A RESOLUTION ADOPTING THE NATIONAL INCIDENT MANAGEMENT SYSTEM (NIMS) GUIDELINES WHEREAS, following the events of September 11, 2001, the government of the United States of America created agencies and provided funding resources to provide for the security of the United States, established as the Department of Homeland Security; and WHEREAS, the Department of Homeland Security has developed a National Incident Management System (NIMS) to provide a consistent nationwide approach to enable all government, private sector, and non-governmental organizations to work together during domestic incidents; and WHEREAS, on February 28, 2003, President Bush issued Homeland Security Presidential Directive (HSPD)-5, Management of Domestic Incidents, requiring Federal departments and agencies to make the adoption ofNIMS by state and local organizations a condition for Federal preparedness assistance (grants, contracts, and other activities) beginning in federal fiscal year 2005; and WHEREAS, on July 30,2004 Governor Taft issued Executive Order 2004-14T ordering all departments and agencies of the State to utilize the Incident Management System prescribed by the Department of Homeland Security; and WHEREAS, short-term compliance will include adoption ofthe basic tenets of the Incident Command System identified in the NIMS document; standards, guidelines, and protocols for determining said compliance as published by the Department of Homeland Security in December 2004. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State of Ohio, .!l-- of the elected members concurring that: Section 1. The National Incident Management System (NIMS) prescribed by the Department of Homeland Security is hereby adopted by Dublin City Council. Section 2. The City Manager shall direct and ensure that all City staff first responders become certified by completing the required IS-700 NIMS training. Section 3. This Resolution shall take effect and be in force from and after the earliest date permitted by law. Passed this ;{ Of'h. day of r ,2005. Brautigam, City Manager DATE: June 15, 2005 RE: Resolution 45-05 Adopting the National Incident Management System Guidelines INITIATED BY: Mike Epperson, Chief of Police Through Homeland Security Presidential Directive / HSPD-5 President Bush has set as policy for the United States Government to establish a single, comprehensive approach to domestic incident management. This National Incident Management System (NIMS) provides a consistent approach for Federal, State, and local governments to work effectively and efficiently together in response to incidents regardless of cause, size, or complexity. The Department of Homeland Security encourages local governments to formally adopt the NIMS principles and policies as well as having all first responders complete an awareness course. Future Homeland Security funds will require a demonstrated adoption ofNIMS. Our Police Division is in the process of having all officers trained in this system and adoption of this resolution will demonstrate our formal recognition ofNIMS. RECOMMENDATION: Staff recommends approval of Resolution 45-05.
