HomeMy WebLinkAbout59-05 Resolution RECORD OF RESOLUTIONS Oa~on Le9.~~_Blank, I~E:_,form N()._?9045 Resolution No. 59-05 Passed ,20 - A RESOLUTION ACCEPTING THE LOWEST AND BEST BID FOR NORTH FORK INDIAN RUN BANK STABILIZATION AT BRAND ROAD WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Dublin Charter and Chapter 37 of the Dublin Code, for the North Fork Indian Run Bank Stabilization at Brand Road Project; and WHEREAS, Council has determined that the bid submitted by Complete General Construction Company, Inc. constitutes the lowest and best bid, as set forth in Exhibit "A", Bid Opening Results. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State of Ohio, 7 of the elected members concurring: Section 1. That the bid submitted by Complete General Construction Company, Inc. in the total amount of$237,475.00 is hereby accepted. Section 2. That the City Manager is hereby authorized to enter into contracts with Complete General Construction Company, Inc. for performance and completion of the North Fork Indian Run Bank Stabilization at Brand Road Project, pursuant to the Advertisement, Proposal and Contract Documents for said project on file in the office of the City Engineer. Richardson, P.E., Assistant Director of Engineering - Designf"/ Re: North Fork Indian Run Bank Stabilization at Brand Road Bid Acceptance Resolution No. 59-05 Summary On September 1, 2005 three (3) bids were received, publicly opened and read for the North Fork Indian Run Bank Stabilization at Brand Road project. Attached is a summary of the bids received. The Engineer's estimate for this project was $260,000. Complete General Construction Company, Inc. submitted the lowest and best bid of $237,475.00. A reduced set of construction plans for the project has been placed in the Council planning room for your reference and review. As presented and discussed at the April 11, 2005 City Council study session, roadway shoulder improvements are needed along the north side of Brand Road where several hundred feet of the roadway, between Bristol Parkway and Brandonway Drive, is adjacent to and parallel with North Fork Indian Run. Over many years, the south bank of the run has eroded causing the channel to encroach toward the north pavement edge of Brand Road. Most of these areas along the north side of Brand Road have no shoulder or guardrail. The steep slopes from the edge of pavement to the bottom of the run allow little to no ability for stray vehicles to recover back onto the roadway. Late last year, Camp Dresser & McKee, Inc. (CDM) was retained by the City to design a project to create an improved shoulder area along the north side of Brand Road while minimizing construction impact to the flood plain and channel of North Fork Indian Run. Staff and CDM first investigated using steel sheet piling due to the ease of construction and minimal disturbance. However, the required 25-foot lengths of sheet piling brought the estimated cost of the project to over $500,000. CDM then investigated an alternative utilizing a gabion (welded-wire cages filled with stone rip-rap) design that proved to be as effective as sheet piling for a greatly reduced construction cost. Additionally, over 1,400 feet of steel guardrail mounted on timber post will be installed along the north side of Brand Road as part of this project. A temporary traffic signal system will be used to maintain two-way, one lane traffic on Brand Road during this project. Brand Road is currently closed to traffic near the west end of this project. We anticipate Brand Road will be open to traffic at the tunnel location in early October. Previous experience with Complete General Construction Company, Inc. has been favorable, particularly on the Muirfield Drive/Brand Road Roundabout project completed in August of last year and the Glick Road/Avery Road/Manley Road Roundabout opened to traffic on August 26, 2005. They are also currently constructing the Brand RoadlBristol Pkwy Bikepath Tunnel. Staff has thoroughly reviewed the Complete General Construction Company, Inc. bid and finds no reason not to accept their bid. Recommendation Staff recommends Council adopt this resolution accepting the bid of Complete General Construction Company, Inc. Upon adoption, work is scheduled to begin in about three weeks and be substantially complete by November 11, 2005. Grigsby, Deputy City Manager/Director ofFinance~~ Re: Resolution No. 60-05, Resolution Accepting The Amounts and Rates and Authorizing Tax Levies SUMMARY: Each year, the Franklin County Budget Commission determines the amount of property taxes to be received based on the City's millage rates, both inside and outside the "10 mill limit". The inside millage rate was established many years ago by the State and the outside millage is based on the rate needed to retire the two debt issues supported by property taxes and the 1976 levy for police operations. The property tax revenue generated from the inside millage will be credited to the Parkland Acquisition Fund in 2006 and utilized to acquire recreational facility sites, open space and parkland. The distribution of the inside millage is evaluated annually as part of the tax budget process. As you are aware, beginning in 2007 we are planning to allocate a portion of the inside millage to the Capital Improvements Tax Fund for the improvement of the US 33/State Route 1611Post Road interchange. The adoption ofthis Resolution is required by Section 5705.34 of the Ohio Revised Code. As stated in the attached correspondence from the Franklin County Budget Commission, the adopted Resolution is to be filed with the Budget Commission on or before October 1. RECOMMENDATION: Staff is recommending the adoption of Resolution No. 60-05 at the September 19, 2005 City Council meeting. In the event your subdivision passes a levy in November and/or has a bond rate to be set by the Budget Commission, an "Amended Resolution Accepting the Amounts and Rates Authorizing Necessary Tax Levies" will be forwarded to you in late December. The Real Estate & Public Utility tax levy revenue estimates appearing on your Official Certificate are based on 2004 valuation data and new construction as of January 1, 2005. The revenue estimates for the Personal Property tax levy are based upon the current (2005) valuations. The Official Certificate does not take into account the projected reductions in Personal Property Tax revenue caused by changes in state law contained in HB 66, nor the application of "make whole" provisions Levies expiring in 2005 have been removed. Levies to be voted on in November 2005 are not included. It should be noted that current tax revenue estimates may increase or decrease when actual valuation and effective tax rate data become available in December.
