A RESOLUTION ACCEPTING THE LOWEST
AND BEST BID FOR THE EMERALD PARKWAY
- PHASE 5A LANDSCAPE PROJECT
WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Dublin Charter and Chapter 37 of the
Dublin Code, for the Emerald Parkway - Phase 5A Landscape Project; and
WHEREAS, Council has determined that the bid submitted by Environmental
Management Services, Inc. constitutes the lowest and best bid, as set forth in Exhibit
"A", Bid Opening Results.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
State of Ohio, 7 of the elected members concurring:
Section 1. That the bid submitted by Environmental Management Services, Inc. in the
total amount of$ 139,645.60 is hereby accepted.
Section 2. That the City Manager is hereby authorized to enter into contracts with
Environmental Management Services, Inc. for performance and completion of the
Emerald Parkway - Phase 5A Landscape Project pursuant to the Advertisement,
Proposal and Contract Documents for said project on file in the office of the City
Engineer.
Section 3. That this Resolution shall take effect and be in force on the earliest date
permitted by law.

Re: Emerald Parkway - Phase 5A Landscape Bid Acceptance
Resolution No. 65-05
Summary
On September 27,2005, two (2) bids were received, publicly opened and read for the Emerald Parkway
- Phase 5A Landscape project. A summary ofthe bids is shown on the attached bid summary. The
Engineer's estimate for this project was $190,000. Environmental Management Services, Inc.
submitted the lowest and best bid of$ 139,645.60.
The current project construction costs are as follows:
Trucco Construction Company Bid (June 2004) $ 1,882,350.47 (82%)
T & R Properties (storm sewer reimbursement - December 2004) $ 282,734.10 (12%)
Environmental Management Services, inc. Bid (September 2005) $ 139,645.60 (6%)
Total $ 2,304,730.17 (100%)
The 2004/2005 capital improvements program funds allocated for construction and landscaping of this
project are $2,165,000.
For Council reference and review, a reduced set of project construction drawings for the landscaping has
been placed in the Council planning room. This work consists of permanent seeding, trees, ornamental
beds and dry-laid stone walls with plantings (see attached exhibit).
Previous experience with Environmental Management Services, Inc. has been generally favorable.
Previous Dublin projects performed by Environmental Management Services, Inc. include: Glick Road
/ Muirfield Drive Intersection Improvements, Southwest Area Traffic Calming Phases 2, 3 and 4, and
the section of the Dublin Road Bike Path from the Main Library to Emerald Parkway. Staff has
thoroughly reviewed the Environmental Management Services, Inc. bid and finds no reason not to
accept their bid.
Recommendation
Staff recommends Council adopt this resolution accepting the bid of Environmental Management
Services, Inc. Upon adoption, work is scheduled to begin immediately and be complete by May 19,
2006.
