A RESOLUTION ADOPTING INTERIM LAND USE
PRINCIPLES FOR THE EVALUATION OF DEVELOPMENT
APPLICATIONS WITHIN THE CITY OF DUBLIN
WHEREAS, the Dublin Community Plan is currently being revised to reflect
significant changes since 1997; and
WHEREAS, the City of Dublin is considering substantial changes that can
impact the type and pattern of land uses within growing areas of the
municipality, particularly in the Northwest and Southwest; and
WHEREAS, substantial development applications have been submitted that
will have significant implications on the future character of the City; and
WHEREAS, significant public input and discourse have been utilized to
develop basic planning principles that are the basis of land use decisions as
part of the Community Plan update; and
WHEREAS, Dublin City Council and its Planning and Zoning Commission
have indicated support for such principles until the completion of the
Community Plan update; and
WHEREAS, Council has requested that preliminary land use principles be
utilized as an evaluative tool in the interim to fully consider pending
development proposals; and
WHEREAS, it is necessary from time to time to enact new principles and
standards to promote the orderly development of an evolving community.
N01 THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
of the elected members concurring, that:
Section 1. The following ten land use principles are hereby established to be
utilized as development guidelines in conjunction with the 1997 Community
Plan and other relevant planning documents and practices in the evaluation of
pending development applications:
1) High quality design for all uses, recognizing density has important
economic implications, but is essentially an outcome not a determinant
of creating a quality place.
2) Creating places to live that have a stronger pedestrian environment,
connections to convenient services, and are conducive to multi-
generational living and social interaction.
3) Creating places with integrated uses that are distinctive, sustainable
and contribute to increasing the City's overall vitality.
4) Providing some retail services in closer proximity to residential areas as
an important amenity to residents. The design considerations are very
important.
5) Creating a wider range of housing choice in the community, as well as
in new neighborhoods.
6) Preserving the rural character of certain areas of the community,
including the appearance of roads, as well as the landscape.
7) Developing streets that create an attractive public realm and make
exceptional places for people.

8) Creating better connected places, in part, to improve the function of the
street network and also to better serve neighborhoods.
9) Creating streets that contribute to the character of the community and
move a more reasonable level of traffic.
10) Providing opportunities to walk and bike throughout the community.
Section 2. This Resolution shall be in force and effect immediately upon
passage in accordance with Section 4.04(a) of the Revised Charter.
