A RESOLUTION ACCEPTING
THE LOWEST AND BEST BID FOR
DUBLIN ROAD I BRAND ROAD ROUNDABOUT
WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Dublin Charter and Chapter 37 of the
Dublin Code, for the Dublin Road / Brand Road Roundabout Project; and
WHEREAS, Council has determined that there may be a legitimate need to declare
the relocation of the utilities in connection with the above-referenced project as a
"single source" procurement, for reason that the company owning the utilities in
question has the exclusive rights to relocate such utilities; and
WHEREAS, Council has determined that the bid submitted by George J. Igel &
Company, Inc. constitutes the lowest and best bid, as set forth in Exhibit "A", Bid
Opening Results.
WHEREAS, it is necessary to amend the annual appropriations ordinance to provide
funding authorization for the project; and
NOW, THEREJfRE, BE IT RESOLVED by the Council of the City of Dublin,
State of Ohio, of the elected members concurring:
Section 1. That the bid submitted by George 1. Igel & Company, Inc. in the total
amount of$ 1,025,629.62 is hereby accepted.
Section 2. That the City Manager is hereby authorized to enter into contracts with
George J. Igel & Company, Inc. for performance and completion of the Dublin Road!
Brand Road Roundabout Proj ect pursuant to the advertisement, proposal and contract
documents for said project on file in the office of the City Engineer.
Section 3. That this Resolution shall take effect and be in force on the earliest date
permitted by law.

Resolution No. 46-05
Summary
On June 16, 2005 six (6) bids were received, publicly opened and read for the Dublin Road/Brand Road
Roundabout project. Attached is a summary of the bids received. The Engineer's estimate for this project was
$1,100,000. George J. Igel & Company, Inc. submitted the lowest and best bid of $ 1,025,629.62. A reduced
set of construction plans for the project has been placed in the Council planning room for your reference and
reVIew.
A citywide traffic signal study was performed on twelve non-signalized intersections in 1996. The intersections
were assessed for traffic signal warrants and a comparison chart created to help prioritize the intersections in the
Capital Improvement Program (CIP) program. Dublin Road/Brand Road intersection ranked third among the
twelve intersections in the prioritization chart (Riverside Drive/Summit View Road and Muirfield Drive/Post
Road intersections ranked first and second, respectively). Even in 1996, the intersection was experiencing
excessive delay on Brand Road with a level of service (LOS) F during the PM peak hour.
In December 2002, the engineering consulting firm DLZ was selected to study several alternatives to improving
the intersection. These alternatives were: a no-build alternative, a traffic signal, and a modem roundabout. The
study was completed in April 2003 and recommended the modem roundabout alternative as the best long-term
solution to this intersection. On October 31, 2003, City Council, along with Engineering staff, made a field visit
to the intersection to compare a signalized improvement to a modem roundabout, in terms of impacts on adjacent
properties. In December 2003, Council gave direction to staff to proceed with the modem roundabout design and
explore the acquisition of the northwest comer property at the intersection. In 2004, final design of the
roundabout proceeded and the northwest comer property acquired. This project is the result of that design.
The landscaping for this project will be bid separately this summer. Total landscaping costs are anticipated to be
less than ten percent of the total construction costs.
Previous experience with George J. Igel & Company, Inc. has been favorable. They are currently under contract
with the City to construct Hospital Drive. Previous Dublin projects performed by George J. Igel & Company, Inc.
include: Eiterman Road, Woerner Temple Road completed in 2002 as part of the Ballantrae, Golf Club of Dublin
CIP development; Emerald Parkway - Phase 1, 2 and 3; and Coffman Road widening. Staff has thoroughly
reviewed the George J. Igel & Company, Inc. bid and finds no reason not to accept their bid.
Recommendation
Staff recommends Council adopt this resolution accepting the bid of George J. Igel & Company, Inc. Upon
adoption, work is scheduled to begin July 5, 2005 and be open to traffic by September 16,2005.
