Re: Resolution No. 59-06 - Emerald Parkway, Phase 5B Bid Acceptance
Summary:
On May 31, 2006, six (6) bids were received, publicly opened and read for the Emerald
Parkway, Phase 5B project.
McDaniel's Construction Corporation, Inc. $1,192,897.78
George J. Igel & Company $1,250,798.90
Complete General Construction Company $1,281,297.40
Strawser Paving Company $1,338,916.25
Decker Construction Company $1,350,716.53
Trucco Construction Company $1,367,189.68
The Engineer's estimate was $1,400,000. The legislation that authorized the establishment of
the McKitrick TIF district was amended in 2003. The amended legislation provided for the
addition of Emerald Parkway from Sawmill Road to Riverside Drive in the Description of
Public Infrastructure Improvements to be funded by service payments generated from the TIF
district. This ordinance provides for a transfer of $700,000 from the McKitrick TIF Fund,
utilizing existing reserves in that Fund, to the Emerald Parkway Phase 5 TIP Fund. The transfer
amount and the existing fund balance in the Emerald Parkway Phase 5 TIF Fund will provide
sufficient resources for the project.
The appropriation request for the Emerald Parkway Phase 5 TIP Fund is based on the bid
amount and a five percent estimate for contingencies.
McDaniel's Construction Corporation, Inc. submitted the lowest and best bid, which includes:
1,500 feet of four-lane boulevard, street lights, and median break access for Life Time Fitness.
Construction ends north of Billingsley Ditch. Landscaping is not included with this project.
For Council's reference and review, a reduced set of project construction drawings has been
placed in the Council planning room.
