A RESOLUTION WAIVING COMPETITIVE BIDDING
REQUIREMENTS, PURSUANT TO SECTION 8.04
('CONTRACTING PROCEDURES'), PARAGRAPH (C)
( "WAIVER OF COMPETITIVE BIDDING ") FOR THE
MATERIAL PORTION OF THE BLAZER WATER
TANK REPAINTING PROJECT AND AWARDING
A CONTRACT TO TNEMEC COMPANY, INC.
WHEREAS, Section 8.04(c) of the Revised Dublin Charter authorizes City Council, by
a vote of no less than five (5) members, to waive competitive bidding requirements if
Council determines that an item is available and can be acquired only from a single
source or when it is in the best interest of the City to do so; and
WHEREAS, the need has been identified to repaint the Blazer Water Tower; and
WHEREAS, staff has researched several options for repainting and has identified
specific materials produced by Tnemec Company, Inc. as the preferred coating
material, and this material is only manufactured by the Tnemec Company, Inc.; and
WHEREAS, Dublin has successfully used this material on past projects, including but
not limited to the 2010 Avery Tower Repainting Project with satisfactory results; and
WHEREAS, Council has determined that it is in the best interest of the City to waive
competitive bidding for the material portion of the project to provide an appropriate
surface coating; and
WHEREAS, Council has determined that the quotes submitted by Tnemec Company,
Inc. in the amount of approximately $69.25 per gallon for Hydro -Zinc Series 94 -1-12O
Primer; $59.50 per gallon for Endura Shield Series 73; and, $365.00 per gallon for
Hydroflon Series 700 are fair and appropriate.
NOW, THf REFORE, BE IT RESOLVED by the Council of the City of Dublin, State of
Ohio, of the elected members concurring that:
Section 1. Competitive bidding requirements are hereby waived for the procurement
of material for the Blazer Water Tower Repainting Project.
Section 2. The City Manager is hereby authorized to enter into a unit price
agreement with Tnemec Company, Inc. for the purchase of the water tower coating
material in the amounts set forth here in an amount not to exceed $90,000.
Section 3 . The remainder of the Blazer Water Tower Tank Repainting Project shall
be competitively bid through the process already underway.
Section 4. This resolution shall take effect upon adoption in accordance with Section
4.04(a) of the Revised Charter.

Company, Inc.
Background
Engineering staff has been reviewing the options that are available for coating systems for the exterior
Of the City's water towers. These coating systems provide corrosion protection of the steel structure
from the environment as well as the aesthetic benefits of the graphics package.
The City has used both Carboline Company (Carboline) and Tnemec Company, Inc. (Tnemec) products
on the water towers. These two manufacturers are currently the only manufacturers approved for
exterior painting by the City of Columbus Product Review Committee. Our recent coating and recoating
projects have used the Tnemec products.
The following chart summarizes the timeframes and products for wholesale exterior coating and
recoating of the City water towers:
When the Avery Road and Post Road towers were recoated in 1994 (with the silhouette graphics
package), the Carboline product was used. The Avery Road tower showed "bleed through" on the west
side of the tower within a few years. This was after the warranty period of the construction contract but
within the timeframe of the typical "life expectancy" of the coating system. Also, the roof had enough
deterioration that it was independently recoated in 2001. The Post Road tower has shown evidence of
rust and corrosion for the past three years, again mainly on the west side and the roof. With the
construction and investment in the new Darree Fields tower and the proposed decommissioning of the
Post Road tower this year, the Post Road tower will not be recoated.

As can be seen in the chart, the service life of the Tnemec product on the Blazer Parkway tower has
been approximately 17 years. Based on the regular inspections that are done on the water towers and
staff's observations, the issues and concerns that arose with the Carboline product have not occurred on
this tower.
Ohio Coating Consultants (OCC), a local independent representative of Tnemec supplied the unit cost
prices included in the Resolution. Staff has reviewed these in comparison to the prices paid for
Tnemec's product on the Avery Road recoating project in 2010. The costs are appropriate for this
project.
The current bidding documents for the Blazer Water Tank Repainting project specify that a "First
Anniversary Inspection' will be performed on a date chosen by the City and attended by the recoating
contractor. This is the typical industry standard and provides a warranty period of one year. The
contractor will be allowed to make minor repairs to the tower at that time. Any extensive repairs will be
made at a mutually agreeable time.
The bidding documents also stipulate that the quality of the paint application is to be done in a manner
to be able to obtain certification from the coating manufacturer for honoring their warranties. OCC has
provided that a written extended warranty for 15 years for color and gloss for the coating system we
have specified could be issued to the City upon completion of the project.
Staff believes the Tnemec product is an exceptional coating system for the exterior of Dublin's water
towers and provides excellent protection of the City's investment in the water distribution system. As a
result, staff recommends that the Tnemec product be exclusively specified and competitive bidding be
waived.
Recommendation
Staff recommends approval of Resolution 08 -11.
