disbursed as determined by the school. '- (/) Dublin Coffman High School Dublin Scioto High School Dublin Jerome High School As shown, each high school will receive its own recognition signage listing the achievements of the athletic programs. The signs are each 24" x 30" in size. There are three placards riveted to each sign, and they would remain in place until another state championship is earned to replace an earlier achievement. The placards would be rotated out as new state championship recognitions are earned. The larger background signs could be reused at the City entryway locations as the placards are replaced. One individual sign will be made and posted at the school for a maximum of two years or until another state championship recognition is earned, as is done currently. . This sign will recognize one state championship recognition at a time on a single sign face. It will be given to the school upon removal, as is also done at the present time. Hyland-Croy Road south of Brand Road (added location) The italicized text indicates locations as defined in the current City policy that are in proximity to the respective high schools. The non-italicized text indicates new locations for signage to be installed. Note that under both Dublin Coffman and Dublin Scioto High Schools, all locations have been included in the current City policy. Further, two locations under Dublin Jerome High School are not included in the current City policy, because Dublin Jerome High School was not built when this policy was developed and therefore not taken into consideration. Proposed Changes The changes to the existing policy would be: . Adding two sign locations . Assigning entryway locations to represent individual schools (3 locations for each school) . Allowing slightly larger signs . Providing three placards on each entryway sign to display school accomplishments Recommendation Staff recommends Council adopt the proposed resolution for high school recognition signs. The Dublin Schools agree with the proposed sign styles and respective placement locations.
