A RESOLUTION AUTHORIZING THE CITY MANAGER TO FILE
AN APPLICATION WITH THE STATE OF OHIO, DEPARTMENT
OF DEVELOPMENT, TO SUPPORT AN APPLICATION FOR
ASSISTANCE UNDER THE OIDO JOB READY SITES PROGRAM.
WHEREAS, the State of Ohio, Department of Development, provides financial assistance to
local governments for the purpose of filling statewide gaps in Ohio's site offerings market;
and
WHEREAS, the City of Dublin desires to participate by receiving financial assistance for the
Central Ohio Innovation Center under the Ohio Job Ready Sites Program; and
WHEREAS, the City Manager has the authority to apply for financial assistance and to
administer the amounts received from the State of Ohio, Department of Development, through
its Ohio Job Ready Sites Program; and
WHEREAS, the Council of the City of Dublin must direct and authorize the Site
Improvement Project Manager to act in connection with the application and to provide such
additional information as may be required.
NOW, THEREFORE, BE IT RESOL ~ by the Council of the City of Dublin, of
Franklin, Union and Delaware Counties, 0-- of the elected members thereof concurring:
Section 1. The Council of the City of Dublin authorizes the City Manager, as the official
representative (the "Site Improvement Project Manager") of the City of Dublin, to file an
application to participate in the State of Ohio, Department of Development Ohio Job Ready
Sites Program, and provide all information and documentation required in the application for
submission.
Section 2. The Council of the City of Dublin hereby approves filing an application for
financial assistance under the Ohio Job Ready Sites Program.
Section 3. The Council of the City of Dublin hereby understands and agrees that
participation in the program will require compliance with program guidelines and assurances.
Section 4. The Council of the City of Dublin hereby commits itself to provide the required
local match investment as described in the application.
Section 5. This Resolution shall be in effect upon passage, in accordance with Section
4.04(a) of the Revised Charter.

Re: Resolution No. 61-06 - Authorizing the City Manager to File an Application
with the State of Ohio for Assistance under the Ohio Job Ready Sites
Program for the Central Ohio Innovation Center
Summary
On November 8, 2005, Ohio voters approved a $2 billion public works and economic
development bond package, which included $150 million in bond proceeds to be issued during
the next seven years to implement the Ohio Job Ready Sites (JRS) Program to develop an
inventory of job-ready sites around the State. The JRS Program is intended to stimulate the
compilation and development of large parcels of land and/or large buildings that will attract
significant investments and create high wage job opportunities for Ohioans.
The Ohio Department of Development's (ODOD) Economic Development Division will
administer the JRS Program. The Ohio Public Works Commission (OPWC) District Integrating
Committees will have the lead in project development for the competitive funding round. Each
District Integrating Committee (or its designated review team) will rank and prioritize projects
based on criteria provided by ODOD and by district priority. Up to three projects per grant
round in each OPWC district can be submitted to ODOD, where the applications will be ranked
on a state-wide basis using the same criteria. The Director of ODOD will make funding
recommendations to the State Controlling Board for final approval.
The first and second round applications (rounds one (1) and two (2) have been combined) are
required to be filed with the OPWC District Integrating Committee by July 19, 2006. The
Committee will submit no more than six (6) projects to ODOD by September 6, 2006. The
ODOD is scheduled to announce their recommended applications on November 1, 2006 and
make funding recommendations to the State Controlling Board which is scheduled to meet
December 4, 2006 for final approval.
The maximum grant award is $5 million or up to 75 percent of allowable costs. It is anticipated
to be a very competitive process. The City's application will be for the Central Ohio Innovation
Center.
The City also recently submitted a grant application to ODOD requesting financial assistance
from the Roadway Development (629) Account. If our application is successful, we will need to
adopt a resolution authorizing the acceptance of that grant.
Recommendation
Staff recommends approval of Resolution 61-06 at the July 3,2006 City Council meeting.
