NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State of Ohio, !:l-- of the elected members concurring: Section 1, That the bid submitted by Strawser Paving Company, Inc. in the total amount of $2,124,567.33 is hereby accepted. Section 2, That the City Manager is hereby authorized to enter into contracts with Strawser Paving Company, Inc. for performance and completion of the 2006 Street Maintenance Program pursuant to the Advertisement, Proposal and Contract Documents for said project on file in the office of the City Engineer. Section 3, That this Resolution shall take effect and be in force on the earliest date permitted by law. A summary of the bids is attached. Staff has reviewed all bids. The Engineer's estimate was $2,130,000. Strawser Paving Company, Inc. submitted the lowest and best bid of $2,124,567.33, which is outlined as follows: Category 2006 Budget Bid Amount Annual Street Maintenance $1,997,000 $1,743,258.28 Annual Roadside Improvement 85,000 102,831.35 Annual Bikeway Maintenance 40,000 12,627.15 Bikeway Connections/Additions 150,000 173,808.45 Franklin County SR 161 Bridge + 92,042.10 Total $2,272,000 $2,124,567.33 In cooperation with the Franklin County Engineer's Office, the City has included in the contract for the 2006 Street Maintenance Program milling, waterproofing the deck and asphalt overlay on the SR 161 Bridge over the Scioto River. Based on the Strawser Paving Company bid, Franklin County will reimburse the City $92,042.10 and incidental costs estimated at $8,000. The total bid amount is under the 2006 budget amount by more than $200,000. These funds will be used for contingencies and to mill and overlay Tara Hill Drive as part of the Tara Hill Drive Traffic Calming Project. The 2006 Street Maintenance Program includes several streets to be rehabilitated. Please see attached city map with those streets highlighted in red. Also attached is a detailed breakdown of costs for the 2006 Street Maintenance Program. Memo to Dublin City Council 2006 Street Maintenance Program April 26, 2006 Page 2 No paving or milling operations will be performed until after the Memorial Tournament. Major repair work is planned for SR 161 (Bridge Street) between Corbins Mill Drive and Riverside Drive. Work on SR 161 is scheduled between July 5 and August 3,2006. Due to heavy traffic volumes on SR 161, the contract requires night work on SR 161 between 7 p.m. and 7 a.m. on weekdays and permission to work all day on Saturday. During the night work and Saturday work, the contractor will be able to reduce traffic lanes in each direction to one lane. Two-way traffic will be maintained at all times. Staff will work closely with the contractor to ensure minimal disruption and backups to the traveling public and to the Dublin Irish Festival. As part of the SR 161 work, new concrete sidewalk, curb and gutter will be constructed on the south side of SR 161 from Corbins Mill Drive to the traffic signal in front of Indian Run Elementary School. The existing four foot asphalt shoulder on SR 161 will be removed to provide an area for the sidewalk and curb. Cost ofSR 161 work, excluding the bridge pavement work, is about $365,000. The 2006 Street Maintenance Program includes major parking lot repair for the Dublin Justice Center and entrance road repair off of Post Road to the Dublin Community Recreation Center. Costs to improve these facilities are $116,000 and $36,000 respectively. In preparation for ODOT resurfacing Dublin Road from Historic Dublin to Glick Road in 2007, we will be upgrading bikepath ramps along Dublin Road to current ADA standards. The cost of these upgrades is about $83,000. Strawser Paving Company, Inc. successfully performed the City's 2003 and 2004 Street Maintenance Programs. They completed the work in a timely manner and were very responsive to Engineering staff and City residents. The work for this program is presently scheduled to commence the week of June 5, 2006 and be substantially complete by September 1, 2006. Recommendation: Staff recommends adoption by Council of Resolution 48-06, accepting the bid of Strawser Paving Company, Inc. for the 2006 Street Maintenance Program.
