Passed YE,\R 11 A RESOLUTION ACCEPTING THE LOWEST I; AND BEST BID FOR THE PROCUREMENT OF ROCK SALT AND AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT FOR SAID COMMODITY. WHEREAS, after conducting formal advertising and competitive bidding procedures for the rock salt: and, WHEREAS, Council has determined that the bid submitted by Cargill Deicing Technology, Inc. for said commodity, in the amount of $47.39/ton for piled delivery, constitutes the lowest and best bid. NOW, THEREFORE BE IT RESOLVED by the Council of the City of Dublin, State of Ohio, !J- of the elected members concurring: Section 1. That the bid submitted by Cargill Deicing Technology, Inc. for the above referenced commodity, in the amount of$47.39/ton for piled delivery, is hereby accepted. Section 2. That the City Manager is hereby authorized to enter into a contract with Cargill Deicing Technology, Inc. for the procurement of said commodity as specified above and within said bidder's bid proposal on file in the Department of Finance. Brautigam, City Manager Date: October 3, 2005 Initiated By: Matt Villareale, Assistant Director of Streets & Utilities Michele Hoyle, Director of Fiscal Administration tJK' Re: Acceptance of Bid for Rock Salt Summary: Attached for your consideration is Resolution No. 62-05 accepting the lowest and best bid for rock salt and authorizing the City Manager to enter into a contract for the procurement of this commodity. Bids were solicited from four (4) vendors: Eastern Salt Company, Inc., North American Salt Company, Morton Salt, and Cargill Deicing Technology, based on a quantity of 8,000 tons. As reflected in the attached bid tabulation, only Morton Salt and Cargill Deicing Technology submitted bids. The bid received from Cargill Deicing Technology is significantly lower than that from Morton Salt, at $47.39 piled delivery, the delivery method dictated by the City's present storage arrangement. Therefore, staff recommends acceptance of the bid from Cargill Deicing Technology. This bid represents a 17.24% increase over the current contract price of $40.42 for piled delivery, due largely to higher fuel costs and resulting increased transportation costs. However, a review of bids received by other jurisdictions as a part of a cooperative bid process indicates that Dublin's pricing is comparable to similar cities purchasing like quantities of rock salt. In 2004, the City's expenditures for rock salt totaled $191,573; in 2005, the City's expenditures have totaled $402,311 through September. Recommendation: We recommend passage of Resolution No. 62-05, accepting the lowest and best bid for rock salt and awarding the contract for that commodity to Cargill Deicing Technology.
